The South Dakota cooperative land use effort: A state level remote sensing demonstration project

Remote sensing technology can satisfy or make significant contributions toward satisfying many of the information needs of governmental natural resource planners and policy makers. Recognizing this potential, the South Dakota State Planning Bureau and the EROS Data Center together formulated the framework for an ongoing Land Use and Natural Resource Inventory and Information System Program. Statewide land use/land cover information is generated from LANDSAT digital data and high altitude photography. Many applications of the system are anticipated as it evolves and data are added from more conventional sources. The conceptualization, design, and implementation of the program are discussed.

Investigation of environmental change pattern in Japan: A study on change detection of land cover in Tokyo districts using multi-dates LANDSAT CCT

The author has identified the following significant results. The software program, which enables the geographically corrected LANDSAT digital data base, was developed. The data base could provide land use planners with land cover information and the environmental change pattern. Land cover was evaluated by the color representation for ratio of three primary components, water vegetation, and nonorganic matter. Software was also developed for the change detection within multidates LANDSAT MSS data.

Practical applications of low, medium, and high altitude aircraft remote sensing data to land use planning

Remotely sensed data is gaining wider acceptance in land use planning activities because of several inherent advantages offered by the technology. Scope of applications have increased to meet planners broadening responsibilities and needs for more comprehensive and specific information in response to new legislative mandates. Specific data needs associated with the land use planning process are varied. To illustrate how remote sensing surveys can be designed to meet a variety of goals at several planning levels, specific examples of the use of remotely sensed data and analysis techniques in four planning oriented land use surveys are discussed. These examples illustrate the use of aerial photography at the state planning level in Maryland and county level in Jefferson Parish, Louisiana. Special applications of aerial photography are demonstrated by energy planning in San Bernardino County, California and water management planning in New Castle County, Delaware.

Planning applications of remote sensing in Arizona

Planners in Arizona have been experiencing the inevitable problems which occur when large areas of rural and remote lands are converted to urban-recreational uses over a relatively short period of time. Among the planning problems in the state are unplanned and illegal subdivisions, surburban sprawl, surface hydrologic problems related to ephemeral stream overflow, rapidly changing land use patterns, large size of administrative units, and lack of land use inventory data upon which to base planning decisions.

STARPAHC - Operational findings

Delivery of quality health care to passengers of extended-mission spacecraft and to remote populations on earth (a major national problem) requires extending the knowledge and skills of the physician many kilometers distant from his physical location. The STARPAHC telemedicine system accomplishes this by using physician's assistants complemented with space technology in communications, data handling, and systems engineering. It is presently in operation and undergoing a 2-year evaluation on the Papago Indian Reservation, Arizona. Results have established its feasibility as a solution for remote area health care on earth, while providing information useful to the planners of advanced manned spacecraft missions.

The ubiquitous solar electric propulsion stage

Mission analyses indicate there are several near-term interplanetary missions that cannot be performed with any degree of sophistication without electric propulsion. Cost and performance benefits are suggested when this same technology is included in the Shuttle-based earth-orbital transportation system. Specific earth-orbital payload programs gain from increased weight allowances, decreased costs through simplification, and reduced numbers of spacecraft due to on-orbit servicing. More ambitious mission planners looking toward space industrialization will find uses ranging from GSO debris clearance to a versatile support element for a multipurpose manned space station.

Space station systems analysis study. Part 1, volume 1: Executive study

Potential space station system options were examined for a permanent, manned, orbital space facility and to provide data to NASA program planners and decision makers for their use in future program planning. There were ten space station system objectives identified. These were categorized into five major objectives and five supporting objectives. The major objectives were to support the development of: (1) satellite power systems, (2) nuclear energy plants in space, (3) space processing, (4) earth services, and (5) space cosmological research and development. The five supporting objectives, to define space facilities which would be basic building blocks for future systems, were: (1) a multidiscipline science laboratory, (2) an orbital depot to maintain, fuel, and service orbital transfer vehicles, (3) cluster support systems to provide power and data processing for multiple orbital elements, (4) a sensor development facility, and (5) the facilities necessary to enhance man's living and working in space.

Payload crew activity planning integration. Task 2: Inflight operations and training for payloads

The primary objectives of the Payload Crew Activity Planning Integration task were to: (1) Determine feasible, cost-effective payload crew activity planning integration methods. (2) Develop an implementation plan and guidelines for payload crew activity plan (CAP) integration between the JSC Orbiter planners and the Payload Centers. Subtask objectives and study activities were defined as: (1) Determine Crew Activity Planning Interfaces. (2) Determine Crew Activity Plan Type and Content. (3) Evaluate Automated Scheduling Tools. (4) Develop a draft Implementation Plan for Crew Activity Planning Integration. The basic guidelines were to develop a plan applicable to the Shuttle operations timeframe, utilize existing center resources and expertise as much as possible, and minimize unnecessary data exchange not directly productive in the development of the end-product timelines.

Large-scale V/STOL testing

Several facets of large-scale testing of V/STOL aircraft configurations are discussed with particular emphasis on test experience in the Ames 40- by 80-Foot Wind Tunnel. Examples of powered-lift test programs are presented in order to illustrate tradeoffs confronting the planner of V/STOL test programs. Large-scale V/STOL wind-tunnel testing can sometimes compete with small-scale testing in the effort required (overall test time) and program costs because of the possibility of conducting a number of different tests with a single large-scale model where several small-scale models would be required. The benefits of both high- or full-scale Reynolds numbers, more detailed configuration simulation, and number and type of onboard measurements are studied.

Conversion of prime agricultural land to urban land uses in Kansas City

In an expanding urban environment, agriculture and urban land uses are the two primary competitors for regional land resources. As a result of an increasing awareness of the effects which urban expansion has upon the regional environment, the conversion of prime agricultural land to urban land uses has become a point of concern to urban planners. A study was undertaken for the Kansas City Metropolitan Region, to determine the rate at which prime agricultural land has been converted to urban land uses over a five year period from 1969 to 1974. Using NASA high altitude color infrared imagery acquired over the city in October, 1969 and in May, 1974 to monitor the extent and location of urban expansion in the interim period, it was revealed that 42% of that expansion had occurred upon land classified as having prime agricultural potential. This involved a total of 10,727 acres of prime agricultural land and indicated a 7% increase over the 1969 which showed that 35% of the urban area had been developed on prime agricultural land.

University resources sharing using the CTS

NASA-Ames Research Center and Stanford University in California, and Carleton University in Ottawa, Canada, are designing a curriculum-sharing experiment which will use compressed digital television. The experiment will permit evaluation of the potential of curriculum sharing by two universities which are geographically distant, but capable of transmitting and receiving television signals. The evaluation of the curriculum sharing per se will include inputs from faculty, staff and students at both institutions. Accessibility to and acceptability of each other's curriculum will be studied and recorded. Adjustments to differences in academic terms, class meeting times, teaching styles and similar issues will be closely monitored. It is hoped that this experiment will provide long-range planners the kind of information which they will need when designing large-scale educational telecommunications systems for the future.

The benefits of both high- and full-scale Reynolds numbers, more detailed configuration simulation, and number and type of onboard measurements increase rapidly with scale. Planning must be more detailed at large scale in order to balance the trade-offs between the increased costs, as number of measurements and model configuration variables increase and the benefits of larger amounts of information coming out of one test.

Self-navigating robot

Rangefinding equipment and onboard navigation system determine best route from point to point. Research robot has two TV cameras and laser for scanning and mapping its environment. Path planner finds most direct, unobstructed route that requires minimum expenditure of energy. Distance is used as measure of energy expense, although other measures such as time or power consumption (which would depend on the topography of the path) may be used.
