CAST Technical Bulletin #008: Two-Way Satellite Time and Frequency Transfer (TWSTFT) Setup and Lessons learned

Two-way satellite time and frequency transfer (TWSTFT) has been a trusted time transfer and synchronization method for a long time. It provides good timing accuracy, usually 100 ns or less. The setup of two-way satellite time and frequency transfer (TWSTFT) coordination and communication are crucial to having a system that runs and works as it should, especially when the setup involves traveling and working at a third-party facility. Even with perfect planning, some problems will arise; this document describes TWSTFT setup and lessons learned.

Lessons from Testing the First Three US HL-LHC Cryo-Assemblies at FNAL

The US High-Luminosity LHC Accelerator Upgrade Project (AUP) collaborates with CERN to deliver 10 cryo-assemblies for the High-Luminosity LHC upgrade at CERN. Those comprise the Q1/Q3 quadrupole optical elements in the accelerator and are based on Nb3Sn technology, for the first time in a large particle accelerator. So far three cryo-assemblies were tested at the Fermilab’s horizontal magnet test facility, specifically redesigned to serve those needs. This work gives an overview of the facility and its necessary evolution as the campaign progressed; main results and observations from the cryo-assembly tests are presented and discussed in the context of overall performance and expectations toward the completion of efforts. Lessons learned after multiple cryo-assembly tests by the same team are critical to ensure continuous success of the whole enterprise – those are openly shared.

US HL-LHC cryo-assemblies at FNAL - testing and lessons learned

The U.S. High-Luminosity LHC Accelerator Upgrade Project (AUP) is fabricating ten cryogenic assemblies for the HL-LHC Q1/Q3 quadrupole optics at CERN, each integrating two Nb_{3}Sn-based magnets. Fermilab has tested three assemblies (LQXFA/B01–03) at its upgraded horizontal test stand under 1.9 K conditions. Overview of the test stand and the cryo-assembly tests is given along with main results. Challenges met and lessons learned are discussed. Successful testing validates the design and integration of U.S.-produced cryo-assemblies, keeping the project on track for timely delivery to CERN.

Lessons Learned from Site Selection Efforts for Deep Geological Disposal

This report discusses international experiences from site selection of deep geological repositories (DGR) for radioactive waste disposal. Based on experiences from three countries with recent or ongoing site selections, the report describes different site selection approaches and summarizes lessons learned. The German and Swiss programs are two slightly different examples of one end of the spectrum of potential siting approaches: Starting with the entire country, a technically based downselection is performed to select the repository site. The Canadian program is an example of the other end of the spectrum: Here, the program started with an extensive engagement program with Canadians to collaboratively develop a socially acceptable and technically sound national approach for the long-term management of used nuclear fuel. This was followed by the launch of a collaboratively developed consent-based siting process designed to seek an informed and willing host with suitable sites, considering both technical and community well-being site requirements.

Lessons Learned for Transmission Cost Allocation in U.S. Regional Markets

Expanding electric transmission can facilitate generator interconnection and improve grid reliability. Assigning costs for new transmission infrastructure is highly contentious because these costs can have a direct impact on energy prices and ratepayer bills. In this report, we evaluate what factors influence successful transmission cost allocation agreements. Through a review of legal disputes, existing cost allocation practices, and regional case studies, we identify potential strategies to minimize cost allocation disputes for future projects. The report also highlights the processes by which regions can update their cost allocation methods. While we do not consider cost allocation methods currently under development for compliance with FERC Order 1920, the trends and lessons learned identified in this report can inform discussions on effective cost allocation methods to reduce barriers for transmission development.

ICSBEP evaluation lessons learned and good practice

This document describes lessons learned during my nearly 20 years of experience in International Criticality Safety Benchmark Evaluation Project (ICSBEP) meetings and in the development of several evaluations employing the IPEN/MB-01 reactor. The evaluations cover a wide range of possible configurations at the reactor core of this facility. Most of the evaluations are related to critical configurations, although two of them concern subcritical measurements. Examples of the evaluations submitted and approved for ICSBEP publication are the critical configurations employed in the standard core; critical configurations employing heavy reflectors composed of stainless steel, nickel, and carbon steel; and critical configurations employing the standard fuel rods and fuel rods composed of UO 2 -Gd 2 O 3 , among several others. Additionally, this document addresses good practices for the development of ICSBEP evaluations; the intention is to help beginners who are going to start evaluations for ICSBEP. The sections of the ICSBEP evaluation are described and illustrated with several examples.

Emergency vacuum repairs in an aging accelerator: Case studies and lessons learned

Jefferson Lab operates the CEBAF electron accelerator at energies to 12 GeV for the Department of Energy Nuclear Physics program. The CEBAF injector beamline was designed and built in the early 1990s. Although we’ve upgraded and replaced many of the vacuum systems, we still have unique original components installed which operate daily. Over the past 3 years, we have had several vacuum leaks in ageing components leading to emergency repairs on a tight timeline. I’ll discuss the nature of these vacuum component failures, the difficulties in repair due to their ages, the lessons we’ve learned, and how we hope to minimize similar failures going forward.

Lessons Learned from Three Agrivoltaic Installations in New Jersey

Agrivoltaics is a new technology that has the potential to positively impact commercial farming by combining agricultural practices with the generation of solar energy. While some yield reduction is to be expected, resulting from less sunlight reaching the plant canopy and ground occupied by support structures, the generated electricity provides a low-risk supplemental income to farmers. In order to combine farming with electricity generation, agrivoltaic systems use a lower ground coverage ratio compared to normal solar farms and the PV panels are often mounted higher above the ground in order to facilitate the movement of agricultural equipment and to reduce the contrast between shaded and non-shaded areas. With funding provided from the state of New Jersey and the New Jersey Agricultural Experiment Station (NJAES), we designed and installed three unique agrivoltaic research systems at Rutgers/NJAES farms. These projects were recently completed and are generating electricity that is exported to the grid. This paper discusses the lessons we have learned along the way, including all the steps necessary to see an agrivoltaic project through to completion.

MSFC Skylab lessons learned

Key lessons learned during the Skylab Program that could have impact on on-going and future programs are presented. They present early and sometimes subjective opinions; however, they give insights into key areas of concern. These experiences from a complex space program management and space flight serve as an early assessment to provide the most advantage to programs underway. References to other more detailed reports are provided.

First Spacelab mission status and lessons learned

There are 38 experiments and/or facilities currently under development, or undergoing testing, which will be incorporated into Spacelab for its first mission. These experiments cover a range of scientific disciplines which includes atmospheric research, life sciences, space plasma research, materials science, and space industrialization technology. In addition to the full development of individual experiments, the final design of the integrated payload and the development of all requisite integration hardware have been accomplished. Attention is given to the project management lessons learned during payload integration development.

The Space Shuttle focused-technology program - Lessons learned

The results of a focused technology program (FTP), its management structure, the development of the Space Shuttle, and lessons applicable to future space programs such as a space station are discussed. A committee was formed by NASA in 1969 to define the technologies necessary for a reusable spacecraft. Basic and applied research assessments were featured at the beginning of the process. Working groups were established to cover all necessary areas, e.g., Operations, Structures and Materials, Aerothermodynamics, etc., and tasks were distributed to appropriate NASA centers. Funding was drawn from existing budgets. The FTP proceeded successfully because of an understanding of the respective roles of industry and government, the willingness of industry to invest early in a new technology, and the unclassified status of information generated by the program. The in-house design and technology transfer methods that brought the project to a technology demonstration phase are explored, noting the necessity for users to take part in the development within their field.

Space shuttle launch vehicle aerodynamic uncertainties: Lessons learned

The chronological development and evolution of an uncertainties model which defines the complex interdependency and interaction of the individual Space Shuttle element and component uncertainties for the launch vehicle are presented. Emphasis is placed on user requirements which dictated certain concessions, simplifications, and assumptions in the analytical model. The use of the uncertainty model in the vehicle design process and flight planning support is discussed. The terminology and justification associated with tolerances as opposed to variations are also presented. Comparisons of and conclusions drawn from flight minus predicted data and uncertainties are given. Lessons learned from the Space Shuttle program concerning aerodynamic uncertainties are examined.

Lessons learned from the development and manufacture of ceramic reusable surface insulation materials for the space shuttle orbiters

Three ceramic, reusable surface insulation materials and two borosilicate glass coatings were used in the fabrication of tiles for the Space Shuttle orbiters. Approximately 77,000 tiles were made from these materials for the first three orbiters, Columbia, Challenger, and Discovery. Lessons learned in the development, scale up to production and manufacturing phases of these materials will benefit future production of ceramic reusable surface insulation materials. Processing of raw materials into tile blanks and coating slurries; programming and machining of tiles using numerical controlled milling machines; preparing and spraying tiles with the two coatings; and controlling material shrinkage during the high temperature (2100-2275 F) coating glazing cycles are among the topics discussed.

OSTA-1 lessons learned and recommendations for future payloads

Five remote sensing experiments, together with one air pollution and one bioengineering experiment, were incorporated into the first Space Shuttle scientific payload of the NASA Office of Space and Terrestrial Applications (OSTA-1). The instrument package, experimental procedures, and specialized personnel teams all performed satisfactorily. Attention is presently given to the lessons learned during the OSTA-1-incorporating mission, STS-2 of November 12, 1981. Payload test and integration teams should never take unfamiliar facilities for granted. Training, especially if it employs hands-on experience with full-scale mockups and mission simulations, is found to be highly effective. Ephemeris data is too important to trust to table-top calculators, since errors propagate in repeated calculations. Terminal access to an off-line computer is required.

Some lessons learned with wind tunnels

A review is presented of some of the lessons learned from wind tunnel tests since World War II. Wind tunnels achieved a very high productivity rate during the war due in part to development testing of numerous military aircraft concepts. Following the war, in addition to development testing, a rapid increase in basic research testing occurred in order to explore areas of interest revealed by the conduct of war and to expand on advanced technology that became available from Germany and Italy. The research test areas discussed are those primarily related to the transition from subsonic flight to supersonic flight.
