sCO 2 Brayton System Market Analysis

Supercritical CO 2 Brayton cycle systems (sCO 2 ) offer potential benefits over traditional steam plants. The changing economics of the electricity sector favors solar photovoltaic (PV), wind, and natural gas combined cycle (NGCC). Ultimately, the ability of sCO 2 systems to compete depends on the economics and ability to offer additional benefits to the market, such as the ability for dry cooling and their compact size. Updated results show that the projected LCOE for Brayton systems in the 100 to 300 MWe size range are between ${$}$44.8 and ${$}$56.1/MWh (4.48 and 5.61 cents/kWh). This report presents screening tools for assessing the potential market size and concludes that while at these LCOE estimates sCO 2 systems can compete directly against NGCC, there are many hurdles to commercialization, including the need to demonstrate long-term operations at low-cost and ability to quickly ramp for integration with intermittent resources. Additional customer discovery is necessary to fully understand the ability of this technology to solve customer problems that other technologies cannot.

Shared and Ownership Mobility Technologies in the US: Data Availability and Usage Trends

This report supports the vision for a more sustainable transportation future by summarizing and analyzing the latest data on new mobility technologies, including ridesharing, shared and privately owned bikes, e-bikes, and scooters that have emerged over the past two decades. Having access to accurate and current data that is representative of new mobility systems and individual usage of these systems across different parts of the country is critical for researchers, city and regional planning professionals, and current and potential industry technology developers to better understand and forecast usage trends both nationwide as well as across different existing and potential future markets across the country. Building on the previous study published in 2022, this report incorporates the latest available market and usage data on new mobility technologies and compares usage by Chicago and New York City demographic characteristics. Moreover, this report includes recent developments and insights on privately owned micromobility technologies. Our analysis found that more downtown areas in Chicago show high per capita usage for all three modes than in the previous study, likely due to the full launch of shared e-scooter systems citywide in 2022. Notably, the majority of high shared mobility usage is concentrated in high-income, densely populated downtown areas in Chicago, which also have good public transit access. In contrast, TNC and bikeshare usage hotspots in central Manhattan are more widely distributed, though also appear to be shaped by the geography of the public transit system. Analysis of privately owned micromobility shows that the greatest energy savings occurred when e-bikes replaced single-occupancy vehicle (SOV) trips (i.e., gasoline-powered cars driven alone). Based on the literature review and analysis results, we also make recommendations for supporting the development of both shared and privately owned micromobility programs.

Methane Hydrates in Alaska

This paper was prepared for the National Petroleum Council's Study on Natural Gas GHG Emissions. Natural gas is the largest primary energy produced in the United States and its use is growing. Yet getting this gas to homes and businesses creates greenhouse gas emissions. That’s why reducing emissions from America’s natural gas is an urgent priority that requires collaborative solutions. The National Petroleum Council brought together a diverse group of stakeholders with the expertise to analyze this complex issue and identify ways to reduce natural gas GHG emissions for all future supply and demand scenarios. The result: actionable consensus on ensuring a lower-emission natural gas system. The study’s research charts a course forward to meaningfully reduce emissions from the natural gas system, contributing significantly to the United States’ ability to achieve its climate goals. The report concludes that through the implementation of existing policies, voluntary commitments, technologies, and market mechanisms, a 63% reduction in methane emissions can be achieved by 2030. The report went further to identify an additional pathway that methane emissions decrease by 70% and carbon dioxide emissions reduce by 33% through 2050.

Analysis of Benefits Associated With Projects and Technologies Supported by the Clean Transportation Program

The California Energy Commission's Clean Transportation Program (CTP) supports a wide range of alternative, low-carbon fuel and vehicle projects. This report improves upon the 2014 Alternative and Renewable Fuel and Vehicle Technology Program (ARFVTP) Benefits Report(the former name of the Clean Transportation Program), which focused on two components of benefit calculation: expected benefits and market transformation benefits. The "expected benefits" are defined as benefits that accrue because of the direct displacement of petroleum-based fuels or vehicle technologies. The "market transformation benefits" accrue because of CTP funding shifting the underlying market dynamics and accelerating the adoption of alternative fuel vehicles. This report documents the updated methods used in the benefits analysis in 2014 and applies them for this 2021 Clean Transportation Program Benefits Report. The project team used data collected from CTP projects funded from 2009 to the third quarter of 2021 to estimate the benefits between 2021 and 2030. CTP projects valued at $\$898.3 million$ were assessed (out of $\$1.04 billion$ funded) to estimate expected benefits of 249 million gallons per year petroleum reduction and 2.79 million metric tons per year of carbon dioxide equivalent greenhouse gas (GHG) reduction in 2030. Market transformation benefits are additive to the expected benefits and were estimated with high and low ranges for the 315 relevant projects evaluated. The market transformation benefits' GHG reductions are estimated as 2.2 million to 6.2 million metric tons of carbon dioxide equivalent per year and the petroleum reductions as 145.3 million to 671.5 million gasoline gallon equivalents per year in 2030. Combining both benefit types, the CTP projects can make significant progress toward meeting California's long-term GHG and petroleum fuel use reduction goals.

Post-2026 Environmental Impact Statement Rate Analysis for the Colorado River Storage Project

The Glen Canyon Dam (GCD) is a principal power-generating asset within the Colorado River Storage Project (CRSP), accounting for approximately 70–80% of CRSP power production over the past two decades. In June 2023, the U.S. Bureau of Reclamation (Reclamation) issued a Notice of Intent to prepare an Environmental Impact Statement (EIS) outlining operational guidelines and strategies for Colorado River Basin reservoirs after 2026 (Reclamation, 2023). Power generation is among CRSP’s statutory purposes under the Colorado River Storage Project Act of 1956 (U.S. Congress, 1956). Assessing how alternative policy frameworks affect CRSP power production and the resulting electricity rates for U.S. customers is therefore essential to inform decision-making. This report evaluates projected electricity rates and the market value of electricity from the Western Area Power Administration (WAPA) CRSP GCD under multiple post-2026 policy scenarios to support Reclamation’s EIS development. Results from advanced econometric and machine learning models indicate that the Enhanced Coordination alternative (EnhanCoor), Maximum Operational Flexibility alternative (CCA), and Supply Driven - 55 alternative (SD55) alternatives yield more favorable hydropower generation and capacity outcomes, which are objectives outlined in Reclamation’s documentations (Reclamation, 2007; Reclamation, 2016). Specifically, these scenarios are associated with higher electricity production, lower projected rate trajectories, and greater economic value to the U.S. power system from CRSP generation. The remaining five scenarios generally produce lower generation, higher rate trajectories, and reduced long-term market values.

Personalized Risk Assesment for Adverse Drug Reactions and Treatment Failures

As NASA and other space agencies prepare for future long-term space missions beyond the LEO, the cumulative impact of risk factors encountered in space increases substantially rising concerns about astronauts health. Application of on-board medications to mitigate clinical symptoms associated with certain medical conditions and illnesses is the first line of response to ensure sustainable health and performance of crew. Unfortunately, very limited research has been conducted to determine efficacy of the earth-based pharmaceuticals in a microgravity environment. In some instances, orally administered medications taken during flight were reported to be less effective than expected. Evaluation of series of experiments involving astronauts from shuttle flights shows notable individual variability to several pharmaceuticals during flight. These data provide reasonable assumption of perturbation in CYP450 enzymes during spaceflight, which contribute to the hepatic metabolism of the majority of drugs and therefore may have significant effects on therapeutic efficacy and increase treatment-related toxicity. The genes encoding the CYP450 enzymes are highly variable in humans. Inheritable variations of CYP450 hepatic metabolizer enzymes and transport proteins play a crucial role in the inter-individual variability of drug efficiency and risks of adverse drug reactions. Additionally, there are some reports that document changes in the levels of production of drug-metabolizing enzymes in microgravity. Therefore, in order to provide a safe and effective pharmaceutical treatment in space, medications selection should be based not only on the specific efficacy of medications but also on the individual drug sensitivity and flight-induced changes in metabolism of astronauts chosen for a particular mission. To our knowledge, there was no pre-flight drug sensitivity testing on a genetic level for any of the previous manned NASA space missions. Therefore, technologies capable of predicting and managing medication efficacy, side effects, and toxicity of drugs based on individual genetic variability of crew members are increasingly needed. In this report, we present results of testing the market available Personalized Prescribing System (PPS), a comprehensive, non-invasive solution for safer, targeted medication management for every crew member. Statistical accuracy and simplicity of non-invasive sample analysis demonstrate the feasibility of drug sensitivity assessment and record-keeping tool for flight surgeons and astronauts in applying the recommended medications for situations arising in flight. The information on individual drug sensitivity will translate into personalized risk assessment for adverse drug reactions and treatment failures for each drug from the medication kit as well as predefined outcome. This will address the HHC’s raised “Concern of Clinically Relevant Unpredicted Effects of Medication” as recently updated.

Science Breakthroughs 2030. Final report

Agriculture is a fundamental societal activity, characterized by many different landscapes, crops, markets, and participants. Food, agricultural, and biofuels products are central to the daily life of all citizens, though most do not recognize the fragility of the environment that brings forth this abundance. As is noted in the 2012 report from the President's Council of Advisors on Science and Technology, Agricultural Preparedness and the United States Agricultural Research Enterprise (PCAST, 2012) the food and agricultural system faces constant challenges in: Managing new pests, pathogens, and invasive plants. Increasing the efficiency of water use. Growing food in a changing climate. Reducing the environmental footprint of agriculture. Managing the production of bioenergy. Producing safe and nutritious food. Assisting with global food security and maintaining abundant yields. Science Breakthroughs 2030 was organized to identify the most compelling research directions in food and agriculture, in particular those empowered by the application of insights and tools from disciplines of science and engineering not typically associated with food and agricultural research. A committee appointed by the Chairman of the National Research Council explored ideas for research directions with input from the scientific community, with the objective of producing a report describing ambitious and achievable scientific pathways to address major problems and create new opportunities in food and agriculture. Following numerous meetings, a jamboree, and town hall, the appointed committee prepared a report that has subsequently become a reference for federal agencies supporting research in the food and agricultural space. It highlights five key areas for research investment with broad application across food and agriculture: integrated systems research; sensor development; data mining and information sciences, genomics; and the microbiome.
