Updated Filter Leak Frequencies for Use in Risk Assessments

Quantitative risk assessment (QRA) is highly dependent on data, leading to more robust models as new and updated data is acquired. The Hydrogen Plus Other Alternative Fuels Risk Assessment (HyRAM+) QRA capabilities include calculations of individual risk from leaks in a gaseous hydrogen facility due to the potential effects of jet fires and explosions. Leak frequencies are acquired through statistical analysis of published data from a variety of sources and industries. The filter leak frequencies in previous versions of the HyRAM+ software are substantially greater than the leak frequencies of other components, leading to QRA results for gaseous hydrogen in which filters consistently dominate the overall risk. Data that were previously used to derive the filter leak frequencies were reevaluated for applicability and additional data points were added to update the filter leak frequencies. The new frequencies are more comparable to leak frequencies for other components.

High Energy Physics Network Requirements Review: Two-Year Update

The Energy Sciences Network (ESnet) is the high-performance network user facility for the US Department of Energy (DOE) Office of Science (SC) and delivers highly reliable data transport capabilities optimized for the requirements of data-intensive science. In essence, ESnet is the circulatory system that enables the DOE science mission by connecting all its laboratories and facilities in the US and abroad. ESnet is funded and stewarded by the Advanced Scientific Computing Research (ASCR) program and managed and operated by the Scientific Networking Division at Lawrence Berkeley National Laboratory (LBNL). ESnet is widely regarded as a global leader in the research and education networking community. ESnet interconnects DOE national laboratories, user facilities, and major experiments so that scientists can use remote instruments and computing resources as well as share data with collaborators, transfer large datasets, and access distributed data repositories. ESnet is specifically built to provide a range of network services tailored to meet the unique requirements of the DOE’s data-intensive science. In July 2023, the Energy Sciences Network (ESnet) and the High Energy Physics program (HEP) of the DOE SC organized an interim ESnet requirements review of HEP-supported activities, to follow up on the work started during the 2020 HEP Network Requirements Review. Preparation for these events included checking back with the key stakeholders: program and facility management, research groups, and technology providers. Each stakeholder group was asked to prepare updates to their previously submitted case study documents, so that ESnet could update the understanding of any changes to the current, near-term, and long-term status, expectations, and processes that will support the science activities of the program.

2024 Update of Comprehensive Review of Multi-arm Caliper Data for the Big Hill SPR Site

The Big Hill SPR site has a rich data set consisting of multi-arm caliper (MAC) logs collected from the cavern wells. This data set provides insight into the on-going casing deformation at the Big Hill site. This report summarizes the MAC surveys for each well and presents well longevity estimates where possible. Included in the report is an examination of the well twins for each cavern and a discussion on what may or may not be responsible for the different levels of deformation between some of the well twins. The report also takes a systematic view of the MAC data presenting spatial patterns of casing deformation and deformation orientation in an effort to better understand the underlying causes. The conclusions present a hypothesis suggesting the small-scale variations in casing deformation are attributable to similar scale variations in the character of the salt-caprock interface. These variations do not appear directly related to shear zones or faults. In addition, the deformation orientation shows no preferred directionality. This 2024 edition of this report represents an update to the original, 2023 edition. The updates primarily focus on the inclusion of MAC log data run since the December 2021 threshold date for the original report, but some new analyses are also included.

An Updated Simulation of the Booster Neutrino Beam

For accelerator neutrino experiments, an accurate prediction of the incoming neutrino flux is crucial for reducing uncertainties for all physics measurements. In this exciting period for the Short-Baseline Neutrino program at Fermilab, with far detector (ICARUS) already operating and the near detector (SBND) nearing operation, an updated flux model for the Booster Neutrino Beam (BNB) is presented. The BNB delivers 8 GeV protons to a beryllium target, subsequently producing neutrinos from the decay of the secondary beam of hadrons. A updated Monte-Carlo simulation of beam production in GEANT4 has been created, allowing predictions to be made for detectors with different baselines, offsets and sizes. This new simulation contains new features, such as a full neutrino ancestry to handle hadron production systematics with more precision, with a view to storing all resulting particles - including neutral mesons - from the proton-Beryllium scatter to allow the study of exotic BSM scenarios. Results are presented, with comparisons to the original flux simulated for the MiniBooNE experiment.

Recommendations to Improve Nuclear Licensing: Update to INL/RPT-23-72206, Recommendations to Improve the Nuclear Regulatory Commission Reactor Licensing and Approval Process

In 2023, various stakeholders had asked for BEA’s thoughts and recommendations to improve the U.S. Nuclear Regulatory Commission’s (NRC) licensing review and approval process. This included an April 14, 2023 request from the House Committee on Energy and Commerce on “information and recommendations to improve the licensing review and approval process, . . . as well as the siting, licensing, construction, and oversight of advanced nuclear reactor technologies.” In response to these requests, BEA prepared and published INL/RPT-23-72206, Recommendations to Improve the Nuclear Regulatory Commission Reactor Licensing and Approval Process (2023 Report). The 2023 Report included 13 recommendations related to streamlining NRC hearings, expediting NRC safety and environmental reviews, otherwise improving NRC licensing, and providing financial benefits to new reactor projects. Many of these earlier recommendations were addressed through various legislative actions or changes made by the NRC. Section 2 of this report addresses the current status of those earlier recommendations. BEA recently received a new request from the House Committee on Energy and Commerce seeking any suggestions for additional areas to examine or potential reforms “that may assist in modernizing the licensing and regulatory process that affects civil nuclear deployment.” Additionally, the new Secretary of Energy has identified initial DOE actions to support unleashing the golden era of American energy dominance, including “Unleash Commercial Nuclear Power in the United States” and “Streamline Permitting and Identify Undue Burdens on American Energy.” Given these developments, BEA has prepared a new set of updated recommendations in this report. The recommendations include updated versions of recommendations from the 2023 Report which have not been fully adopted, as well as entirely new recommendations. This set of recommendations has a slightly broader focus with some recommendations focused on DOE authorizations and some recommendations related to nuclear licensing beyond new reactors. Each recommendation below also identifies whether the recommendation would require legislative action or could be addressed directly by the respective agency.

Probabilistic Seismic Hazard Analysis for Iraq Based on the Updated Earthquake Catalog (1900-2021) and Ground Motion Characteristics

Onur et al. (2017) compiled the first comprehensive earthquake catalog for Iraq, covering 1900 to 2009 within 26°–40°N latitude and 36°–51°E longitude. This catalog was utilized in a probabilistic seismic hazard assessment (PSHA) by Abdulnaby et al. (2020) to aid in updating Iraq’s building code seismic provisions. Recently, we have updated the earthquake catalog for Iraq by adding earthquakes recorded from 2010 to 2021 and directly calculating moment magnitude (Mw) for about 2,800 earthquakes using the coda envelope methodology and waveform data from the Mesopotamian Seismological Network (MPSN) in Iraq.
