Grid-Interactive Multi-Zone Building Control Using Reinforcement Learning with Global-Local Policy Search

In this paper, we develop a grid-interactive multi-zone building controller based on a deep reinforcement learning (RL) approach. The controller is designed to facilitate building operation during normal conditions and demand response events, while ensuring occupants comfort and energy efficiency. We leverage a continuous action space RL formulation, and devise a two-stage global-local RL training framework. In the first stage, a global fast policy search is performed using a gradient-free RL algorithm. In the second stage, a local fine-tuning is conducted using a policy gradient method. In contrast to the state-of-the-art model predictive control (MPC) approach, the proposed RL controller does not require complex computation during real-time operation and can adapt to nonlinear building models. We illustrate the controller performance numerically using a five-zone commercial building.

Social impacts of civil aviation and implications for R and D policy

An attempt was made to identify social impacts, both beneficial and detrimental, which would or could flow from the introduction of advanced civil aviation systems. A broad range of social impact areas was investigated which included economic, environmental, political, sociological, psychological, legal, and urban/regional developmental factors. Data are arranged into two major parts. In the first part, a series of Major Policy Issues are identified and discussed which appear, on the basis of the social impact study, to merit serious consideration. The discussion of each "Issue' is presented both to explain its relevance and to raise considerations which will bear on its satisfactory resolution. The second part views the same overall body of information in a different manner: a series of "Findings' are pointed out from which more concrete guidance for R and D policy can be derived, and a set of "Candidate Basic Federal Undertakings' thus derived are presented.

Justice Department Airline Merger Policy

Justice Department airline merger policy is developed within the context of the Federal Aviation Act, in which there is an unusually explicit reliance on competition as a means of fulfilling statutory goals. The economics of the airline industry appear to indicate that low concentration and vigorous competition are particularly viable and desirable. Several factors, including existing regulatory policy, create incentives for airlines to merge whether or not an individual merger promotes or conflicts with the public interest. Specific benefits to the public should be identified and shown to clearly outweight the detriments, including adverse competitive impact, in order for airline mergers to be approved.

United States International Air Transport Policy, the Promise and the Reality

The United States international air transportation policy is discussed. The major departure of the current policy lies in the relationship between scheduled and charter services. Various provisions of the transportation charter are analyzed to show the restrictions as well as the benefits the legislation holds for commercial aviation. It is stated that a group of full service carriers can meet the full spectrum of demands for air transportation more efficiently than two or more groups.

Space transportation system payload safety policy

A brief description of the Space Transportation System (STS) is given, and the evolution of a payload safety policy for it is described. The policy adopted in June, 1976, minimizes STS involvement in the payload design process while maintaining the assurance of a safe operation. The payload developer is responsible for assurance of safety and verification of compliance with the requirements. The STS will exercise reviews to ensure that interaction between payloads does not create hazards.

Technology transfer and other public policy implications of multi-national arrangements for the production of commercial airframes

A study to examine the question of technology transfer through international arrangements for production of commercial transport aircraft is presented. The likelihood of such transfer under various representative conditions was determined and an understanding of the economic motivations for, effects of, joint venture arrangements was developed. Relevant public policy implications were also assessed. Multinational consortia with U.S. participation were focused upon because they generate the full range of pertinent public issues (including especially technology transfer), and also because of recognized trends toward such arrangements. An extensive search and analysis of existing literature to identify the key issues, and in-person interviews with executives of U.S. and European commercial airframe producers was reviewed. Distinctions were drawn among product-embodied, process, and management technologies in terms of their relative possibilities of transfer and the significance of such transfer. Also included are observations on related issues such as the implications of U.S. antitrust policy with respect to the formation of consortia and the competitive viability of the U.S. aircraft manufacturing industry.

Designing community surveys to provide a basis for noise policy

After examining reports from a large number of social surveys, two areas were identified where methodological improvements in the surveys would be especially useful for public policy. The two study areas are: the definition of noise indexes and the assessment of noise impact. Improvements in the designs of surveys are recommended which would increase the validity and reliability of the noise indexes. Changes in interview questions and sample designs are proposed which would enable surveys to provide measures of noise impact which are directly relevant for public policy.

Optimum equipment maintenance/replacement policy. Part 2: Markov decision approach

Dynamic programming was utilized as an alternative optimization technique to determine an optimal policy over a given time period. According to a joint effect of the probabilistic transition of states and the sequence of decision making, the optimal policy is sought such that a set of decisions optimizes the long-run expected average cost (or profit) per unit time. Provision of an alternative measure for the expected long-run total discounted costs is also considered. A computer program based on the concept of the Markov Decision Process was developed and tested. The program code listing, the statement of a sample problem, and the computed results are presented.

Safety policy and requirements for payloads using the Space Transportation System (STS)

The Space Transportation Operations (STO) safety policy is to minimize STO involvement in the payload and its GSE (ground support equipment) design process while maintaining the assurance of a safe operation. Requirements for assuring payload mission success are the responsibility of the payload organization and are beyond the scope of this document. The intent is to provide the overall safety policies and requirements while allowing for negotiation between the payload organization and the STO operator in the method of implementation of payload safety. This revision provides for a relaxation in the monitoring requirements for inhibits, allows the payload organization to pursue design options and reflects, additionally, some new requirements. As of the issue date of this NHB, payloads which have completed the formal safety assessment reviews of their preliminary design on the basis of the May 1979 issue will be reassessed for compliance with the above changes.
