A Critique of Cab Regulatory Policy

The regulatory policies of the Civil Aviation Board are discussed. The objectives of the Civil Aviation Board are defined. Specific actions of the Civil Aviation Board with respect to passenger fares, rate levels, and load factors are presented. The decisions on successful and unsuccessful mergers of airlines during the 1938 to 1972 time period are analyzed. Tables of data are presented to show the economic aspects of airline operations during 1955, 1960, and 1970.

An approach to developing the market for space shuttle payloads: Business/public policy issues and international marketing considerations

The business and public policies were assessed that were determined to be important for NASA to consider in the design of a program for stimulating use of the space transportation system (STS) among potential users in the U.S. private sector and in foreign countries, in preparation for operations of the space shuttle in the early 1980's. Salient factors related to international cooperation in space are identified for special consideration in the development of user potential of the STS.

Optimal policies for identification of stochastic linear systems

The problem of designing closed-loop policies for identification of multiinput-multioutput linear discrete-time systems with random time-varying parameters is considered in this paper using a Bayesian approach. A sensitivity index gives a measure of performance for the closed-loop laws. The computation of the optimal laws is shown to be nontrivial, an exercise in stochastic control, but open-loop, affine, and open-loop feedback optimal inputs are shown to yield tractable problems. Numerical examples are given. For time-invariant systems, the criterion considered is shown to be related to the trace of the information matrix associated with the system.

Public policy for solar heating and cooling

Recent analyses indicated that solar heating and cooling systems for residential buildings are nearly economically competitive with conventional fossil fuel or electric systems, the former having higher initial cost but a lower operating cost than the latter. The paper examines obstacles to the widespread acceptance and use of solar space conditioning systems and explores some general policies which could help to overcome them. The discussion covers such institutional barriers limiting the adoption of solar technologies as existing building codes, financing constraints, and organizational structure of the building industry. The potential impact of financial incentives is analyzed. It is noted that a tax incentive of 25% could speed the use of solar energy by 7 to 8 years and produce an 8% reduction in fossil fuel use by 1990. A preliminary incentive package which could be helpful in promoting solar energy both at federal and state levels is proposed, and the necessary incentive level is analysed.

Federal policies to promote the widespread utilization of photovoltaic systems. Supplement: Review and critique

Review comments of the Congressional report entitled 'Federal Policies to Promote the Widespread Utilization of Photovoltaic Systems' are presented. Responses to the review comments by the Jet Propulsion Laboratory, preparer of the Congressional report, are also presented. The Congressional report discussed various issues related to promoting the deployment of photovoltaic systems through the Federal Photovoltaic Program. Various program strategies and funding levels were examined.

International space policy and the interests of the United States and developing countries

The paper discusses principles which must be upheld in order to protect U.S. interests in space, the potential impact of the Moon Treaty on these principles, how to satisfy the legitimate needs of developing countries while protecting U.S. interests, and how to enhance the probability of success in future negotiations concerning space. It is suggested that, in order to preserve the rights of its citizens and industry to exploit space, the United States must make a strong effort to help solve the problems of the developing countries, maintain a strong space program, and develop and follow a space policy that reflects the interests of the American people.

Orbital debris policy issues: Battelle involvement and some personal observations

The possible hazards presented by orbital debris have been a matter of concern since the early 1960s. The area of initial concern was the potential hazard of the Earth from reentering debris. In the very early days of the space program, it was believed that only specially protected objects would survive reentry. Subsequent events showed this to be incorrect. The recognition of the potential hazard of orbital debris to orbiting objects did not occur until the late 1970s. Concern over this potential hazard has increased, and has also given rise to a number of policy issues. These issues are, at present, largely unresolved.

Communications satellite business ventures - Measuring the impact of technology programmes and related policies

An economic evaluation and planning procedure which assesses the effects of various policies on fixed satellite business ventures is described. The procedure is based on a stochastic financial simulation model, the Domsat II, which evaluates spacecraft reliability, market performance, and cost uncertainties. The application of the Domsat II model to the assessment of NASA's ion thrusters for on-orbit propulsion and GaAs solar cell technology is discussed. The effects of insurance rates and the self-insurance option on the financial performance of communication satellite business ventures are investigated. The selection of a transportation system for placing the satellites into GEO is analyzed.

Product assurance policies and procedures for flight dynamics software development

The product assurance policies and procedures necessary to support flight dynamics software development projects for Goddard Space Flight Center are presented. The quality assurance and configuration management methods and tools for each phase of the software development life cycles are described, from requirements analysis through acceptance testing; maintenance and operation are not addressed.

Commercial space policy - Theory and practice

NASA policy toward commercial space ventures is summarized and illustrated with a proposed system for mobile communications through satellite links (MSAT). The government's, i.e., NASA's, role in commercial space ventures is to provide funding and expertise to high risk projects with prospective large returns, provided no vital public services are displaced. MSAT would be realized with a relay spacecraft in GEO, linking mobile radios costing in the range $500-2500. The experimental ATS-6 satellite would be the first generation relay. It is estimated that by the 1990s a spacecraft with a 20-55 m antenna could provide transmission relays for between 640,000 to about 2.5 million nonurban communications units.

Safety policy and requirements for payloads using the space transportation system

The safety policy and requirements are established applicable to the Space Transportation System (STS) payloads and their ground support equipment (GSE). The requirements are intended to protect flight and ground personnel, the STS, other payloads, GSE, the general public, public-private property, and the environment from payload-related hazards. The technical and system safety requirements applicable to STS payloads (including payload-provided ground and flight supports systems) during ground and flight operations are contained.
