Picking an Open Source License at LLNL: Guidance and Recommendations from the Computing Directorate

Science and innovation are at the core of LLNL’s mission, and open source software is a vehicle by which LLNL innovations reach the scientific community, the nation, and the world. It also serves as a vehicle for building collaborations, publicizing our capabilities, and attracting new employees. Over half of the software produced by LLNL is open source, and open source licenses are the legal tools that allow our software to be used widely. Choosing an appropriate license can be difficult, but it can be even more difficult to change licenses after your software has amassed a significant number of contributors, so it is important understand the potentially subtle implications of your license choice. This document provides a set of recommendations for the busy and uninitiated. They are not set in stone (there are always exceptions). Our goal is to provide default choices that align best with LLNL’s mission, along with a high-level rationale.

Recommendations for Data-in-Transit Requirements for Securing DER Communications

With the adoption of Distributed Energy Resource (DER) interoperability standards, common communication protocols are now being deployed between power system operators and DER devices. In 2018, a revision to the US interconnection and interoperability standard, Institute of Electrical and Electronics Engineers (IEEE) Std. 1547, required DER equipment to have an IEEE 2030.5, IEEE 1815, or SunSpec Modbus communication exchange interface. This change supports the future transition to secure connection and exchange of information between the DER equipment and implementing parties, such as grid operators. Adoption of standardized communication protocols and associated information models is a critical step toward interoperability between power system operators and DER, such as photovoltaic (PV) and energy storage systems. However, security requirements for these standardized communication protocols are not comprehensive, resulting in non-standard and vendor-specific implementation that may leave DER equipment susceptible to cyberattacks. This paper examines the data-in-flight security requirements for standardized DER communication protocols, per IEEE 1547-2018 revision, as it relates to device authentication, key management, and encryption. The state of the art for these security features is also explored, addressing their impact on communication and performance of low-cost single board computers, which are typical of DER devices. In conclusion, a recommendation is provided to adopt a common set of communication requirements, which are intended to achieve interoperability and implement data security over DER network pathways, while ensuring reliable, secure, and real-time information delivery.

Tariff Setting in the District Heating Sector: Recommendations Based on International Experience

Ukraine’s district heating (DH) system is an essential resource for the country and has the potential to provide efficient, local, and renewable energy to a large share of the population. However, inefficient regulation and management have caused the sector to experience a vicious cycle of financial, operational, and technological problems. Overcoming these challenges and building a sustainable DH system requires comprehensive reforms, which could attract significant investment, improve the quality of services, and increase the efficiency of DH. One of the key elements of a comprehensive reform program should be a comprehensive reform of the tariff system. The purpose of this report is to provide analysis of European models for tariff regulation and recommendations for reforms to Ukraine’s DH tariff system. The report presents several case studies from European countries, followed by analysis of the current tariff system in Ukraine and barriers to effective regulation. Based on these findings, the report proposes actions Ukraine could take to improve the tariff regulatory system and promote a sustainable DH sector.

SB10 Frit Recommendation, and Evaluations of the Glass Variability Study and Cs-137 Concentrations in Strip Effluent Based on May 2021 Projections

The Defense Waste Processing Facility (DWPF) is currently preparing to initiate processing of Sludge Batch 10 (SB10), which is comprised of material from Tanks 11H, 13H, 15H, and 26F, Alternate Feed Stock-2 (AFS-2) and Sodium Reactor Experiment (SRE) material from H-Canyon. In support of SB10 qualification, frit development using 2020 Tank 40 blend projections and experimental work for the glass variability study were previously conducted. Frit 473 and Frit 209 were identified as candidate frits and both were included in the development of the variability study test matrix; however, a final frit recommendation was postponed until more information could be determined about the composition of SB10 after washing. In May 2021, Savannah River Remediation (SRR) reprojected SB10 based on the analytical results from the Tank 51 qualification sample that was washed in the Savannah River National Laboratory (SRNL) Shielded Cells Facility.

Observation, Analysis, and Recommendations for ND Management Reviews (W88-0/Mk5 ALT 370 Program Report)

Progress and status reviews allow teams to provide updates and targeted information designed to inform the customer of progress and to help the customer understand current risks and challenges. Both presenters and the customer should have well-calibrated expectations for the level of content and information. However, what needs to be covered in systems-level management reviews can too often be poorly defined. These unclear expectations can lead teams to overpreparing or attempting to guess what information the customer considers as most critical. This aspect of the review process is stressful, disruptive, and bad for morale – and time spent overpreparing reports is time spent not focusing on the technical work necessary to stay on schedule. To define and address these issues, this report was designed to observe various aspects of development program coordination and review activities for NNSA and Navy customers, and then to conduct unbiased, independent Human Factors observation and analysis from an outside perspective. The report concludes with suggestions and recommendations for improving the efficiency of information flow related to reviews, with the goals of increasing productivity and benefitting both Sandia and the customer.

Conflicting Information and Compliance With COVID-19 Behavioral Recommendations

The prevalence of COVID-19 is shaped by behavioral responses to recommendations and warnings. Available information on the disease determines the population’s perception of danger and thus its behavior; this information changes dynamically, and different sources may report conflicting information. We study the feedback between disease, information, and stay-at-home behavior using a hybrid agent-based-system dynamics model that incorporates evolving trust in sources of information. We use this model to investigate how divergent reporting and conflicting information can alter the trajectory of a public health crisis. The model shows that divergent reporting not only alters disease prevalence over time, but also increases polarization of the population’s behaviors and trust in different sources of information.
