Storm Water Pollution Prevention Plan (SWPPP) for the Limited Area, Multi-Purpose (LAMP) High Bay Laboratory

Kier + Wright, as Qualified SWPPP Developer (QSD), puts forth this Storm Water Pollution Prevention Plan (SWPPP) for the Limited Area, Multi-Purpose (LAMP) High Bay Laboratory facility (Project) located at Sandia National Laboratories, 7011 East Avenue, CA. The property is owned by the U.S. Department of Energy, and managed and operated by National Technology & Engineering Solutions of Sandia, LLC. The project proposes converting an asphalt parking lot into a new high bay machine shop building and a low bay office building. Per the California State Water Resources Control Board’s (California State Water Board) Construction General Permit (CGP), a SWPPP is required when 1 acre or more of land is disturbed. The project site area of 1.6 acres exceeds the minimum acreage threshold of 1 acre and therefore requires SWPPP implementation. QSD has determined the sediment risk for this project, based on soil type at the site and starting and ending dates of construction, to be low (Section 3.4.1 and Appendix B). Receiving water for this project is the Arroyo Seco. QSD has determined the Arroyo Seco to be a high-risk receiving water because it has the three beneficial uses of “spawn”, “cold”, and “migratory” (Sections 3.3 and 3.4.2 and Appendix B). QSD has determined the overall risk level for the site to be Risk Level 2, based on a combination of low sediment risk and high receiving water risk (Appendix B). As such, QSD has delineated a variety of Best Management Practices (BMPs) to be employed during project construction to reduce or eliminate pollutants in stormwater runoff or any other discharges from the Project site. In addition to site-specific BMPs, this SWPPP report provides instruction for on site monitoring. Electronic copies of required documentation such as inspection reports, REAPs, annual report documentation, etc. shall be submitted to NTESS Sandia Delegated Representative via Newforma.

Centers for Disease Control and Prevention (CDC) Radiation Hazard Scale (Expanded Data Product Feedback Report)

During radiation emergencies, it is important to communicate clearly as radiation risks are often unfamiliar to many members of the general public and emergency responders, including public health workers. To partially address this issue, the Centers for Disease Control and Prevention (CDC) developed the Radiation Hazard Scale to communicate radiation risk to the general public, community leaders, and decision makers. The simple numeric scale does not require a background in radiation physics or health effects and can be used to assist people in understanding their risk and motivate protective action compliance. Lawrence Livermore National Laboratory has assisted the US Department of Energy National Nuclear Security Administration and the CDC in the development of Radiation Hazard Scale data products. This report documents the feedback received from Federal response officials on an expanded data product set. This expanded set accounts for the effects of building protection on radiation exposure and allows for the comparison between different response actions, including sheltering in place, based on the LLNL developed Regional Shelter Analysis methodology.

Reconfiguration of the Respiratory Tract Microbiome to Prevent and Treat Burkholderia Infection

New approaches to preventing and treating infections, particularly of the respiratory tract, are needed. One promising strategy is to reconfigure microbial communities (microbiomes) within the host to improve defense against pathogens. Probiotics and prebiotics for gastrointestinal (GI) infections offer a template for success. We sought to develop comparable countermeasures for respiratory infections. First, we characterized interactions between the airway microbiome and a biodefense-related respiratory pathogen ( Burkholderia thailandensis ; Bt), using a mouse model of infection. Then, we recovered microbiome constituents from the airway and assessed their ability to re-colonize the airway and protect against respiratory Bt infection. We found that microbiome constituents belonging to Bacillus and related genuses frequently displayed colonization and anti-Bt activity. Comparative growth requirement profiling of these Bacillus strains vs Bt enabled identification of candidate prebiotics. This work serves as proof of concept for airway probiotics, as well as a strong foundation for development of airway prebiotics.

Surveilling Influenza Incidence With Centers for Disease Control and Prevention Web Traffic Data: Demonstration Using a Novel Dataset

Influenza epidemics result in a public health and economic burden worldwide. Traditional surveillance techniques, which rely on doctor visits, provide data with a delay of 1 to 2 weeks. A means of obtaining real-time data and forecasting future outbreaks is desirable to provide more timely responses to influenza epidemics. This study aimed to present the first implementation of a novel dataset by demonstrating its ability to supplement traditional disease surveillance at multiple spatial resolutions. We used internet traffic data from the Centers for Disease Control and Prevention (CDC) website to determine the potential usability of this data source. Additionally, we tested the traffic generated by 10 influenza-related pages in 8 states and 9 census divisions within the United States and compared it against clinical surveillance data.

Non-Thermal Plasma as a Novel Strategy for Treating or Preventing Viral Infection and Associated Disease

Pathogenic viruses cause many human, animal, and plant diseases that are associated with substantial morbidity, mortality and socio-economic impact. Although effective strategies for combatting virus transmission and associated disease are available, global outbreaks of viral pathogens such as the virus responsible for the COVID-19 pandemic demonstrate that there is still a critical need for new approaches that can be used to interrupt the chain of viral infection and mitigate virus-associated pathogenesis. Recent studies point to non-thermal plasma (NTP), a partly ionized gas comprised of a complex mixture of reactive oxygen and nitrogen species along with physical effectors, as the potential foundation for new antiviral approaches. A more thorough understanding of the antiviral properties and safety of NTP has stimulated explorations of NTP as the basis for treatments of viral diseases. The recently described immunomodulatory properties of NTP are also being evaluated for potential use in immunotherapies of viral diseases as well as in antiviral vaccination strategies. In this review, we present the current state-of-the-art in addition to compelling arguments that NTP merits further exploration for use in the prevention and management of viral infections and associated diseases.

Assessment of the Effectiveness of Three Aftermarket Gasoline Fuel Stabilizers in Preventing Gum Formation and Loss of Oxidation Stability

We note that fuel stabilizers have long been marketed to consumers to prevent oxidation and gum formation. In the past, gasoline storage for long periods of time was commonly limited to off-road equipment that was used infrequently. Cars and trucks that were driven regularly consumed the fuel in their tanks rapidly enough to avoid excessive fuel aging. However, plug-in hybrid electric vehicles (PHEVs) may be operated frequently without engine operation, raising the possibility that fuel may be stored in the tank for longer periods of time. Studies of the oxidation of gasoline have provided scientific understanding of the process, but there is little if any scientifically backed information aimed at aiding consumers in assessing the need to use an aftermarket fuel stabilizer if they anticipate lengthy periods of fuel storage in their fuel tank. This study was conceived to address this information gap by evaluating three aftermarket stabilizer products alongside baseline gasoline using sealed samples over a period of 12 months of aging. The aging was carried out under ambient temperature conditions with an additional series of samples kept in refrigerated storage. Analyses of vapor pressure, copper strip corrosion, oxidation stability, existent gums, and potential gums were carried out using standard ASTM tests to evaluate the samples as aging progressed. The results show that baseline gasoline remained compliant with relevant specifications to at least 12 months of aging without the use of aftermarket stabilizer additives. Use of two of the aftermarket additives increased the oxidation stability of the baseline gasoline, but this added stability was not necessary to comply with gasoline specifications.

Problems of Fire Prevention and Extinguishment in Space Cabins

The problems of prevention and extinguishment of fires in space cabins are, except for a few specific situations, not much different from those at sea level or in aircraft conditions. The unusual atmospheric environment and limitations of space and firefighting equipment compound the general problem. The zero-gravity environment modifies firefighting procedures in a rather profound way and will be given detailed treatment in this report.

A Method for Prevention of Screaming in Rocket Engines

Lateral and longitudinal combustion-pressure oscillations that occurred in screaming combustion of a 1000-pound-thrust rocket engine using white fuming nitric acid and JP-4 fuel as propellants were successfully prevented by means of longitudinal fins in the combustion chamber. Fin position was critical, and complete attenuation was achieved only when the fins were located in a zone approximately 8 to 16 inches from the injector. Fins located in other zones, that is, near the injector or far downstream from the injector, did not stop the oscillations. When oscillations occurred in finned chambers, the longitudinal mode seemed more dominant than the lateral mode; in chambers without fins, the lateral mode tended to be dominant. The lateral oscillation was distorted and its intensity diminished by the fins. Fins, however, did not affect the frequencies; the longitudinal frequency varied inversely with chamber length, and lateral frequencies varied only slightly from an average of 6000 cycles per second.
