On stochastic control system design methods for weakly coupled large scale linear systems.

This paper considers the problem of decentralized control of two weakly coupled linear stochastic systems, using quadratic performance indices. The basic idea is to have each controller control independently his own system, based upon noisy measurements of his own output. To compensate for the effects of weak coupling upon the resultant performance, fake white plant noise is introduced to each system. The appropriate intensity of the fake plant noise is obtained through the solution of an off-line deterministic matrix optimal control problem. The effects of this design method upon the overall coupled system performance are analyzed as a function of the degree of intersystem coupling.

Computerized management information systems and organizational structures

The computerized management of information systems and organizational structures is discussed. The subjects presented are: (1) critical factors favoring centralization and decentralization of organizations, (2) classification of organizations by relative structure, (3) attempts to measure change in organization structure, and (4) impact of information technology developments on organizational structure changes.

Space shuttle program information control and retrieval system feasibility study report

The feasibility of having a common information management network for space shuttle data, is studied. Identified are the information types required, sources and users of the information, and existing techniques for acquiring, storing and retrieving the data. The study concluded that a decentralized system is feasible, and described a recommended development plan for it.

Some aspects of control of a large-scale dynamic system

Techniques of predicting and/or controlling the dynamic behavior of large scale systems are discussed in terms of decentralized decision making. Topics discussed include: (1) control of large scale systems by dynamic team with delayed information sharing; (2) dynamic resource allocation problems by a team (hierarchical structure with a coordinator); and (3) some problems related to the construction of a model of reduced dimension.

ECASTAR: Energy conservation. An assessment of systems, technologies and requirements

A methodology was presented for a systems approach to energy conservation actions and their potentials and impacts in the United States. Constraints affecting the approach were ranked, and the most important ones are the present economic and technical conditions. The following unresolved issues were identified: consumptive lifestyles vs. conservation ethic, environmental standards vs. energy conservation, capital availability, decentralization and vertical integration vs. centralization, fuel rich regions vs. fuel poor regions, supply vs. end use conservation, life cycle costing vs. initial cost, mandatory savings vs. voluntary savings, labor intensive vs. capital intensive, price control vs. free market. The following recommendations were made: provide action/impact assessment, establish regional energy centers, improve technology articulation with government, design total energy systems, utilize existing systems approach expertise.

Diversification: Far term (2000 - )

Diversification, intended to underly the far term of the energy conservation program, was defined to imply conservation through substitution for scarce energy resources by maximizing the total number of viable energy system types in every sector. The following requirements or aspects of diversification that must be studied were given: fuel mix and end use patterns for various alternative diversification plans, current status of diversification, advantages and disadvantages of diversification, constraints and criteria, diversification actions and their controls, and means for implementing the chosen diversification strategy. The following advantages resulting from diversification were described: competition, crisis-related situations, local energy production, decentralized plant locations, long range energy policy, and environmental overloads. The major criteria by which a diversification program should be judged, the major constraints affecting the approaches, and the road to diversification, were elaborated.

On the periodic coordination of linear stochastic systems

The decentralized stochastic control of a linear dynamic system consisting of several subsystems is considered. A two-level approach is used by the introduction of a coordinator who collects measurements from the local controllers periodically and in return transmits coordinating parameters. Two types of coordination are considered: open-loop feedback and closed loop. The resulting control laws are found to be intuitively attractive.

A study of the remote neighborhood office center concept

The substitution of communications for commuting to work is examined from several aspects. Attention is focused on the possibility of certain groups of white collar workers conducting their business affairs through a network of Remote Neighborhood Office Centers (RNOC's) located near their homes. Typically, employees would communicate with their headquarters organizations by means of voice and digital circuits. Although current technology is readily able to support such an RNOC network, the main problems confronting would-be implementers center around the need for demonstrating that a sufficient number of business operations can be carried out in such a decentralized configuration as efficiently as they are under more conventional circumstances. The description of a pilot program is presented which is intended to identify pacing issues that must be settled before firm conclusions can be reached on whether the concept is operationally viable.

Digital signal processing and control and estimation theory -- Points of tangency, area of intersection, and parallel directions

A number of current research directions in the fields of digital signal processing and modern control and estimation theory were studied. Topics such as stability theory, linear prediction and parameter identification, system analysis and implementation, two-dimensional filtering, decentralized control and estimation, image processing, and nonlinear system theory were examined in order to uncover some of the basic similarities and differences in the goals, techniques, and philosophy of the two disciplines. An extensive bibliography is included.

Implementation and testing of a Neighborhood Office Center (NOC) and integration of the NOC with an administrative correspondence management information system

The application of telecommunications and telecomputing was investigated as a means of reducing NASA's consumption of natural resources and the proliferation of paper copies of correspondence. The feasibility, operational advantages, and limitations of decentralized (remote) neighborhood offices (NOC) linked through an electronic network are demonstrated. These offices are joined to a management information system for correspondence tracking, and to an administrative office center service based on the use of magnetic medium word processing typewriters which handle the daily typing load. In connection with an augmented teleconference network, a uniform means is provided for creating, storing, and retrieving administrative documents, records, and data, while simultaneously permitting users of the system to track their status. Information will be transferred without using paper - merely through digital electronic communication and display, as a step toward the establishment of an agency-wide electronic mail system.

After a brief description of the Communication Technology Satellite and its U.S. coverage, the U.S. societal experiments via the CTS are discussed. These include education (college curriculum sharing, and project interchange), health care (biomedical communications, health communications, and communication support for decentralized education), and community and special experiments (satellite library information network, and transportable earth terminal).

Continued implementation and testing of a Neighborhood Office Center (NOC) and integration of the NOC with an administrative correspondence management information system

The concept of decentralized (remote) neighborhood offices, linked together through a self-sustaining communications network for exchanging voice messages, video images, and digital data was quantitatively evaluated. Hardware and procedures for the integrated multifunctional system were developed. The configuration of the neighborhood office center (NOC) is explained, its production statistics given, and an experiment for NOC network integration via satellite is described. The hardware selected for the integration NOC/management information system is discussed, and the NASA teleconferencing network is evaluated.

Trends in modern system theory

The topics considered are related to linear control system design, adaptive control, failure detection, control under failure, system reliability, and large-scale systems and decentralized control. It is pointed out that the design of a linear feedback control system which regulates a process about a desirable set point or steady-state condition in the presence of disturbances is a very important problem. The linearized dynamics of the process are used for design purposes. The typical linear-quadratic design involving the solution of the optimal control problem of a linear time-invariant system with respect to a quadratic performance criterion is considered along with gain reduction theorems and the multivariable phase margin theorem. The stumbling block in many adaptive design methodologies is associated with the amount of real time computation which is necessary. Attention is also given to the desperate need to develop good theories for large-scale systems, the beginning of a microprocessor revolution, the translation of the Wiener-Hopf theory into the time domain, and advances made in dynamic team theory, dynamic stochastic games, and finite memory stochastic control.

Observing partial states for systems with unmeasurable disturbances

This paper considers the problem of observing a set of linear functionals of states for systems with unmeasurable disturbances. A transfer function approach is adopted to characterize the set of observers for a given system. The result also has direct application to state estimation in decentralized control systems.

Management system, organizational climate and performance relationships

Seven aerospace firms were investigated to determine if a relationship existed among management systems, organizational climate, and organization performance. Positive relationships were found between each of these variables, but a statistically significant relationship existed only between the management system and organizational climate. The direction and amount of communication and the degree of decentralized decision-making, elements of the management system, also had a statistically significant realtionship with organization performance.
