Informative Background on the Interoperability Requirements in IEEE Std 1547-2018

The intent of this document is to support local authorities governing interconnection requirements in adopting the most current requirements for interconnecting distributed energy resources (DERs) to the electric distribution system, as specified in the Institute of Electrical and Electronics Engineers Standard for Interconnection and Interoperability of Distributed Energy Resources with Associated Electric Power Systems Interfaces (IEEE Std 1547-2018 ). To create interconnection rules that successfully address policy goals, market trends, and technical requirements, electric service regulators need to be well informed of DER integration considerations. Interconnection processes and technical issues often overlap; the two are not easily segregated, and they are often considered and evaluated concurrently within the context of interconnection rulemaking. Accordingly, this document addresses both the technical issues and related process considerations.

Standing waves along a microwave generated surface wave plasma

Two surface wave plasma columns, generated by microwave power in argon at gas pressures of 0.05 torr to 330 torr, interact in the same discharge tube to form standing surface waves. Radial electric field and azimuthal magnetic field outside the discharge tube are measured to be 90 deg out of phase with respect to axial position and to decay exponentially with radial distance from the tube axis. Maximum light emission occurs at the position of maximum azimuthal magnetic field and minimum radial electric field. Electron temperature and density are measured at low pressures with double probes inserted into the plasma at a null of radial electric field. Measured electron densities compare well with those predicted by Gould-Trivelpiece surface wave theory.

Laboratory investigation of electric charging of dust particles by electrons, ions, and UV radiation

In many cosmic environments electric charging of dust particles occurs by electrons, ions, and UV radiation. In case of interstellar dust particles the value of their electric charge can have, for instance, very important consequences for their destruction rate in supernova remnant's shock waves and can globally influence the overall life cycle of dust particles in galaxies. For experimental simulation of charging processes a vacuum chamber was used in which the particles fall through an electron or ion beam of energies up to 10 KeV. The aim of the experiments was to attain maximum charge of dust particles. Furthermore the influence of the rest gas was also determined because electrons and ions produced by collisional ionization of the rest gas can result in significant effects. For measurement particles from 1 to 100 microns from glass, carbon, Al, Fe, MgO, and very loosely bound conglomerates of Al2O3 were used.

An Overview of Issues Related to IEEE Std 1547-2018 Requirements Regarding Voltage and Reactive Power Control

The revised Institute of Electrical and Electronics Engineers (IEEE) 1547 Standard for Interconnection and Interoperability of Distributed Energy Resources with Associated Electric Power Systems Interfaces (IEEE Std 1547-2018) was published in April 2018. This standard is one of the foundational documents in the United States needed for integrating distributed energy resources (DERs), including solar energy systems, with the electric distribution grid. The revised standard contains 11 chapters (clauses) and 8 annexes that comprise 136 pages. The revision is significantly different from the 2003 version, and it contains new concepts and new technical requirements. Each clause specifies information or requirements that apply to certain aspects important to the interconnection of DERs to the electric power system. Implementing the requirements necessitates a careful study of the underlying technical concept and requires the appropriate information required to calculate relevant settings and configurations. Various stakeholders have different roles in implementing the standard, and portions of the standard are directed toward a specific audience who must possess specialized information and technical training to use and apply the requirements. This document aims to (1) summarize a specific portion of the standard as concisely as possible and (2) provide the reader with introductory knowledge and information to support the utilization of the requirements.

Silicon strip defects and their impact on electrical performance of readout electronics

Abstract In preparation for the High Luminosity LHC (HL-LHC) runs, the ATLAS inner detector will be completely replaced with an all silicon Inner Tracker (ITk). Hybrid silicon pixel modules will be used for the innermost tracking layers, and silicon micro-strip detectors will be used the outer layers of the tracker. During the production of the detector, the sensors, readout electronics, and other components will undergo a series of quality control (QC) and quality assurance tests. Defects in the fabrication of the sensors will be flagged early in the manufacturer's and ATLAS QC tests. A study of the influence of sensor defects was performed to assess the characteristics of these defects in completed modules, and whether any defect posed a risk to the operation of the front-end readout electronics. All defects were found to have no impact on the performance of the front-end readout electronics for healthy amplifier channels, and defects that short the coupling between the strip implant and the metal readout electrode were only noticeable for strip leakage currents in excess of 250 nA, beyond the end-of-life currents expected for most sensors at the HL-LHC.

Effect of a neutral N2 cloud on the electrical charging of an electron beam-emitting rocket in the ionosphere - Echo IV

The interaction of 114 moles of neutral N2 and a 40-kV, 80 mA electron beam was studied during the Echo IV rocket flight. Neutralizing return currents to the rocket body preferentially followed a route back through the region where the electron beam interacted with the cloud. Photometric observations of a complex luminous discharge accompanying beam injection are reported. Observations of 3914-A emission produced by the beam indicated a maximum neutral N2 number density of nearly 10 to the 15th power per cu cm. An oscillatory discharge with a frequency somewhat lower than the N2 (+) ion gyrofrequency was noted at one point.

A search for parallel electric fields by observing secondary electrons and photoelectrons in the low-altitude auroral zone

Model calculations are performed demonstrating the effect of weak parallel electric fields on the differential spectra of the low-energy electrons observed in the inverted-V electron precipitation events in the topside ionosphere. A comparison of the altitude dependence of the observed spectra with the model calculations shows that there can be, on average, no more than a 2-V potential drop between the altitudes of 400 and 900 km, corresponding to a distributed parallel dc electric field of less than 4 microV/m under the inverted-V electron precipitation regions. Statistical results are presented on the spectral dependence of secondary electrons on the inverted-V primary beam parameters.

Contrasting the characteristics of atmospheric pressure plasma jets operated with single and double dielectric material: physicochemical characteristics and application to bacterial killing

Abstract This study reports an experimental comparison of two types of atmospheric pressure plasma jets in terms of their fundamental plasma characteristics and efficacy in bacterial sterilization. The plasma jets are fabricated by inserting a high voltage electrode inside a one-end closed (double DBD plasma jet) or both ends open (single DBD plasma jet) quartz tubes which are further enclosed inside a second quartz tube containing a ground electrode. Both plasma jets are operated in contact with water surface by using a unipolar pulsed DC power supply with helium as the working gas. Results from electrical and time-resolved imaging show that the single DBD configuration induces 3–4 times higher accumulation of charges onto the water surface with significantly faster propagation of plasma bullets. These results are accompanied by the higher discharge intensity as well as stronger emissions from short-lived reactive species which were analyzed through optical emission spectroscopy at the plasma-water interface. The rotational temperature for the single DBD configuration was observed to be higher making it unsafe for direct treatments of sensitive biological targets. These characteristics of the single DBD configuration result in the production of more than two times higher concentration of H 2 O 2 in plasma activated water. Shielding of the HV electrode reduces the plasma potential which in turn reduces the electric field & electron energy at the plasma-water interface. The reduced electric field for the double DBD configuration was lower by ≈463 Td than the single DBD configuration. The bactericidal efficacy of the two configurations of the plasma jets were tested against Escherichia coli , a well studied Gram-negative bacterium that can be commensal and pathogenic in human body. Our results demonstrate that although single DBD plasma jet result in stronger antibacterial effects, the double DBD configuration could be safer.

Superconductivity in sputtered CuMO6S8

Samples were prepared by melting the metals, followed by annealing to various temperatures. The result was a structurally weak material. Sputtered films on sapphire substrates were prepared and studied. The substrates give the films mechanical strength and permit easy attachment of electrical leads. Materials were characterized by X-ray diffraction, electron microscopy, electrical resistance vs. temperature, and critical current measurements. Some of the results on CuMo6S8 are presented.
