2001 National Household Travel Survey - Wisconsin Add-On

The Wisconsin add-on survey supplements the 2001 National Household Travel Survey (NHTS) with additional household samples and detailed travel behavior for an assigned travel day. The Federal Highway Administration and Wisconsin Department of Transportation conducted the survey. The NHTS ran from March 2001 through May 2002, with data collection for the Wisconsin add-on occurring May 1, 2001, to May 6, 2002. The NHTS collected detailed information on travel behavior nationwide, as well as data on the demographic and socioeconomic composition of households. State transportation departments and metropolitan planning agencies had the opportunity to purchase extra household samples as part of the NHTS add-on program. These additional samples, along with national samples collected in the add-on areas, are compiled for use in transportation planning, forecasting, and research. The Wisconsin Department of Transportation participated in the NHTS add-on program and received a total of 17,610 household samples in Wisconsin. (The total number of household samples nationwide is 26,038.)

2004 Kansas City Regional Household Travel Survey

The 2004 Regional Household Travel Survey documented the travel behavior characteristics of Kansas City residents to update the area's transportation model. The Mid-America Regional Council and the Kansas and Missouri Departments of Transportation sponsored the survey, which was administered by NuStats. Activity and travel information was collected for all household members, regardless of age, during a specific 24-hour period. It relied on the willingness of households to provide demographic information about its members and vehicles and to have all household members record all travel and activity for a specific 24-hour period. The study also included a subsample of household vehicles with global positioning system (GPS) devices. The objectives of the GPS component were twofold: (1) to provide an independent data stream of vehicular travel in order to measure the accuracy of the travel data reported over the telephone, and (2) to obtain details about those trips that were captured by GPS but not reported over the telephone, in order to derive a trip-correction factor.

1997 Broward Travel Characteristics Study

The Broward Travel Characteristics Study was initiated in February 1996 to identify localized socioeconomic and travel characteristics that could be used to improve the travel forecasting accuracy of the Florida Standard Urban Transportation Model System for Broward County. The survey recruited 2,625 households. Of these, 880 households completed the survey, indicating household demographic and socioeconomic characteristics (household verification survey). 33% of the households also completed a Direct Utility Assessment survey used to estimate the propensity for using transit. A total of 1,651 daily trips were extracted from the travel log survey over a 2-week period.

Orbital Refinement and Stellar Properties for the HD 9446, HD 43691, and HD 179079 Planetary Systems

The Transit Ephemeris Refinement and Monitoring Survey is a project that aims to detect transits of intermediate-long period planets by refining orbital parameters of the known radial velocity planets using additional data from ground-based telescopes, calculating a revised transit ephemeris for the planet, then monitoring the planet host star during the predicted transit window. Here we present the results from three systems that had high probabilities of transiting planets: HD 9446 b and c, HD 43691 b, and HD 179079 b. We provide new radial velocity (RV) measurements that are then used to improve the orbital solution for the known planets. We search the RV data for indications of additional planets in orbit and find that HD 9446 shows a strong linear trend of 4.8σ. Using the newly refined planet orbital solutions, which include a new best-fit solution for the orbital period of HD 9446 c, and an improved transit ephemerides, we found no evidence of transiting planets in the photometry for each system. Transits of HD 9446 b can be ruled out completely and transits HD 9446 c and HD 43691 b can be ruled out for impact parameters up to b = 0.5778 and b = 0.898, respectively, due to gaps in the photometry. A transit of HD 179079 b cannot be ruled out, however, due to the relatively small size of this planet compared to the large star and thus low signal to noise. We determine properties of the three host stars through spectroscopic analysis and find through photometric analysis that HD 9446 exhibits periodic variability.

Mutual Detectability: A Targeted SETI Strategy That Avoids the SETI Paradox

As our ability to undertake searches for extraterrestrial intelligence (SETI) grows, so does interest in the controversial endeavor of messaging extraterrestrial intelligence (METI). METI proponents point to the SETI Paradox—if all civilizations refrain from METI then SETI is futile. I introduce mutual detectability as a game-theoretic strategy to increase the success potential of targeted SETI. Mutual detectability comprises four laws that establish how SETI participants can engage each other based on mutual evidence of mutual existence. I argue that the party whom both SETI participants can judge to have better quality evidence, or common denominator information (CDI), has an onus to transmit to avoid the SETI Paradox. Transiting exoplanets within the Earth Transit Zone form a target subset that satisfies mutual detectability requirements. I identify the intrinsic time-integrated transit signal strength, which for Earth is 10{sup 3} L{sub ⊙} ppm hours yr{sup −1}, as suitable CDI. Civilizations on habitable-zone planets of radius R{sub p}/R{sub ⊕}≲(L{sub ∗}/L{sub ⊙}){sup −1/7} have superior CDI on us, and so under the mutual detectability framework have game-theory incentive (onus) to transmit. While the onus to transmit falls on us for habitable planets around L{sub *} > L{sub ⊙} stars, considerations of relative stellar frequency, main-sequence lifetime and planet occurrence rates mean that such systems are likely to be in a small minority. Surveys of the Earth Transit Zone for Earth-analog transiting planets around subsolar luminosity hosts would facilitate targeted SETI programs for civilizations who have game-theory incentive to transmit signals to us. A choice to remain silent, by not engaging in METI toward such systems, does not in this case fuel concerns of a SETI Paradox.

Under-capacitated and over-powered? Rural austerity and asymmetrical negotiating relationships in US wind energy development

Though rural local governments are central actors in renewable energy development, local governments in the United States (US) remain systematically under-funded. This paper considers what the manifestations of austerity in local governments broadly and rural localities specifically mean for renewable energy development and for energy transitions. Drawing on a survey of 262 elected county officials with experience with wind energy in eight US states, this paper asks how local officials understand the impacts of wind development, how local governments are involved in wind energy negotiations, how the resources and expertise needed to navigate negotiations are distributed among counties, and analyze the relationship between local capacity, access to resources, and involvement in negotiations. We find that local officials express simultaneously affective and material concerns with the impacts of wind development and see negotiations with the developer as central to realizing local benefits. However, the expertise and staffing needed to negotiate with developers is less accessible to poorer or sparsely populated counties, and counties with lower overall revenues have narrower scopes of negotiation, and counties incre. Our results suggest that uneven rural capacity heightens an already asymmetrical relationship between localities and developers. In analyzing how infrastructure developments are shaped by relationships between localities and developers that are conditioned by austerity and (under)capacity, this paper contributes to and bridges scholarly discussions on rural austerity, rescaling, and renewable energy transitions. These results challenge conventional wisdoms around centralizing energy siting processes, contextualize popular and academic debates about opposition to renewable energy development, and highlight the need for rural reinvestment to realize meaningfully participatory energy developments.
