An analysis of three weather-related aircraft accidents

Two aircraft accidents in 1975, one at John F. Kennedy International Airport in New York City on 24 June and the other at Stapleton International Airport in Denver on 7 August, were examined in detail. A third accident on 23 June 1976 at Philadelphia International Airport is being investigated. Amazingly, there was a spearhead echo just to the north of each accident site. The echoes formed from 5 to 50 min in advance of the accident and moved faster than other echoes in the vicinity. These echoes were photographed by National Weather Service radars, 130-205 km away. At closer ranges, however, one or more circular echoes were depicted by airborne and ground radars. These cells were only 3-5 km in diameter, but they were accompanied by downdrafts of extreme intensity, called downbursts. All accidents occurred as aircraft, either descending or climbing, lost altitude while experiencing strong wind shear inside downburst cells.

Satellite freeze forecast system: Executive summary

A satellite-based temperature monitoring and prediction system consisting of a computer controlled acquisition, processing, and display system and the ten automated weather stations called by that computer was developed and transferred to the national weather service. This satellite freeze forecasting system (SFFS) acquires satellite data from either one of two sources, surface data from 10 sites, displays the observed data in the form of color-coded thermal maps and in tables of automated weather station temperatures, computes predicted thermal maps when requested and displays such maps either automatically or manually, archives the data acquired, and makes comparisons with historical data. Except for the last function, SFFS handles these tasks in a highly automated fashion if the user so directs. The predicted thermal maps are the result of two models, one a physical energy budget of the soil and atmosphere interface and the other a statistical relationship between the sites at which the physical model predicts temperatures and each of the pixels of the satellite thermal map.

Hybrid Piezoelectric/Fiber-Optic Sensor Sheets

Hybrid piezoelectric/fiber-optic (HyPFO) sensor sheets are undergoing development. They are intended for use in nondestructive evaluation and long-term monitoring of the integrity of diverse structures, including aerospace, aeronautical, automotive, and large stationary ones. It is anticipated that the further development and subsequent commercialization of the HyPFO sensor systems will lead to economic benefits in the form of increased safety, reduction of life-cycle costs through real-time structural monitoring, increased structural reliability, reduction of maintenance costs, and increased readiness for service. The concept of a HyPFO sensor sheet is a generalization of the concept of a SMART Layer(TradeMark), which is a patented device that comprises a thin dielectric film containing an embedded network of distributed piezoelectric actuator/sensors. Such a device can be mounted on the surface of a metallic structure or embedded inside a composite-material structure during fabrication of the structure. There is has been substantial interest in incorporating sensors other than piezoelectric ones into SMART Layer(TradeMark) networks: in particular, because of the popularity of the use of fiber-optic sensors for monitoring the "health" of structures in recent years, it was decided to incorporate fiber-optic sensors, giving rise to the concept of HyPFO devices.

A Conceptual Design Study for an Unmanned, Reusable Cargo Lunar Lander

Motivated by the aggressive timeline of NASA’s Artemis Program, the feasibility of evolving a mid-sized, reusable and refuelable cargo lunar lander technology demonstrator into the descent element of the three- stage human lander was assessed with the goal of forming synergies between both acquisition programs. Requirements for such a concept are that it must be deployed on commercial launch vehicles that are expected to enter into service consistent with Artemis’ timeline. In order to assess this concept’s feasibility, a physics-based analysis of alternatives was conducted where mission and vehicle architectures are traded side-by-side. Mission trades considered include the impacts of traveling to near-rectilinear halo orbit quickly versus slowly; vehicle trades include fuel and oxidizer tank configurations, number of engines, and propellant combinations, as well as several technology options, e.g. reduced and zero boil-off strategies. Results and discussions are presented to facilitate the consideration of this concept. lunar lander, systems analysis, multidisciplinary design and analysis, space systems, analysis of alternatives,

Improving Earth Science Data Literacy

The improvement of scientific literacy across the public can take on a myriad of forms and activities. The vast archives of NASA’s Earth science data, as one example, reflect the agency’s ongoing commitment to producing the highest quality data, services and tools intended for enabling the public to understand the complexity of Earth systems. The focus of this presentation is to explore and reveal the specific strategies the NASA Earth Science Data and Information System (ESDIS) Project uses to support our very large and diverse user communities access to and understanding of these science data and services. The diversity of our subject matter, spanning the whole Earth science domain, is mirrored by our user communities which are equally as broad in their needs and abilities. ESDIS and the supporting Communication Team leverages an array of internet-based tools and communication strategies to both understand actual user needs and develop optimum pathways for improving our users’ knowledge and understanding of the data. We will focus our limited time on a few of the high-impact activities including Webinars, or video-based, on-line, interactive discussions and presentations that since their introduction in 2013 have become a staple for user-instructor interaction via the internet. Here we discuss the types of content we produce and many lessons learned on how best to use this medium for improving user literacy on the subject at hand. In addition, we include discussion of our approach to using various social media platforms and tools to bolster the awareness of our users for data and services that are likely of interest. The ESDIS project remains active in various social media campaigns where our particular blend of science, data and tools engages new users curious of how to get their science or application started using NASA-available data. We anticipate that these examples may prove to be novel in their application to improving science literacy and skill development among the public.

LunaNet Governance: Organizing and Planning for LunaNet Operations

LunaNet is proposed to be the lunar internet, providing services for communications, networking, position, navigation, and timing for missions in transit to and from the moon, in orbit around the moon, in transit to and from the surface, and on the surface. It is envisioned to be an open, international architecture with contributions from multiple organizations including international civil space agencies, commercial service providers, academic institutions, and other organizations. Using a combination of conventional and emerging technologies, LunaNet will create a lunar-centric network-of-networks that inherits some features of the terrestrial internet but has unique characteristics that will drive substantially different operations. Government acquisition efforts have already begun to procure commercial lunar communications and navigation services. A multi-stakeholder approach to developing the community-wide concepts of operation has been initiated by the Interagency Operations Advisory Group (IOAG), which is formed of international government space agencies, that includes other international organizations such as the Internet Society, Internet Engineering Task Force, International Committee on Global Navigation Satellite Systems, and Space Frequency Coordination Group as well as industry and academic participants. Products of the Interim Committee on LunaNet Governance will include the recommendation and definition of an initial international organizational governance structure; associated roles, responsibilities, and processes; and recommended steps to implement the governance approach. This paper will describe the progress made in developing these concepts and coordinating them among the participating organizations.

Demonstration of Power System Black Start with Hydropower Generator and Battery Energy Storage: Preprint

Battery energy storage systems (BESS) are an important asset for power systems with high integration levels of renewable energy, and they can be controlled to provide various services to the grid. This paper presents the hardware demonstration and characterization of using a utility-scale BESS with grid-following (GFL) and grid-forming (GFM) controls and a run-of-river (ROR) hydropower plant to perform a bottom-up power system black start that enhances power systems' resiliency. ROR hydropower plants are generally not used for power system restoration due to their frequency instability during islanded operation; however, BESS with droop control can provide critical damping to convert a ROR hydropower generator into a blackstart- capable unit. To demonstrate this, we carry out hardware experiments at the megawatt-scale integrating a synchronous generator driven by a dynamometer, an actual GFL/GFM BESS, a medium-voltage impedance network, and a load bank. The demonstration shows the different roles of BESS with GFL and GFM control in power system restoration. GFL BESS can suffer from high-frequency oscillations, even instability, depending on the droop control gain and loading condition. The results provide further insights for system operators on how GFL- or GFMcontrolled BESS can enhance grid stability and how hydro-BESS hybrids can operate as a black-start-capable unit. The presented experimental results are also a valuable resource to understand the different stability characteristics of real-world BESS with different control modes.

What (and How) MERRA-2 Reanalysis Data are Used in Applied Sciences

The Modern Era Retrospective-analysis for Research and Applications, Version 2 (MERRA-2) is the global atmospheric data reanalysis for the satellite era produced by NASA’s Global Modeling and Assimilation Office (GMAO), using the Goddard Earth Observing System Model (GEOS)version 5.12.4. The data are officially distributed by the NASA Goddard Earth Sciences Data and Information Services Center (GES DISC). MERRA-2 data have been widely used by the Earth sciences and application community. Since MERRA-2 data were released in early 2016, the number of registered data users has grown steadily from 1,252 in 2016 to 6477 in 2020. By the end of October 2021, ~16 petabytes (over 360 million files) of data have been distributed to more than 18,900 users. Searching in Google Scholar (https://scholar.google.com/), we have found over 7,000 articles, published between January 2017 and May 2021, involving the use ofMERRA-2 data. The figure shows the numbers for various application areas in which theMERRA-2 data have been used, covering almost all of the application areas defined in NASA Applied Sciences (http://appliedsciences.nasa.gov). The largest number of articles are found in disaster research, with the subcategories ordered in flood, wildfires, hurricanes and cyclones, and other forms of severe weather. In this presentation, we will discuss the preliminary findings from a review of the selected literature that uses MERRA-2 data in applied sciences. The current analytic and interoperable data services at GES DISC are listed, such as the on-the-fly subset and analysis service, NASA Giovanni; THREDDS Data Server(TDS); and Python Jupyter notebooks. In addition, we will introduce two new services for supporting the open sciences: My Dashboard and Related Publications.

Regional Power System Black Start with Run-of-river Hydropower Plant and Battery Energy Storage

Battery energy storage systems (BESSs) are an important asset for power systems with high integration levels of renewable energy, and they can be controlled to provide various critical services to the power grid. This paper presents the real-world experience of using a megawatt-scale BESS with grid-following (GFL) and grid-forming (GFM) controls and a run-of-river (ROR) hydropower plant to restore a regional power system. To demonstrate this, we carry out power-hardware-in-the-loop experiments integrating an actual GFL- or GFM-controlled BESS and a load bank. Both the simulation and experimental results presented in this paper show the different roles of GFL- or GFM-controlled BESS in power system black starts. The results provide further insight for system operators on how GFL- or GFM-controlled BESS can enhance grid stability and how an ROR hydropower plant can be converted into a black-start-capable unit with the support of a small-capacity BESS. The results show that an ROR hydropower plant combined with a BESS has the potential of becoming one of enabling elements to perform bottom-up black-start schemes as opposed to conventional bottom-down method, thus enhancing the system resiliency and robustness.

Design prediction for long term stress rupture service of composite pressure vessels

Extensive stress rupture studies on glass composites and Kevlar composites were conducted by the Lawrence Radiation Laboratory beginning in the late 1960's and extending to about 8 years in some cases. Some of the data from these studies published over the years were incomplete or were tainted by spurious failures, such as grip slippage. Updated data sets were defined for both fiberglass and Kevlar composite stand test specimens. These updated data are analyzed in this report by a convenient form of the bivariate Weibull distribution, to establish a consistent set of design prediction charts that may be used as a conservative basis for predicting the stress rupture life of composite pressure vessels. The updated glass composite data exhibit an invariant Weibull modulus with lifetime. The data are analyzed in terms of homologous service load (referenced to the observed median strength). The equations relating life, homologous load, and probability are given, and corresponding design prediction charts are presented. A similar approach is taken for Kevlar composites, where the updated stand data do show a turndown tendency at long life accompanied by a corresponding change (increase) of the Weibull modulus. The turndown characteristic is not present in stress rupture test data of Kevlar pressure vessels. A modification of the stress rupture equations is presented to incorporate a latent, but limited, strength drop, and design prediction charts are presented that incorporate such behavior. The methods presented utilize Cartesian plots of the probability distributions (which are a more natural display for the design engineer), based on median normalized data that are independent of statistical parameters and are readily defined for any set of test data.
