Equitable Strategies for Residential Building Energy Efficiency and Electrification in San José, California [Slides]

Hotter summers, heat waves, wildfires, and droughts are already affecting San Jose residents, with historically marginalized communities impacted first and worst. The City of San Jose has ambitious goals to make the city climate-neutral by 2030 and serve as an example for cities to accelerate climate action around the world. Electrifying and decarbonizing residential buildings are important priorities to achieve San Jose's plans to reach carbon neutrality while enabling residents to live the "Good Life 2.0" - a vision that aligns with community-identified priorities of safety, health, freedom, community, and positive experiences. This technical assistance built upon the Electrify San Jose: Framework for Existing Building Electrification to identify actionable strategies to make single- and multi-family buildings both energy-efficient and all-electric. This report is intended to provide the San Jose Climate Smart team and their partners with relevant data, insights, and actionable analysis to aid in-depth and nuanced engagements with key stakeholders. In particular, the findings in this report highlight opportunities and challenges for San Jose City Council, residents, building owners, developers, financial institutions, and utility partners instrumental in building support and earning buy-in for energy efficiency and electrification upgrades in existing buildings.

Distributed Energy, Utility Scale: 30 Proven Strategies to Increase VPP Enrollment [Slides]

After decades of low or declining growth in electricity demand, the U.S. now faces a significant near-term need for new generation capacity and transmission and distribution infrastructure. Virtual Power Plants (VPPs) can meet a large portion of the gap between electricity supply and growing demand, but only if deployed at an increased scale. This study provides 30 proven strategies for scaling VPPs through increased enrollment based on in-depth interviews with utilities and VPP solutions providers that have achieved considerable scale or rapid growth in program deployment. The study includes specific actions for regulators, utilities, and VPP solutions providers to increase VPP enrollment and deliver important customer and utility benefits.

Large-Scale CO2 Storage and Reservoir Management Strategies: Case Studies

This poster describes large-scale CO2 storage and reservoir management case studies for presentation at the AGU2024 conference. The analysis in this study provides a wealth of details on the designs and strategies that can lead to an optimal solution for pressure and CO2 plume management under critical constraints. These findings not only promise a reduction in the CO2 storage footprint but also hold the potential to create a more environmentally friendly ecosystem. Furthermore, this research offers valuable insights into the decision-making process when considering multi-project deployment in a shared basin for large-scale and gigatons of CO2 storage, paving the way for a more sustainable future. Strategies for Residential Energy Efficiency and Community Resilience for Floyd County, Kentucky

This report outlines the technical assistance provided to Floyd County Fiscal Court, Kentucky, and Vision Granted through the U.S. Department of Energy Clean Energy to Communities Expert Match Program. Floyd County, designated as “distressed” and “disadvantaged,” faces significant economic challenges, including limited job prospects, high energy costs, and youth “brain drain.” This technical assistance aims to address these pressing issues by implementing strategies to enhance home energy efficiency and livability while also aligning retrofit efforts with goals for resilience and workforce development. Through targeted guidance, this report aims to empower Floyd County residents and organizations in navigating resources for improving housing conditions, creating workforce opportunities, and enhancing resilience.

Climate Adaptation Approaches for Water and Electric Utilities: A compendium of existing strategies in a changing climate

Report analyzes plans developed by water and electric utilities to address the impacts of changes in the climate within their service territories. The analysis identifies the main types of changes that utilities address, such as sea level rise, extreme heat, and compound events such as freezing rain/show and extreme wind events. It then identifies adaptation approaches utilities have proposed or adopted to address the changes that are anticipated in their service territories. The report also identifies the mechanisms utilities (and in some cases the governments which the utilities are part of) use to ensure that energy or environmental equity is increased as a result of the resilience program. In summary, the report provides a compendium of adaptation strategies that can be used by others as they review their own need to increase climate resilience.

Microstructurally-Inspired Strategies to Print Tantalum and Tantalum-Tungsten Alloys

The goal of this project is to investigate strategies to print tantalum and tantalum- tungsten alloys, which are notoriously difficult to print with consistent results because of the sensitivity of the properties to small concentrations of interstitial impurities (particularly oxygen) and microstructure, and hence to processing conditions. The ultimate tensile stress (UTS) for non-additively manufactured Ta as a function of temperature shows a stunning variation. In direct metal laser sintering (DMLS) Ta, a strong dependence of porosity, grain morphology and texture on processing conditions was found.

Strategy to Develop a Control Scheme for Core Thermal Performance Optimization

This report outlines a three-year research plan for optimizing reactor core thermal performance through use of a Digital Twin (DT) model and a set of neutron detectors to correspondingly adapt the reactor control strategy. It identifies reactor features and achievable neutron measurements that factor into this optimization task. It considers spatial effects that are important and how they can be managed by a real-time algorithm that controls reactivity actuators. The report presents a set of tasks, along with corresponding methods, for accomplishing this objective. The final task in this set is to validate the combined optimization procedure in the Purdue University’s PUR-1 reactor, for which we have an agreement of understanding. Additionally, we describe an alternative approach for overcoming some of the limitations inherent in the above approach, which includes the computational costs of high-fidelity simulations and achievable integration of neutron measurements into the DT. The proposed algorithms lower the technology readiness level (TRL) of the overall approach as some additional analysis and the development of a new neutron detector concept are necessary. In particular, a sensor measuring the gradient of the neutron flux is required, and the prototype is expected to be validated in the PUR-1 reactor. The potential benefits and the opportunity to significantly push forward the state-of-the-art make this approach worthy of further exploration in the upcoming years.

Methane Mitigator – Development of a Scalable Vent Mitigation Strategy to Simultaneously Reduce Methane Emissions and Fuel Consumption from the Compression Industry (Final Technical Report)

Researchers at West Virginia University completed a multi-year project under DE-FE0031865 entitled “Methane Mitigator – Development of a Scalable Vent Mitigation Strategy to Simultaneously Reduce Methane Emissions and Fuel Consumption from the Compression Industry”. An assessment of natural gas production site emission sources was completed to quantify the potential for emissions reductions and reductions in fuel consumption. The main sources of fugitive methane emissions at gas productions sites include condensate tanks, produced water tanks, gas compressor packing vents, pneumatic controller vents, and natural gas engine crankcase vents.

Zero Trust Strategies for Chemical, Biological, Radiological, and Nuclear Detection Systems: D.1 Cyber Scenarios

The evolving landscape of cybersecurity necessitates a paradigm shift to a Zero Trust (ZT) model, which assumes breaches and continuously verifies trust. This approach reshapes how trust boundaries are established, focusing on identities, devices, networks, applications, and data, rather than solely relying on perimeter defenses such as firewalls. Central to this transformation is the National Institute of Standards and Technology's (NIST) Special Publication 800-207, outlining the Zero Trust Architecture (ZTA), along with Executive Order 14028, which mandates federal agencies to adopt ZT principles. Complementary to these efforts, the Cybersecurity and Infrastructure Security Agency (CISA) developed the Zero Trust Maturity Model (ZTMM), providing a framework with five pillars and three cross-cutting capabilities to guide agencies toward enhanced cybersecurity maturity. In support of these initiatives, the DHS Countering Weapons of Mass Destruction Office (CWMD) is applying ZT principles to secure Chemical, Biological, Radiological, and Nuclear (CBRN) detection systems. Recognizing the diverse deployment models and network connectivity of these systems—from stationary, non-networked units to mobile, cloud-connected devices—the Pacific Northwest National Laboratory (PNNL) is developing cybersecurity scenarios specifically for CBRN environments. These scenarios examine various configurations and technological capabilities, offering insights into the application of ZTMM pillars in enhancing the security postures of CBRN devices. The cybersecurity scenarios presented by PNNL are hypothetical, crafted to explore theoretical situations and stimulate discussion on the potential use or compromise of CBRN detection systems in varied contexts. These narratives are illustrative and do not reference any real events or actual networks. Instead, they employ generalized reference models to highlight concepts and potential issues within CBRN security, focusing on how Zero Trust strategies can be adapted to address these challenges effectively.

Quantum Computing Strategy 2026

Quantum computing (QC) is a rapidly maturing technology with the potential for revolutionary impacts on stockpile stewardship science and national security. Recent developments in fault-tolerant architectures have compressed vendor roadmaps, and predictions of a production-ready quantum computer by the mid-2030s are becoming increasingly credible. This strategy provides a roadmap for integrating QC into the Advanced Simulation and Computing (ASC) program by investing in four strategic focus areas: 1. Develop Capabilities in Mission-Relevant Quantum Applications: ASC will prioritize developing quantum-ready applications in mission areas that have shown significant promise for quantum advantage, including simulations of materials in extreme environments, nuclear dynamics, solving linear and nonlinear partial differential equations, and uncertainty quantification. These applications directly support stockpile stewardship science and modernization objectives. 2. Conduct R&D in Algorithms, Software, and Hardware: Sustained research into quantum algorithms, robust software tools, and quantum hardware is essential. ASC will develop efficient quantum algorithms; invest in quantum compilers, debuggers, and performance tools; and explore specialized quantum hardware tailored to NNSA’s unique requirements. 3. Engage with Vendors and Partners: Early and active collaboration with commercial quantum hardware vendors and academic partners is critical. Through testbeds, co-design agreements, and quantum demonstration facilities, ASC will influence hardware design, gain early access to emerging technologies, and ensure that quantum platforms evolve to meet mission needs. 4. Build Knowledge, Experience, and Workforce: Expanding and upskilling the quantum-trained workforce is essential to long-term success. This includes hiring, internal training, university outreach, and postdoctoral support to ensure ASC maintains the expertise required to operate, program, and integrate quantum systems as they become available. While quantum computing will never replace classical computing, it has the potential to solve certain problems with speed and accuracy that would be unachievable using any conceivable classical high-performance computing (HPC) system. By investing strategically in QC, ASC will help propel the emergent QC industry, maintain U.S. technological leadership, ensure mission readiness, and position itself to rapidly adopt quantum technologies as they mature.

Blending as an In-Tank Waste Processing Strategy: Year 1 Progress Report

The Hanford Site stores approximately 56 million gallons of radioactive legacy defense waste in underground tanks. Direct feed of southeast quadrant tank waste to a high-level waste treatment facility is currently being explored to accelerate tank treatment activities. This study seeks to de-risk waste transfers by favorably altering the resuspension and critical velocities of wastes through strategic waste blending. Wastes rich in aluminum- and zirconium-bearing solids pose significant risks due to their high settled strength and density. A series of tests explores how solid phase particle size and suspending phase chemistry alter waste transport properties, quantified through the just-suspended mixing speed (NJS), for pure and blended aluminum- and zirconium-bearing waste solid simulants. The study utilizes a range of gibbsites (three sizes spanning 10 to 90 µm) and zirconia solids (three sizes spanning 10 to 100 µm). As expected, the NJS of pure solids largely follows predictions based on literature correlations; blends of gibbsite and zirconium-bearing solids of differing particle sizes exhibit NJS maxima attributed to dense packing of the mixed-size settled solids. The findings of this study will assist in developing strategies to optimize the transport of waste solids for the safe and efficient delivery of tank waste.

Mitigating Data Center Impact on Grid Stability: A Coordinated Control Strategy Using Verrus StabiliGrid Architecture

Large data centers, which now represent a significant and growing share of the total U.S. grid load, can inadvertently destabilize the electrical grid when they disconnect simultaneously during brief voltage disturbances. The July 10, 2024, Eastern Interconnection incident, in which a sub-100-millisecond transmission fault triggered the cascading loss of approximately 1,500 MW of data center load, illustrates this vulnerability. While commercial battery energy storage systems (BESS) deployed in data centers provide device-level fault ride-through per IEEE 1547, they lack coordination with facility protection logic and uninterruptible power supplies (UPS), limiting their effectiveness as grid-stabilizing assets. This report presents the Verrus StabiliGrid architecture, a coordinated control framework that integrates BESS, UPS, and point-of-interconnection (POI) protection settings to enable data centers to ride through both undervoltage and overvoltage grid contingencies without disconnecting. The four-step strategy encompasses: (1) high-resolution power quality monitoring to detect the grid state during events such as undervoltage, overvoltage, underfrequency, and overfrequency; (2) POI protection settings that allow for extended ride-through and grid-connected operation during grid contingencies; (3) grid state-driven autonomous dispatch of assets to improve grid resilience by reducing power draw during undervoltage or absorbing more power during overvoltage events; and (4) coordinated post-recovery dispatch of data center assets to restore firm load to pre-contingency levels. Validated through controller-hardware-in-the-loop (C-HIL) simulations at the National Laboratory of the Rockies, results show grid import restoration to pre-fault levels within 100 milliseconds of voltage recovery. This work advances the ability of data centers to transition from passive, disturbance-sensitive loads to active participants in grid stability, a capability increasingly required by emerging NERC and ERCOT regulatory frameworks.

Strategies for Superconducting Transmon Qubits with Millisecond T1 Relaxation Time

Enhancing coherence in superconducting transmon qubits requires suppressing dielectric loss and quasiparticle-mediated dissipation at metal–substrate, metal–vacuum, and substrate–vacuum interfaces. We recently demonstrated a five-fold enhancement of the energy relaxation time (T₁) by encapsulating Nb thin films with a low-loss passivation layer that inhibits NbOₓ formation, thereby reducing two-level system (TLS) participation at the metal surface. To extend T₁ into the millisecond regime, we are implementing a comprehensive materials- and process-level optimization strategy. This includes engineered substrate surface treatments, evaluation of alternative low-loss superconducting and dielectric material stacks, development of ultra-low-loss capping layers, and redesigns of transmon geometries to suppress electric-field participation ratio in lossy regions. Additionally, we are pioneering novel etching processes to further lower surface participation ratios. We are also exploring novel Josephson-junction materials and device layouts to enhance coherence further. We report T₁ measurements from these efforts, with the leading devices achieving relaxation times>1 ms.

Performant Optimization Strategies for Multifidelity Stochastic Power Grid Models

This talk goes into the algorithmic work done under the Forest project in order to solve expensive power grid models. We explore multiple fidelities of models that balance accuracy and computational expense. We use bundling strategies and progressive hedging in order to parallelize large stochastic programs.
