Constellation Mission Operation Working Group: ESMO Maneuver Planning Process Review

The Earth Science Mission Operation (ESMO) Project created an Independent Review Board to review our Conjunction Risk evaluation process and Maneuver Planning Process to identify improvements that safely manages mission conjunction risks, maintains ground track science requirements, and minimizes overall hours expended on High Interest Events (HIE). The Review Board is evaluating the current maneuver process which requires support by multiple groups. In the past year, there have been several changes to the processes although many prior and new concerns exist. This presentation will discuss maneuver process reviews and Board comments, ESMO assessment and path foward, ESMO future plans, recent changes and concerns.

Approaches to Evaluating Probability of Collision Uncertainty

While the two-dimensional probability of collision (Pc) calculation has served as the main input to conjunction analysis risk assessment for over a decade, it has done this mostly as a point estimate, with relatively little effort made to produce confidence intervals on the Pc value based on the uncertainties in the inputs. The present effort seeks to try to carry these uncertainties through the calculation in order to generate a probability density of Pc results rather than a single average value. Methods for assessing uncertainty in the primary and secondary objects' physical sizes and state estimate covariances, as well as a resampling approach to reveal the natural variability in the calculation, are presented; and an initial proposal for operationally-useful display and interpretation of these data for a particular conjunction is given.

S-band Fence Study Phase 1: Estimating the Increased Level of Screening Volume Incursions

Motivation: CARA assesses collision risk for a set of high-value satellites. Deploying the S-band Fence (SBF) radar system will significantly increase the number of conjunctions to process, possibly overloading the current CARA system.Phase 1 study objective: Estimate changes in screening volume incursion rates caused by the SBF deploymentPhase 2 study objective: Estimate associated changes in serious conjunction rates (e.g., Pc > 10-4) Phase 3 study objective: Develop methods for filtering and prioritizing the increased tasking, as requiredAll to be discussed today are Phase I results

NASA CA Operations Devolution: Status Update

What is Devolution? Devolution is a spreading of CA (Conjunction Assessment) operations responsibilities to mission FOTs (Flight Operations Teams): Permits efficiencies in handling the increased workload caused by Space Fence and large constellations; Missions given more flexibility in choosing specific approach to CA requirements that resonates best with their particular needs; CARA (Conjunction Assessment Risk Analysis) retains Agency oversight through an established NASA Standard - will establish requirements for devolved CA preparations, processing, and operations conduct. Devolution is a PROPOSED paradigm under consideration by SMD (Space Missions Directorate): Number of activities required before Agency-level decision can be rendered; Agency requirements established via approved CA Standard; Operational experience testimony from two separate pilot programs; After these activities complete, decision will be made whether devolution is a feasible option for missions; CARA is recommending devolution to exist as an option for missions.

Appendix N. Pc Calculation Approaches – UPDATE 3/20/24

This document represents a technical content update to Appendix N of the NASA Spacecraft Conjunction Assessment and Collision Avoidance Best Practices Handbook (OCE-51, available on NODIS) requested by the Consultative Committee for Space Data Standards (CCSDS) to document the background on why NASA populates certain fields of the Conjunction Data Message (CDM) in certain ways. This update was requested to be used as reference material for the CCSDS CDM documentation update and so is being published as a white paper out of cycle from Handbook updates. When the full Handbook is next updated, these Appendix redlines may be incorporated into the official document. Two versions are attached - the redlines to the published Handbook for use in understanding what has changed and a clean copy.

Setting the Bar for the Replacement of the Probability of Collision Metric

Recent research in satellite conjunction risk assessment has levelled a number of criticisms at the probability of collision (Pc) parameter as a durable statement of satellite collision likelihood, and a number of different alternatives to this calculation have been proposed. Many of these proposals, however, stop at the outlining of the theory and do not discuss the additional philosophical and practical issues that must be confronted in evaluating such proposals for adoption. The present work seeks to outline some of these philosophical and practical considerations, and therefore the kinds of analyses and profiling that will be needed before the Pc, which is at present nearly universally adopted in the conjunction risk mitigation community, can be replaced with a new (and superior) paradigm and associated metric.

Search for a Venus halo effect during 1970.

Photometric observations of Venus during 1970 inferior conjunction, in contrast to observations made during the 1969 inferior conjunction, show no evidence of a Venus halo effect at 158 phase angle. The upper limit to brightening is about 0.005 mag but can still be reconciled with earlier results. Because of the importance of the question of H2O-ice in the Venus clouds, further observations are encouraged to remove the marginality of most observations to date.

Investigation of application of two-degree-of-freedom dry tuned-gimbal gyroscopes to strapdown navigation systems

The work is described which was accomplished during the investigation of the application of dry-tuned gimbal gyroscopes to strapdown navigation systems. A conventional strapdown configuration, employing analog electronics in conjunction with digital attitude and navigation computation, was examined using various levels of redundancy and both orthogonal and nonorthogonal sensor orientations. It is concluded that the cost and reliability performance constraints which had been established could not be met simultaneously with such a system. This conclusion led to the examination of an alternative system configuration which utilizes an essentially new strapdown system concept. This system employs all-digital signal processing in conjunction with the newly-developed large scale integration (LSI) electronic packaging techniques and a new two-degree-of-freedom dry tuned-gimbal instrument which is capable of providing both angular rate and acceleration information. Such a system is capable of exceeding the established performance goals.

Detection and analysis of Jupiter's decametric micropulses

The occurrence of Jupiter's decametric radio emission can be correlated with the central meridian longitude of Jupiter as if the active regions were radio transmitters placed at fixed longitudes on its surface. These active regions are commonly called sources and are labelled Source A, Jovian longitude = 200 deg, Source B = 100 deg and Source C =300 deg. These sources are not always active. However, they can be turned-on if Jupiter's innermost Galilean moon, Io, is in the right phase. In fact, if Io is found 90 deg from superior geocentric conjunction (maximum eastern elongation) and if source B is simultaneously on the central meridian, source B radiation is almost guaranteed, whereas source C radiation is highly likely when Io is found 240 deg from superior geocentric conjunction. Source A radiation is largely independent of Io's position. Interestingly, the Io-related radio storms contain unusually rapid events that can only be properly studied using wide-band techniques.

Semiperiodic variations in CO2 abundance on Venus

Tests of the uniqueness of periodicity in the strength of the P branch (P2-P38) of the 8689 A CO2 band on Venus are described. It was found that the observed 4-day periodicity was not unique. The periodicity indicated an increasing asymmetry between the northern and southern hemispheres with approach to inferior conjunction or with increasing phase angle. When the slit positions of the various scans were referred to the planet or atmospheric equator rather than to the intensity equator, at inferior conjunction, the slit positions having a factor of two greater CO2 abundance or line strength were over the polar latitudes of the atmosphere. Similarly, the lower-abundance slit positions were over the equatorial latitudes of the atmosphere. It is thus concluded that the level of line formation must be lower over polar latitudes than over equatorial regions.

Simulation and flight studies of an approach profile indicator for VTOL aircraft

Simulation and flight investigations were conducted by using a method of providing supplementary information to the pilot in conjunction with a closed-circuit-television display during a VTOL instrument final approach including deceleration and hover. The supplementary information included range, cross range, ground speed, altitude, and rate-of-climb error and was displayed on an instrument called an approach profile indicator. The display was arranged to provide both quasi-command and situation information. Pilot comments indicated that the approach-profile-indicator display concept in conjunction with the closed-circuit television resulted in a decreased pilot workload and an increase in pilot confidence. Also, the results indicated that the approach profile repeatability was significantly improved because of the ground-speed and altitude information provided on the approach profile indicator.

Solid state electro-optic color filter and iris

The electro-optic properties of lanthanum-modified lead zirconate titanate (PLZT) ferroelectric ceramic material are evaluated when utilized as a variable density and/or spectral filter in conjunction with a television scanning system. Emphasis was placed on the development of techniques and procedures for processing the PLZT disks and for applying efficient electrode structures. A number of samples were processed using different combinations of cleaning, electrode material, and deposition process. Best overall performance resulted from the direct evaporation of gold over chrome electrodes. A ruggedized mounting holder assembly was designed, fabricated, and tested. The assembly provides electrical contacts, high voltage protection, and support for the fragile PLZT disk, and permits mounting and optical alignment of the associated polarizers. Operational measurements of a PLZT sample mounted in the holder assembly were performed in conjunction with a television camera and the associated drive circuits. The data verified achievement of the elimination of the observed white-line effect.

Remote sensing inputs to water demand modeling

In an attempt to determine the ability of remote sensing techniques to economically generate data required by water demand models, the Geography Remote Sensing Unit, in conjunction with the Kern County Water Agency of California, developed an analysis model. As a result it was determined that agricultural cropland inventories utilizing both high altitude photography and LANDSAT imagery can be conducted cost effectively. In addition, by using average irrigation application rates in conjunction with cropland data, estimates of agricultural water demand can be generated. However, more accurate estimates are possible if crop type, acreage, and crop specific application rates are employed. An analysis of the effect of saline-alkali soils on water demand in the study area is also examined. Finally, reference is made to the detection and delineation of water tables that are perched near the surface by semi-permeable clay layers. Soil salinity prediction, automated crop identification on a by-field basis, and a potential input to the determination of zones of equal benefit taxation are briefly touched upon.

Doppler noise considered as a function of the signal path integration of electron density

The hypothesis is advanced that observed Doppler noise during solar conjunctions is proportional to total columnar electron content along the signal path. This assumption leads directly to a geometrical model (ISED) for observed Doppler noise which is shown to be in very good agreement with Doppler noise data accumulated during the 1975 Pioneer 10, Pioneer 11 and Helios 1 solar conjunctions. An augmented model is constructed which quantitatively indicates correlation between earth observed sunspot activity and systematic, cyclical deviations from the ISED model.

A technique for generating arbitrarily shaped curved approach paths

A technique for creating and using arbitrarily curved flight paths is described, in conjunction with either automatic or manual guidance. Operating techniques for VTOL aircraft in the terminal area environment are investigated. Straight lines and elliptical segments to connect a series of data points into a continous approach path were developed. Software was created to allow the generation of arbitrarily shaped altitude and speed profiles in conjunction with the lateral curved paths.

Infrared temperature mapping in elastohydrodynamic lubrication

An improved technique for the measurement of temperature distributions in an EHD conjunction is presented. The technique reported here employs the infrared radiation emitted by the EHD conjunction and appears more rigorous, more reliable, and less cumbersome than that reported previously by the authors. Detailed mapping of fluid temperature (averaged through the thickness) and the ball surface temperature can be obtained. These temperature distributions have been reported for a naphthenic mineral oil for peak Hertz pressures of 1.05 and 1.51 GN/sq m (148 and 219 kpsi), at sliding speeds ranging from 0.35 to 12.7 m/s (13.4 to 500 ips) and a bath temperature of 40 C.

Optical techniques for the detection of extrasolar planets - A critical review

Proposed optical techniques of extrasolar planet detection are discussed and compared. These include terrestrial, orbital, and moon-based systems. Terrestrial systems include ground-level searches for random eclipses of primaries and 'light' echoes of stellar flares from companion planets as well as balloon-mounted telescopes operating in the stratosphere used in conjunction with orbital occulters. Space telescopes considered are multimirror systems simulating huge mirror diameters and single-mirror telescopes, such as the 3-meter Large Space Telescope, used in conjunction with occulters. Although very modest systems are capable of detecting extrasolar planets, the amount of information we can gather regarding these worlds is a function of system complexity and program duration.
