The case for human exploration of Mars

The results of a workshop on the feasibility and logic of a manned Mars mission and base are discussed. Criteria for evaluating the merit of proposed Mars expeditions are presented, and the precursor mission requirements of various proposed scenarios are considered. Science objectives and how various mission scenarios would serve them are addressed. Issues of launch, assembly, transportation, and Mars base infrastructure are examined. Advanced propulsion concepts for use in a Mars mission are discussed, and international cooperation in a Mars mission is addressed. The relevance of the workshop to the crisis of education in America is considered.

An Odyssey for the turn of the millennia

The paper discusses one of the goals of the U.S. national space policy, i.e., to expand human presence and activity beyond earth orbit into the solar system. Journeys to the Moon and Mars, involving Space Station Freedom and robotic spacecraft, require advances in technology and opportunities for international cooperation are substantual. Two or more significantly different reference mission architectures are planned to be developed and United States astronauts are expected to land on Mars before 2019. Ideas and technologies which may benefit the Space Exploration Initiative are channeled to a program, called 'Outreach Program', to be later assessed by the Synthesis Group, an organization of senior U.S. specialists.

CCSDS - An approach to the definition of common standards for understanding space-related data

International cooperation for space data projects requires common data processing goals and unique data exchange mechanisms. The absence of standards has led to project unique interface definitions and special software on diverse systems. To address this problem, CCSDS Panel 2 is creating a set of standards to support self description of data using standard structures. The proposed standard data interchange mechanism - the Standard Formatted Data Unit (SFDU) - reduces information loss in data transfers, increases automated information exchange, and extends the lifetime of data. Data interchange structures, languages, and services are being developed with necessary control functions to provide these benefits. A set of recommendations for agency review has been issued this year to be the basis for future data exchange and to enhance access to older mission data sets. Space agencies and other space data handling facilities are being encouraged to implement the SFDU concept for ongoing and planned projects.

NASA participation in geophysics and geodynamics studies is addressed. Recent NASA activities in these areas are reviewed and plans and suggestions for the future are outlined. International cooperative activities in geophysics and geodynamics are briefly examined. New technologies that will be applied are considered.

Countdown to the 21st century in planetary exploration

The '90s promise to be an exciting decade for planetary exploration, providing a steady stream of challenges and discoveries stretching well into the 21st century. Four major planetary missions - Voyager, Magellan, Galileo, and Ulysses - are already in flight, while the Mars Observer, Comet Rendezvous/Asteroid Flyby, and Cassini missions are well along in their design, development, test, and evaluation phases and will launch in the early to mid-'90s. Studies continue for new missions such as Lunar Observer, Solar Probe, and Mars Environmental Survey, as well as for the space Exploration Initiative. Issues common to many of these missions - current and future - include budgetary concerns, launch vehicles, longer lifecycles, international cooperation, new technology developments, and multimission operations.

The Space Station decision - Politics, bureaucracy, and the making of public policy

The lack of consensus that dominates the conception of major scientific and technological programs is demonstrated via a comparison of the decisions to build the Space Station and the Space Transportation System, and the decision to go to the moon. It is argued that the way political reality conditions administrative behavior in NASA is shown by the decision to promote international cooperation prior to program approval. It is concluded that so long as NASA remains a government agency, its officials will struggle to learn how to balance professional accountability with political reality.

Roentgensatellit (ROSAT)

The DSN (Deep Space Network) mission support requirements for ROSAT (Roentgensatellit) are summarized. ROSAT is an international cooperative program between NASA and the Bundesministerium fuer Forschung and Technologie (BMFT). The satellite was launched on a Delta 2 vehicle and placed in a circular orbit at an altitude of 580 km, with a 53-deg inclination. The mission objectives are outlined and the DSN support requirements are defined through the presentation of tables and narratives describing the spacecraft flight profile; DSN support coverage; frequency assignments; support parameters for telemetry and command; and tracking support responsibility.

Enhanced EOS photovoltaic power system capability with InP solar cells

The Earth Observing System (EOS), which is part of the International Mission to Planet Earth, is NASA's main contribution to the Global Change Research Program which opens a new era in international cooperation to study the Earth's environment. Five large platforms are to be launched into polar orbit, two by NASA, two by ESA, and one by the Japanese. In such an orbit the radiation resistance of indium phosphide solar cells combined with the potential of utilizing five micron cell structures yields an increase of 10 percent in the payload capability. If further combined with the advanced photovoltaic solar array the payload savings approaches 12 percent.

Science and technology projects are becoming more and more international and interdisciplinary. Other parts of the world, notably Europe, are increasingly powerful players in the aerospace business. This change has led to the development of various aerospace information initiatives in other countries. With scarce resources in all areas of government and industry, the NASA STI Program is reviewing its current acquisition and exchange practices and policies to factor in the changing requirements and new opportunities within the international community. Current NASA goals and activities are reviewed with a view toward developing a scenario for establishing an international aerospace data base, maintaining compatibility among national aerospace information systems, eliminating duplication of effort, and sharing resources through international cooperation wherever possible.

GPS orbit determination at the National Geodetic Survey

The National Geodetic Survey (NGS) independently generates precise ephemerides for all available Global Positioning System (GPS) satellites. Beginning in 1991, these ephemerides were produced from double-differenced phase observations solely from the Cooperative International GPS Network (CIGNET) tracking sites. The double-difference technique combines simultaneous observations of two satellites from two ground stations effectively eliminating satellite and ground receiver clock errors, and the Selective Availability (S/A) signal degradation currently in effect. CIGNET is a global GPS tracking network whose primary purpose is to provide data for orbit production. The CIGNET data are collected daily at NGS and are available to the public. Each ephemeris covers a single week and is available within one month after the data were taken. Verification is by baseline repeatability and direct comparison with other ephemerides. Typically, an ephemeris is accurate at a few parts in 10(exp 7). This corresponds to a 10 meter error in the reported satellite positions. NGS is actively investigating methods to improve the accuracy of its orbits, the ultimate goal being one part in 10(exp 8) or better. The ephemerides are generally available to the public through the Coast Guard GPS Information Center or directly from NGS through the Geodetic Information Service. An overview of the techniques and software used in orbit generation will be given, the current status of CIGNET will be described, and a summary of the ephemeris verification results will be presented.

The light of a new age

Given here is the address of NASA Administrator Daniel S. Goldin to the Association of Space Explorers. Mr. Goldin's remarks are on the topic of why we should go to Mars, a subject he approaches by first answering the question, What would it mean if we decided today not to go to Mars? After a discussion of the meaning of Columbus' voyage to America, he answers the question by saying that if we decide not to go to Mars, our generation will truly achieve a first in human history - we will be the first to stop at a frontier. After noting that the need to explore is intrinsic to life itself, Mr. Goldin presents several reasons why we should go to the Moon and go to Mars. One reason is economic, another is to increase our scientific knowledge, and yet another is to further the political evolution of humankind through the international cooperation required for building settlements on the Moon and Mars. He concludes by expanding upon the idea that this nation has never been one to shrink from a challenge.

An international organization for remote sensing

A recommendation is presented for the formation of a new commercially oriented international organization to acquire or develop, coordinate or manage, the space and ground segments for a global operational satellite system to furnish the basic data for remote sensing and meteorological, land, and sea resource applications. The growing numbers of remote sensing programs are examined and possible ways of reducing redundant efforts and improving the coordination and distribution of these global efforts are discussed. This proposed remote sensing organization could play an important role in international cooperation and the distribution of scientific, commercial, and public good data.

A mission design for International Manned Mars Mission - From the 1991 International Space University (ISU) Design Project

The International Space University (ISU) conducted a study of an international program to support human exploration of Mars as its annual Design Project activity during its 1991 summer session in Toulouse, France. Although an ISU Design Project strives to produce an in-depth analysis during the intense 10-week summer session, the International Mars Mission (IMM) project was conducted in a manner designed to provide a learning experience for young professionals working in an unusual multidisciplinary and multinational environment. The breadth of the IMM study exceeds that of most Mars mission studies of the past, encompassing political organization for long-term commitment, multinational management structure, cost analysis, mission architecture, vehicle configuration, crew health, life support, Mars surface infrastructure, mission operations, technology evaluation, risk assessment, scientific planning, exploration, communication networks, and Martian resource utilization. The IMM Final Report has particular value for those seeking insight into the choices made by a multinational group working in an apolitical environment on the problems of international cooperation in space.
