Space Station Freedom integrated research and development growth

Space Station Freedom is designed to be an Earth-orbiting multidiscipline research and development (R&D) facility capable of evolution to accommodate a variety of potential uses. One evolution scenario is growth to an enhanced R&D facility. In support of the Space Station Freedom Program Preliminary Design Review, the NASA Langley Research Center Space Station Office is analyzing growth requirements and evaluating configurations for this R&D utilization. This paper presents a summary of this analysis including time-phased growth plans, R&D growth issues and configurations, and recommendations for the program baseline design which will facilitate evolutionary R&D growth.

The development and use of large-motion simulator systems in aeronautical research and development

The paper examines the evolution of manned aircraft simulators with large-motion systems and provides a brief description of important design details along with physical descriptions of a number of systems. Attention is given to the use of large translational motions in providing the simulator pilot with a close approximation of the cues of aircraft flight; examples are cited comparing pilot reactions to simulators with and without motion. How these simulators have been used in programs that effectively influenced aircraft design and operating problems is discussed.

Crew station research and development facility training for the light helicopter demonstration/validation program

The U.S. Army Crew Station Research and Development Branch (CSRDB) of the Aircraft Simulation Division (AVSCOM) was tasked by the Light Helicopter Program Manager (LH-PM) to provide training to Army personnel in advanced aircraft simulation technology. The purpose of this training was to prepare different groups of pilots to support and evaluate two contractor simulation efforts during the Demonstration/Validation (DEM/VAL) phase of the LH program. The personnel in the CSRDB developed mission oriented training programs to accomplish the objectives, conduct the programs, and provide guidance to army personnel and support personnel throughout the DEM/VAL phase.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 67: Maximizing the Results of Federally-Funded Research and Development Through Knowledge Management: A Strategic Imperative for Improving US Competitiveness

Federally-funded research and development (R&D) represents a significant annual investment (approximately $79 billion in fiscal year 1996) on the part of U.S. taxpayers. Based on the results of a 10-year study of knowledge diffusion in U.S. aerospace industry, the authors take the position that U.S. competitiveness will be enhanced if knowledge management strategies, employed within a capability-enhancing U.S. technology policy framework, are applied to diffusing the results of federally-funded R&D. In making their case, the authors stress the importance of knowledge as the source of competitive advantage in today's global economy. Next, they offer a practice-based definition of knowledge management and discuss three current approaches to knowledge management implementation-mechanistic, "the learning organization," and systemic. The authors then examine three weaknesses in existing U.S. public policy and policy implementation-the dominance of knowledge creation, the need for diffusion-oriented technology policy, and the prevalence of a dissemination model- that affect diffusion of the results of federally-funded R&D. To address these shortcomings, they propose the development of a knowledge management framework for diffusing the results of federally-funded R&D. The article closes with a discussion of some issues and challenges associated with implementing a knowledge management framework for diffusing the results of federally-funded R&D.

Status of v/stol research and development in the united states

It is the purpose of this paper to review the status of V/-STOL research and development in the United States with particular emphasis on significant research results obtained since the last Anglo-American Conference in 1961. Research information will be presented dealing with the helicopter, with propeller, ducted-fan, and jet V/STOL aircraft, and with the general area of V/STOL handling-qualities requirements.

Electric Propulsion Research and Development at NASA

Electric propulsion (EP) is an important technology for NASA. It has played a major role on three missions, that is Deep Space 1, Dawn and Space Technology 7, and it is planned for use on many more. The ion propulsion system for the ongoing Dawn mission has achieved several notable accomplishments, including providing a total velocity change (V) of over 11 km/s to the spacecraft. As a result of these successes, solar electric propulsion (SEP) is now broadly recognized as an essential technology for both robotic and human exploration. NASA is currently conducting many projects focused on research and development of EP for a variety of applications. All three of NASA’s mission directorates that deal directly with space exploration are actively engaged in supporting work in this area. This paper describes these projects in more detail, including the specific engineering activities being conducted at NASA’s main centers for EP technology development, namely Glenn Research Center (GRC) and the Jet Propulsion Laboratory (JPL).

Studies and analyses of the management of scientific research and development, including implementation and application at NASA centers

Summary results obtained through the Program of Research on the Management of Research and Development (POMRAD) were presented. The nature of the overall program and the specific projects undertaken were described. Statistical data is also given concerning the papers, publications, people, and major program areas associated with the program. The actual list of papers, names of doctoral and masters theses, and other details of the program are included as appendices.

Research and development at ORNL/CESAR towards cooperating robotic systems for hazardous environments

One of the frontiers in intelligent machine research is the understanding of how constructive cooperation among multiple autonomous agents can be effected. The effort at the Center for Engineering Systems Advanced Research (CESAR) at the Oak Ridge National Laboratory (ORNL) focuses on two problem areas: (1) cooperation by multiple mobile robots in dynamic, incompletely known environments; and (2) cooperating robotic manipulators. Particular emphasis is placed on experimental evaluation of research and developments using the CESAR robot system testbeds, including three mobile robots, and a seven-axis, kinematically redundant mobile manipulator. This paper summarizes initial results of research addressing the decoupling of position and force control for two manipulators holding a common object, and the path planning for multiple robots in a common workspace.

Technology Estimating: A Process to Determine the Cost and Schedule of Space Technology Research and Development

NASA is investing in new technologies that include 14 primary technology roadmap areas, and aeronautics. Understanding the cost for research and development of these technologies and the time it takes to increase the maturity of the technology is important to the support of the ongoing and future NASA missions. Overall, technology estimating may help provide guidance to technology investment strategies to help improve evaluation of technology affordability, and aid in decision support. The research provides a summary of the framework development of a Technology Estimating process where four technology roadmap areas were selected to be studied. The framework includes definition of terms, discussion for narrowing the focus from 14 NASA Technology Roadmap areas to four, and further refinement to include technologies, TRL range of 2 to 6. Included in this paper is a discussion to address the evaluation of 20 unique technology parameters that were initially identified, evaluated and then subsequently reduced for use in characterizing these technologies. A discussion of data acquisition effort and criteria established for data quality are provided. The findings obtained during the research included gaps identified, and a description of a spreadsheet-based estimating tool initiated as a part of the Technology Estimating process.
