ERTS-1 - Teaching us a new way to see.

The ERTS-1 payload is discussed, giving attention to three television cameras, which view the same area in three different spectral bands. The payload includes also a multispectral scanner subsystem and a data collection system which collects information from some 150 remote, unattended, instrumented ground platforms. Many government agencies use ERTS-1 data as integral parts of their ongoing programs. Through its EROS program, the Interior Department represents the largest single recipient and user agency of data obtained from NASA aircraft and spacecraft designed to gather repetitive information related to a wide variety of earth-science and natural-resources disciplines. Questions of environmental impact are considered together with applications in agriculture, forestry, marine resources, geography, and the survey of water resources.

Relevance of ERTS-1 to the State of Ohio

The author has identified the following significant results. During the first year of project effort the ability of ERTS-1 imagery to be used for mapping and inventorying strip-mined areas in south eastern Ohio, the potential of using ERTS-1 imagery in water quality and coastal zone management in the Lake Erie region, and the extent that ERTS-1 imagery could contribute to localized (metropolitan/urban), multicounty, and overall state land use needs were experimentally demonstrated and reported as significant project results. Significant research accomplishments were achieved in the technological development of manual and computerized methods to extract multi-feature information as well as singular feature information from ERTS-1 data as is exemplified by the forestry transparency overlay. Fabrication of an image transfer device to superimpose ERTS-1 data onto existing maps and other data sources was also a significant analytical accomplishment.

Identification of phenological stages and vegetative types for land use classification

The author has identified the following significant results. Recent signature identification and refinement techniques indicate that with automated classification of MSS CCT data commercial stands of cottonwood and white spruce can be identified with 80% accuracy in the Bonanza Creek experimental forest. Since that forest is representative of the vast interior Alaska forests, this finding has substantial economic importance to public and private forestry interests in Alaska.

Remote sensing in agriculture

Some examples are presented of the use of remote sensing in cultivated crops, forestry, and range management. Areas of concern include: the determination of crop areas and types, prediction of yield, and detection of disease; the determination of forest areas and types, timber volume estimation, detection of insect and disease attack, and forest fires; and the determination of range conditions and inventory, and livestock inventory. Articles in the literature are summarized and specific examples of work being performed at the Marshall Space Flight Center are given. Primarily, aerial photographs and photo-like ERTS images are considered.

Research on the application of satellite remote sensing to local, state, regional and national programs involved with resource management and environmental quality

A program designed to involve state, regional and local agency personnel in the application of remote sensing is reported. During this period fifteen applications projects were initiated in support of twenty-five separate state, county and municipal agencies or entities. Eight of the projects were completed with positive results which aided the agencies involved. These results included information which contributed to decisions on: (1) selection of a route for a scenic parkway, (2) policy development on open land use, (3) policy related to urban development, (4) a major reservoir project by a governor's staff, (5) control tactics and damage assessment during flooding conditions on the Kansas and Missouri rivers, and (6) initiating a program of habitat inventory by remote sensing by the Kansas Forestry, Fish and Game Commission.

Monitoring forest land from high altitude and from space

The significant findings are reported for remote sensing of forest lands conducted during the period October 1, 1965 to December 31, 1972. Forest inventory research included the use of aircraft and space imagery for forest and nonforest land classification, and land use classification by automated procedures, multispectral scanning, and computerized mapping. Forest stress studies involved previsual detection of ponderosa pine under stress from insects and disease, bark bettle infestations in the Black Hills, and root disease impacts on forest stands. Standardization and calibration studies were made to develop a field test of an ERTS-matched four-channel spectrometer. Calibration of focal plane shutters and mathematical modeling of film characteristic curves were also studied. Documents published as a result of all forestry studies funded by NASA for the Earth Resources Survey Program from 1965 through 1972 are listed.

Post-analysis report on Chesapeake Bay data processing

The additional processing performed on data collected over the Rhode River Test Site and Forestry Site in November 1970 is reported. The techniques and procedures used to obtain the processed results are described. Thermal data collected over three approximately parallel lines of the site were contoured, and the results color coded, for the purpose of delineating important scene constituents and to identify trees attacked by pine bark beetles. Contouring work and histogram preparation are reviewed and the important conclusions from the spectral analysis and recognition computer (SPARC) signature extension work are summarized. The SPARC setup and processing records are presented and recommendations are made for future data collection over the site.

Forest and land inventory using ERTS imagery and aerial photography in the boreal forest region of Alberta, Canada

Satellite imagery and small-scale (1:120,000) infrared ektachrome aerial photography for the development of improved forest and land inventory techniques in the boreal forest region are presented to demonstrate spectral signatures and their application. The forest is predominately mixed, stands of white spruce and poplar, with some pure stands of black spruce, pine and large areas of poorly drained land with peat and sedge type muskegs. This work is part of coordinated program to evaluate ERTS imagery by the Canadian Forestry Service.

Agricultural utilization of ERTS-1 data in Thailand

Recent advances made in three disciplinary areas that are of major importance to Thailand are briefly discussed. These areas are; (1) agriculture, (2) forestry, and (3) land use. Preliminary investigations of the ERTS-1 data have been so successful that the Thai Government has decided to develop a remote sensing data handling and research center.

Interactive analysis and evaluation of ERTS data for regional planning and urban development: A Los Angeles Basin case study

The progression endemic to the ERTS Data Use Experiment SR 124 in data quality, analysis sophistication and applications responsiveness is reviewed. The roles of the variety of ERTS products, including the supporting underflight aircraft imagery at various scales, are discussed in the context of this investigation. The versatility of interpretation techniques and outputs developed and implemented via the General Electric Multispectral Information Extraction Systems is described and exemplified by both system-expository and applications-explanatory products. The wide-ranging and in-depth applications studied in the course of this experiment can be characterized as community-oriented and agency-directed. In the former, generic category, which is primarily data-contextual, problems analyzed dealt with agricultural systems, surface water bodies, snow cover, brush fire burns, forestry, grass growth, parks - golf courses - cemeteries, dust storms, grading sites, geological features and coastal water structure. The ERTS MSS band selectivity and measurements thresholds were of primary interest here. The agency-directed application areas have been user-evaluational in nature. Beginning with overall urbanized regional analysis of land cover density-development intensity, residential areas were analyzed for ascertaining if housing types could be aggregated with any degree of reliability.

Concepts of integrated satellite surveys

The United Nations initially contracted with NASA to carry out investigations in three countries; but now as the result of rapidly increasing interest, ERTS imagery has been/is being used in 7 additional projects related to agriculture, forestry, land-use, soils, landforms and hydrology. Initially the ERTS frames were simply used to provide a synoptic view of a large area of a developing country as a basis to regional surveys. From this, interest has extended to using reconstituted false color imagery and latterly, in co-operation with Purdue University, the use of computer generated false color mosaics and computer generated large scale maps. As many developing countries are inadequately mapped and frequently rely on outdated maps, the ERTS imagery is considered to provide a very wide spectrum of valuable data. Thematic maps can be readily prepared at a scale of 1:250,000 using standard NASA imagery. These provide coverage of areas not previously mapped and provide supplementary information and enable existing maps to be up-dated. There is also increasing evidence that ERTS imagery is useful for temporal studies and for providing a new dimension in integrated surveys.

Geologic hypotheses of Lake Tanganyika region, Zaire, drawn from ERTS imagery

Based on initial work in the Lake Tanganyika area of eastern Zaire, it has been concluded that ERTS imagery is extremely useful for reconnaissance level geologic mapping and analysis in this region of the humid tropics. In particular, ERTS imagery has proven useful for recognizing and mapping regional structural units, for recognizing major structural features, and for arriving at some preliminary hypotheses about the mineral potential of the area. Results so far indicate that ERTS imagery can make a major contribution to the development of the mineral resources of the country. Research has concentrated on applications of ERTS imagery in the field of cartography, geology, forestry, hydrology and agriculture. For the work in geology, a test site was chosen in eastern Zaire on the shore of Lake Tanganyika in the vicinity of the Lukuga River. This area was selected because of its varied geology and the existence of two frames of cloud-free ERTS imagery.

Techniques for computer-aided analysis of ERTS-1 data, useful in geologic, forest and water resource surveys

Forestry, geology, and water resource applications were the focus of this study, which involved the use of computer-implemented pattern-recognition techniques to analyze ERTS-1 data. The results have proven the value of computer-aided analysis techniques, even in areas of mountainous terrain. Several analysis capabilities have been developed during these ERTS-1 investigations. A procedure to rotate, deskew, and geometrically scale the MSS data results in 1:24,000 scale printouts that can be directly overlayed on 7 1/2 minutes U.S.G.S. topographic maps. Several scales of computer-enhanced "false color-infrared" composites of MSS data can be obtained from a digital display unit, and emphasize the tremendous detail present in the ERTS-1 data. A grid can also be superimposed on the displayed data to aid in specifying areas of interest.

Earth Resources: A continuing bibliography with indexes, issue 1

This bibliography lists 616 reports, articles, and other documents introduced into the NASA scientific and technical information system between January 1974 and March 1974. Emphasis is placed on the use of remote sensing and geophysical instrumentation in spacecraft and aircraft to survey and inventory, natural resources and urban areas. Subject matter is grouped according to agriculture and forestry, environmental changes and cultural resources, geodesy and cartography, geology and mineral resources, oceanography and marine resources, hydrology and water management, data processing and distribution systems, instrumentation and sensors, and economic analysis.
