Framework for NASA Space Relay Satellite Services Over the Next Decade: “Development and Demonstration of the Commercial Successors to TDRS "

The United States National Space Policy provides guidance and directives for U.S. Government agencies to purchase commercial space services and capabilities to the maximum extent practical. In alignment with this guidance, the Agency has no plans to replenish the Tracking and Data Relay Satellite System (TDRSS) fleet operated by the Space Communication and Navigation Program (SCaN) and will instead pursue commercial services for communications with spacecraft in near-Earth orbit. The Communications Services Project (CSP) at GRC is leading this commercialization effort and in May 2022 it awarded six contracts to commercial SATCOM companies to demonstrate and validate commercial SATCOM capabilities for future NASA and near space user missions. The responses from the vendors indicated a strong interest in providing commercial services to NASA’s missions and included a wide range of proposed architectures and demonstrations concepts. Overall, the responses indicated that a mature and healthy competitive environment exists with traditional satellite operators and constellation developers to provide NASA and future near space users with commercial communication services in the next five years. This paper will present an overview of the proposed capability coverages, risk spread, and US domestic market stimulation, along with common themes and conclusions. The result of these demonstrations will serve as the basis for acquisition and provision of operational SATCOM services for NASA missions.

Theoretical foundations of waste factor and waste figure with applications to fixed wireless access and relay systems

The growing energy demands of next-generation wireless systems call for unified, system-level metrics to evaluate and optimize energy efficiency. This paper advances the concept of the Waste Factor (W), or Waste Figure (WF) in decibel scale, as a general framework for modeling power loss across cascaded communication components. By integrating W into the Consumption Factor (CF)–the ratio of data rate to consumed power–we reveal how component inefficiencies influence the minimum achievable energy per bit. Closed-form expressions are derived for energy-per-bit consumption in both direct and relay-assisted links, along with a decision rule for selecting the more energy-efficient path. While not explicitly modeled, Reflective Intelligent Surfaces (RIS) are shown to fit naturally within this framework. The analysis is further applied to a Fixed Wireless Access (FWA) scenario, where asymmetries in traffic direction and hardware inefficiencies are jointly considered, demonstrating the utility of the Waste Factor in guiding energy-aware system design.

Pre-equilibrium reactions involving pendent relays improve CO 2 reduction mediated by molecular Cr-based electrocatalysts

Homogeneous earth abundant transition-metal electrocatalysts capable of carbon dioxide (CO 2 ) reduction to generate value-added chemical products are a possible strategy to minimize rising anthropogenic CO 2 emissions. Previously, it was determined that Cr-centered bipyridine-based N 2 O 2 complexes for CO 2 reduction are kinetically limited by a proton-transfer step during C–OH bond cleavage. Therefore, it was hypothesized that the inclusion of pendent relay groups in the secondary coordination sphere of these molecular catalysts could increase their catalytic activity. Here, it is shown that the introduction of a pendent methoxy group favorably impacts a pre-equilibrium protonation prior to the catalytic resting state, resulting in a significant increase in catalytic activity without a loss of product selectivity for generating carbon monoxide (CO) from CO 2 . Interestingly, combining the pendent methoxy group with a cationic acid causes a positive shift of the catalytic reduction potential of the system, while maintaining increased activity and quantitative selectivity. This work suggests that tuning the secondary coordination sphere with respect to cationic proton sources can result in activity improvements by modifying the kinetic and thermodynamic aspects of proton transfer in the catalytic cycle.
