How to securely replicate services (preliminary version)

A method is presented for constructing replicated services that retain their availability and integrity despite several servers and clients being corrupted by an intruder, in addition to others failing benignly. More precisely, a service is replicated by 'n' servers in such a way that a correct client will accept a correct server's response if, for some prespecified parameter, k, at least k servers are correct and fewer than k servers are correct. The issue of maintaining causality among client requests is also addressed. A security breach resulting from an intruder's ability to effect a violation of causality in the sequence of requests processed by the service is illustrated. An approach to counter this problem is proposed that requires that fewer than k servers are corrupt and, to ensure liveness, that k is less than or = n - 2t, where t is the assumed maximum total number of both corruptions and benign failures suffered by servers in any system run. An important and novel feature of these schemes is that the client need not be able to identify or authenticate even a single server. Instead, the client is required only to possess at most two public keys for the service.

Communications and control for electric power systems: Power flow classification for static security assessment

This report investigates the classification of power system states using an artificial neural network model, Kohonen's self-organizing feature map. The ultimate goal of this classification is to assess power system static security in real-time. Kohonen's self-organizing feature map is an unsupervised neural network which maps N-dimensional input vectors to an array of M neurons. After learning, the synaptic weight vectors exhibit a topological organization which represents the relationship between the vectors of the training set. This learning is unsupervised, which means that the number and size of the classes are not specified beforehand. In the application developed in this report, the input vectors used as the training set are generated by off-line load-flow simulations. The learning algorithm and the results of the organization are discussed.

Controlling multiple security robots in a warehouse environment

The Naval Command Control and Ocean Surveillance Center (NCCOSC) has developed an architecture to provide coordinated control of multiple autonomous vehicles from a single host console. The multiple robot host architecture (MRHA) is a distributed multiprocessing system that can be expanded to accommodate as many as 32 robots. The initial application will employ eight Cybermotion K2A Navmaster robots configured as remote security platforms in support of the Mobile Detection Assessment and Response System (MDARS) Program. This paper discusses developmental testing of the MRHA in an operational warehouse environment, with two actual and four simulated robotic platforms.

Securing the User's Work Environment

High performance computing at the Numerical Aerospace Simulation Facility at NASA Ames Research Center includes C90's, J90's and Origin 2000's. Not only is it necessary to protect these systems from outside attacks, but also to provide a safe working environment on the systems. With the right tools, security anomalies in the user s work environment can be deleted and corrected. Validating proper ownership of files against user s permissions, will reduce the risk of inadvertent data compromise. The detection of extraneous directories and files hidden amongst user home directories is important for identifying potential compromises. The first runs of these utilities detected over 350,000 files with problems. With periodic scans, automated correction of problems takes only minutes. Tools for detecting these types of problems as well as their development techniques will be discussed with emphasis on consistency, portability and efficiency for both UNICOS and IRIX.

Development of an Autonomous Lidar Instrument for Use on a UAV Platform in Support of Homeland Security

Researchers at NASA's Goddard Space Flight Center have developed an autonomous aerosol backscatter lidar instrument for use on the high-altitude ER-2 aircraft (for more information please visit http://cpl.gsfc.nasa.gov). Work is currently underway to transfer this instrument to a UAV platform such as Global Hawk. While the NASA applications are Earth science and satellite validation, there is clearly a Homeland Security application for such an instrument. One novel concept is to have a fleet of UAVs stationed around the country, each UAV having a payload including a lidar instrument. In the event of attack, the appropriate UAV(s) could be launched for purposes of, e.g., plume detection and tracking that are critical for decision support. While the existing lidar instrument is not directly capable of biological species discrimination, it is capable of plume tracking and thus can demonstrate to DHS the capabilities and utility of such instruments. Using NASA funding we will have an instrument ready to fly on Global Hawk by end of 2005. We would like to find partners, either within private industry or within DHS who would be willing to contribute aircraft access and flight hours for a demonstration flight. Longer-term partnerships to develop more advanced and more capable types of lidar instruments are also desirable. In this presentation we will detail the existing ER-2 lidar instrument and show measurement results, show the progress made on adapting to the Global Hawk platform, present concepts for DHS uses of such instruments, and openly pursue partnership opportunities.

Secure, Network-Centric Operations of a Space-Based Asset: Cisco Router in Low Earth Orbit (CLEO) and Virtual Mission Operations Center (VMOC)

This report documents the design of network infrastructure to support operations demonstrating the concept of network-centric operations and command and control of space-based assets. These demonstrations showcase major elements of the Transformal Communication Architecture (TCA), using Internet Protocol (IP) technology. These demonstrations also rely on IP technology to perform the functions outlined in the Consultative Committee for Space Data Systems (CCSDS) Space Link Extension (SLE) document. A key element of these demonstrations was the ability to securely use networks and infrastructure owned and/or controlled by various parties. This is a sanitized technical report for public release. There is a companion report available to a limited audience. The companion report contains detailed networking addresses and other sensitive material and is available directly from William Ivancic at Glenn Research Center.

Early Warning of Food Security Crises in Urban Areas: The Case of Harare, Zimbabwe, 2007

In 2007, the citizens of Harare, Zimbabwe began experiencing an intense food security crisis. The crisis, due to a complex mix of poor government policies, high inflation rates and production decline due to drought, resulted in a massive increase in the number of food insecure people in Harare. The international humanitarian aid response to this crisis was largely successful due to the early agreement among donors and humanitarian aid officials as to the size and nature of the problem. Remote sensing enabled an early and decisive movement of resources greatly assisting the delivery of food aid in a timely manner. Remote sensing data gave a clear and compelling assessment of significant crop production shortfalls, and provided donors of humanitarian assistance a single number around which they could come to agreement. This use of remote sensing data typifies how remote sensing may be used in early warning systems in Africa.

Gray Wave of the Great Transformation: A Satellite View of Urbanization, Climate, and Food Security

Land cover change driven by human activity is profoundly affecting Earth's natural systems with impacts ranging from a loss of biological productivity to changes in atmospheric chemistry and regional and global climate. This change has been so pervasive and progressed so rapidly, compared to natural processes, scientists refer to it as 'the great transformation'. Urbanization or the 'gray wave' of this transformation is being increasingly recognized as an important process in global climate change. A hallmark of our success as a species, large urban conglomerates do in fact alter their environments so profoundly that the local climate, atmospheric composition, and the basic ecology of the landscape are affected in ways that have consequences to human health and economic well-being. Fortunately we have incredible new tools to observe and understand these processes in ways that can be used to plan and develop enjoyable and sustainable urban places. A suite of Earth observing satellites is making it possible to study the interactions between urbanization, biological processes, and the atmosphere including weather and climate. Using these Earth Observatories we are learning how urban heat islands form and potentially ameliorate them, how urbanization can affect rainfall, pollution, surface water recharge at the local level, and climate and food security globally.

Food Security, Decision Making and the Use of Remote Sensing in Famine Early Warning Systems

Famine early warning systems use remote sensing in combination with socio-economic and household food economy analysis to provide timely and rigorous information on emerging food security crises. The Famine Early Warning Systems Network (FEWS NET) is the US Agency for International Development's decision support system in 20 African countries, as well as in Guatemala, Haiti and Afghanistan. FEWS NET provides early and actionable policy guidance for the US Government and its humanitarian aid partners. As we move into an era of climate change where weather hazards will become more frequent and severe, understanding how to provide quantitative and actionable scientific information for policy makers using biophysical data is critical for an appropriate and effective response.
