NASA AND ESA Partnership on the Multi-Purpose Crew Vehicle Service Module

In March 2011, NASA and ESA made a decision to partially offset the European obligations deriving from the extension of the ISS Program until the end of 2020 with different means than ATVs, following the ATV-5 mission foreseen in mid-2014. NASA and ESA considered a number of barter options, and concluded that the provision by ESA of the Service Module and Spacecraft Adaptor for the NASA Multi-Purpose Crew Vehicle (MPCV) was the barter element with the most interest. A joint ESA - NASA working group was established to assess the feasibility of Europe developing this Module based on ATV heritage. The working group was supported by European and US industry namely Astrium, TAS-I and Lockheed-Martin. This paper gives an overview of the results of the on-going study as well as its projected utilization for the global space exploration endeavour.

Out of This World: A University Partnership Model for Functional Clothing Design

University collaborations with external partners can be difficult to initiate, especially in early-stage or emerging topics. External collaborators may be reluctant to commit the level of funding required to ensure that the topic is given adequate attention, and low-stakes mechanisms are relatively rare. Here, we present a successful model for collaboration between universities and NASA, which uses existing project-based coursework as a vehicle for exploration of emerging topics. This model leverages existing structures, reducing the financial and intellectual commitment of both University and NASA research partners, and facilitating pilot investigations for exploration of potential areas for more in-depth research. We outline the logistical structure and benefits for University and NASA partners over 1.5 years of collaboration.

Assessment of Bacterial Spores in Solid Materials: Curriculum Improvements Partnership Award for the Integration of Research (CIPAIR)

This summer, we quantified the release, by cryogenic grinding at liquid nitrogen temperatures, of microbes present in 4 different spacecraft solids: epoxy 9309, epoxy 9394, epoxy 9396, and a silicone coating. Three different samples of each material were prepared: aseptically prepared solid material, powdered material inoculated with a known spore count of Bacillus atrophaeus, and solid material artificially embedded with a known spore count of Bacillus atrophaeus. Samples were cryogenically ground as needed, and the powders were directly cultured to determine the number of microbial survivors per gram of material. Recovery rates were found to be highly material-dependent, varying from 0.2 to 50% for inoculated material surfaces and 0.002 to 0.5% for embedded spores. A study of the spore survival rate versus total grinding time was also performed, with results indicating that longer grinding time decreases recovery rates of viable spores.

Postlaunch Performance of the Suomi National Polar-Orbiting Partnership Ozone Mapping and Profiler Suite (OMPS) Nadir Sensors

The prelaunch specifications for nadir sensors of the Ozone Mapping and Profiler Suite (OMPS) were designed to ensure that measurements from them could be used to retrieve total column ozone and nadir ozone profile information both for operational use and for use in long-term ozone data records. In this paper, we will show results from our extensive analysis of the performance of the nadir mapper (NM) and nadir profiler (NP) sensors during the first year and a half of OMPS nadir operations. In most cases, we determined that both sensors meet or exceed their prelaunch specifications. Normalized radiance (radiance divided by irradiance) measurements have been determined to be well within their 2% specification for both sensors. In the case of stray light, the NM sensor is within its 2% specification for all but the shortest wavelengths, while the NP sensor is within its 2% specification for all but the longest wavelengths. Artifacts that negatively impacted the sensor calibration due to diffuser features were reduced to less than 1% through changes made in the solar calibration sequence. Preliminary analysis of the disagreement between measurements made by the NM and NP sensors in the region where their wavelengths overlap indicates that it is due to shifts in the shared dichroic filter after launch and that it can be corrected. In general, our analysis indicates that both the NM and NP sensors are performing well, that they are stable, and that any deviations from nominal performance can be well characterized and corrected.

NASA and ESA Partnership on the Multi-Purpose Crew Vehicle Service Module

(1) ESA decided in its Council Meeting in March 2011 to partially offset the European ISS obligations after 2015 with different means than ATVs; (2) The envisioned approach is based on a barter element(s) that would generate cost avoidance on the NASA side; (3) NASA and ESA considered a number of Barter options, NASA concluded that the provision by ESA of the Service Module for the NASA Multi-Purpose Crew Vehicle (MPCV) was the barter with the most interest;. (4) A joint ESA - NASA working group was established in May 2011 to assess the feasibility of Europe developing this Module based on ATV heritage; (5)The working group was supported by European and US industry namely Astrium, TAS-I and Lockheed-Martin; and (6) The project is currently in phase B1 with the objective to prepare a technical and programmatic proposal for an ESA MPCV-SM development. This proposal will be one element of the package that ESA plans submit to go forward for approval by European Ministers in November 2012.

JACIE: A Model Partnership

The National Aeronautics and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), the United States Department of Agriculture (USDA), and the United States Geological Survey (USGS), and their associates and partners, are directly responsible for establishing and leading a unique interagency team of scientists and engineers who work together to evaluate and enhance the quality remote sensing data for commercial and government use. This team is called "the Joint Agency Commercial Imagery Evaluation (JACIE) team". The team works together to define, prioritize, assign, and assess civil and commercial image quality and jointly sponsors an annual JACIE Civil Commercial Imagery Evaluation workshop with participation support from the remote sensing calibration and validation science community.

GC31G-1182: Opennex, a Private-Public Partnership in Support of the National Climate Assessment

The NASA Earth Exchange (NEX) is a collaborative computing platform that has been developed with the objective of bringing scientists together with the software tools, massive global datasets, and supercomputing resources necessary to accelerate research in Earth systems science and global change. NEX is funded as an enabling tool for sustaining the national climate assessment. Over the past five years, researchers have used the NEX platform and produced a number of data sets highly relevant to the National Climate Assessment. These include high-resolution climate projections using different downscaling techniques and trends in historical climate from satellite data. To enable a broader community in exploiting the above datasets, the NEX team partnered with public cloud providers to create the OpenNEX platform. OpenNEX provides ready access to NEX data holdings on a number of public cloud platforms along with pertinent analysis tools and workflows in the form of Machine Images and Docker Containers, lectures and tutorials by experts. We will showcase some of the applications of OpenNEX data and tools by the community on Amazon Web Services, Google Cloud and the NEX Sandbox.

NASA's Solar System Exploration Research Virtual Institute: Building Collaboration Through International Partnerships

The NASA Solar System Exploration Research Virtual Institute (SSERVI) is a virtual institute focused on re-search at the intersection of science and exploration, training the next generation of lunar scientists, and community development. As part of the SSERVI mission, we act as a hub for opportunities that engage the larger scientific and exploration communities in order to form new interdisciplinary, research-focused collaborations. This talk will describe the international partner re-search efforts and how we are engaging the international science and exploration communities through workshops, conferences, online seminars and classes, student exchange programs and internships.

Collaborations and Partnerships in NASA’s Earth Science Data Systems

NASA has been collecting Earth observation data from spaceborne instruments since 1960. Today, there are tens of satellites orbiting the Earth and collecting frequent global observations for the benefit of mankind. Collaboration between NASA and organizations in the US and other countries has been extremely important in maintaining the Earth observation capabilities as well as collecting, organizing and managing the data. These collaborations have occurred in the form of: 1. NASA’s developing and launching spacecraft and instruments for operation by other agencies; 2. Instruments from collaborating organizations being flown on NASA satellites; and 3. Instruments from NASA being flown on satellites from collaborating organizations. In addition, there are collaborations such as joint science teams, data exchanges, and participation in international organizations to promote interoperability of various data systems. The purpose of this paper is to describe some of the Earth science data-related collaborative efforts in which NASA participates, and highlight a few results relevant to Earth system science research obtained through such collaborations.

NASA Aeronautics: Knowledge Management and Digital Transformation in Partnership

Knowledge management and digital transformation share common ground. Both maintain an interest in driving mission success, maximizing information access, and leveraging digital technologies to enhance efficiency and effectiveness. As NASA's Aeronautics Research Mission Directorate explores emerging digital capabilities, we are applying KM principles to strengthen our approach. Bringing digital transformation to knowledge management practices also helps us to reinvent antiquated processes and take advantage of new opportunities. This session identifies areas of complementarity between knowledge management and digital transformation, highlights ways KM practitioners can contribute to digital transformation activities in any organization, and provides some examples from NASA Aeronautics' experience in both.

Space Science and Technology Partnership Forum: Analysis for a Joint Demonstration of High Priority, In-Space Assembly Technology

The various U. S. government agencies that are pursuing in-space assembly technology have a common need to demonstrate technological capabilities on a space-based platform. Several of the agencies, and different mission developers within an agency, have independently begun planning such demonstrations. This paper reports on a study of how well the different planned platforms could support demonstrations of the agencies’ joint needs. The study first prioritized a comprehensive list of the needs for in-space assembly capabilities across the agencies against jointly agreed evaluation criteria. Each planned demonstration platform was characterized to a first order. The capability needs were qualitatively assessed against four figures of merit including their joint priority, and the platforms were assessed against five criteria to produce a quantitative weighting factor of reach capability need and each platform. A Quality Function Deployment (QFD) matrix was used to deploy the weighted capability needs against the weighted platforms capabilities. This first-order assessment showed that the platforms reflect a great deal of redundant capability without a strong reason to prefer one over the others. These results were largely insensitive to the details of the assumptions.
