Policy implications in developing a land use management information systems

The current land use map for the city of Los Angeles was developed by the guesstimation process and provides single stage information for each level in the critical geographical hierarchy for land use planning management. Processing and incorporation of LANDSAT data in the land use information system requires special funding; however, computergraphic maps are able to provide a viable information system for city planning and management.

Program for advanced study in public science policy and administration

The results and conclusions of the six-year effort concerned with the development and implementation of a university educational program intended to prepare scientists and engineers for upper-level management and administrative positions (as distinct from senior technical positions) were presented. This interdisciplinary program is at the graduate level, leading to a Master of Arts degree, and is given within a Division of Public Administration.

Use of remote sensing for land use policy formulation

The use of remotely sensed data for eliminating abuses and mismanagement of land and water resources in Michigan is discussed. Applications discussed include inventory of mosquito breeding sites; analysis of biomass in old field ecosystems used for wastewater recycling; areas for agricultural use; and preservation of the Grand Mere Dune environment. Services to users are described and contact activities reported.

Policy issues and data communications for NASA earth observation missions until 1985

The series of LANDSAT sensors with the highest potential data rates of the missions were examined. An examination of LANDSAT imagery uses shows that relatively few require transmission of the full resolution data on a repetitive quasi real time basis. Accuracy of global crop size forecasting can possibly be improved through information derived from LANDSAT imagery. A current forecasting experiment uses the imagery for crop area estimation only, yield being derived from other data sources.

Solar energy in buildings: Implications for California energy policy

An assessment of the potential of active solar energy systems for buildings in California is summarized. The technology used for solar heating, cooling, and water heating in buildings is discussed. The major California weather zones and the solar energy designs are described, as well as the sizing of solar energy systems and their performance. The cost of solar energy systems is given both at current prices and at prices consistent with optimistic estimates for the cost of collectors. The main institutional barriers to the wide spread use of solar energy are summarized.

Use of remote sensing for land use policy formulation

The author has identified the following significant results. By utilizing remote sensing techniques, it was possible to accurately inventory a relatively large area for sand mining impact on protection and management of shoreland dunes within a limited time period and at a relatively low cost. Analysis of two sample areas selected from the Grand Mere area after prohibition of off-road-vehicle use indicated an increase in vegetation regrowth of 8.52% for sample area 1 and of 4.44% for sample area 2.

Technology transfer policy considerations

Two approaches to the problem of using advanced technology for specific applications are presented. The first and more usual approach is to identify a problem and look for the appropriate technology to solve it. The second, favored by the author, is to pursue the momentum of technological development and find applications for it. It is pointed out that a problem may be identified only after a new technology comes into being. The development of the automobile during a period when there was no ready market for it is mentioned by way of illustration, i.e., the automobile created its own market and thereby helped solve the problem of transporting people and goods.

The United States space observation policy

The steps pursued since 1978 to establish an operational civil space remote sensing system are outlined. The role of the National Oceanographic and Atmospheric Agency is defined, and the problems still remaining are discussed.

Remote sensing in Alaska: Opportunities and policy implications

The natural resources of Alaska and their exploitation and further development are discussed. the use of remote sensing techniques for vegetation classification, wetlands identification, and other basic resource management techniques is assessed and the history of cooperation between state and federal land managers is reviewed. Agencies managing resources in Alaska are encountered to use existing forums to develop a coordinated program aimed at improving all resource management capabilities. Continuing education, training, demonstrations and evaluations must be provided to enhance management abilities and promote social and economic development in the state.

Use of remote sensing for land use policy formulation

Progress in studies for using remotely sensed data for assessing crop stress and in crop estimation is reported. The estimation of acreage of small forested areas in the southern lower peninsula of Michigan using LANDSAT data is evaluated. Damage to small grains caused by the cereal leaf beetle was assessed through remote sensing. The remote detection of X-disease of peach and cherry trees and of fire blight of pear and apple trees was investigated. The reliability of improving on standard methods of crop production estimation was demonstrated. Areas of virus infestation in vineyards and blueberry fields in western and southwestern Michigan were identified. The installation and systems integration of a microcomputer system for processing and making available remotely sensed data are described.

Use of remote sensing for land use policy formulation

Research projects described include: (1) identifying coniferous forest types in Michigan using LANDSAT imagery; (2) investigating synoptic temperature patterns in Michigan as determined via GOES and HCMM thermal imagery; (3) land surface change detection using satellite data and a geographic data base; (4) determining soil map unit composition by electronic scanning densitometry; and (5) delimiting areas of virus infection in vineyards and blueberry fields in southwestern and western Michigan. Contractual activities involve important farmlands inventory, changes in aquatic vegetation in Saginaw Bay, digitized soil association map of Michigan, and aerial photography for hybrid-poplar research. On-going projects are also being conducted in Jamaica, Honduras, the Dominican Republic and Kenya.
