Panel reports to the Survey Committee are presented to provide detailed technical background and documentation for committee findings, and to indicate the vitality and strength of the subfields of physics. Included are the core subfields of acoustics, optics, condensed matter, plasmas and fluids, atomic molecular and electron physics, nuclear physics, and elementary particle physics.
Detailed information of physics subfields and interface areas are presented. Topics discussed include: astrophysics and relativity, earth and planetary physics, physics in chemistry, physics in biology, instrumentation, education, and dissemination and use of the information of physics. A three-month summer study of gaming, as applied to urban problems, was conducted. The results of the study are presented along with a series of recommendations aimed at guiding the warranted efforts of others to further explore the application of scientific gaming to the solution of some of America's urban problems. Three main topics are considered and are discussed in depth. These include: (1) gaming and urbanology, (2) methodology and lessons, and (3) reforms in the Cities Game.
Achievements of the past decade, the state of the art, and trends in aeroelasticity are discussed. Topics selected for this end include: (1) brief orientation into the history of the subject, (2) roles of active controls and the concept of aerodynamic energy in load alleviation and in flutter suppression, (3) computerized aeroelastic analysis, (4) aeroelastic effects in stability, (5) aeroelastic optimization, (6) the use of composites, (7) recent applications of lifting surface theory to interfering surfaces and control surfaces, (8) transonic flow considerations, and (9) some problems related to the space shuttle.
Domestic and international NASA technology utilization experiences are described together with prospects for applying technology to problems of local and state governments. Transfer mechanisms used by NASA to introduce new technology in both the private and public sectors of the domestic scene are discussed, and attention is given to experiences gained in a pilot program designed to establish a refined methodology for the transfer of aerospace-developed technology to developing nations. Technical assistance to local and state governments involves applications of NASA experiences to further the constructive involvement of industry.
An attempt is made to summarize the current knowledge about the composition and structures of outer planet atmospheres with special emphasis on Jupiter, Saturn, and Titan. The nature of the substances which are responsible for the yellow coloration observed on both Jupiter and Saturn is discussed. The analysis of planetary conditions conducted shows that the outer solar system offers a variety of environments in which natural experiments in prebiotic organic synthesis must be taking place at the present time.
Discussion of the basic incentives motivating the development of the short-haul STOL air transportation system. The technological impact on the aircraft and its related economics required to achieve short field performance is generally detrimental. Considerations such as wing and empennage sizing, engine thrust sizing and cycle selection, thrust reverser requirements, cruise Mach number effects, noise, and fuel usage impacts are discussed. The direct operating economics are adversely affected, although it is thought that the indirect costs can be correspondingly reduced. A study of the total operating costs of the short-haul system and its related fare structure indicates that a definite potential exists for the evolution of an economically viable system yielding positive returns on investment to the operators. It is concluded that this potential is sufficient to warrant more detailed studies of these economics and the alternative implementation schemes.
Improved clinical treatment of the paraplegic, developed during World War II, has reduced the overall mortality rate from close to 100 percent to 30 percent. Despite major clinical improvements, mainly in treatment of the acute phase of paraplegia, and despite greater rehabilitation efforts, the spinal injured person is never rehabilitated in the sense that he reaches an optimum and stays there. He is always exposed to the constant threat of deterioration of his physiological, sociological, and psychological state.
The results of the NASA F-8 digital fly-by-wire flight test program are presented, along with the implications for active controls applications. The closed loop performance of the digital control system agreed well with the sampled-data system design predictions. The digital fly-by-wire mechanization also met pilot flying qualities requirements. The advantages of mechanizing the control laws in software became apparent during the flight program and were realized without sacrificing overall system reliability. This required strict software management. The F-8 flight test results are shown to be encouraging in light of the requirements that must be met by control systems for flight-critical active controls applications.
A qualitative appraisal of a recently enlarged laboratory model for macromolecular and cellular origins is given. The experiments were performed under geologically relevant conditions, i.e., with irreversible thermodynamics, emphasizing open systems and changes in phase. It was found that heating appropriate nonneutral alpha-amino acids with other alpha-amino acids yields partly branched, mainly linear, copolymeric peptides incorporating some of the alpha-amino acids that would of themselves decompose. The resultant copolyamino acids display a high degree of internal order, enzymelike activities, enzymelike characteristics, and a tendency to form a kind of cell having many of the properties of contemporary cells.

Factors affecting crew performances in long-term space flights are examined with emphasis on the Space Shuttle-Spacelab program. Biomedical investigations carried out during four Skylab missions indicate that initially rapid changes in certain physiological parameters, notably in cardiovascular response and red-blood-cell levels, lead to an adapted condition. Calcium loss remains a potential problem. Space Shuttle environmental control and life-support systems are described together with technology facilitating performance of mission objectives in a weightless environment. It is concluded that crew requirements are within the physical and psychological capability of astronauts, but the extent to which nonastronaut personnel will be able to participate without extensive training and pre-conditioning remains to be determined.
Results of a simplified analysis of the span-distributed-load concept (in which payload is placed within the wing structure) are presented. It is shown that a design based on these principles has a high potential for application to future large air cargo transport. Significant improvements are foreseen in increased payload fraction and productivity and in reduced fuel consumption and operating costs. A review of the efforts in the 1940's to develop all-wing aircraft shows the potential of transferring those early technological developments to current design of distributed-load aircraft. Current market analyses are projected to 1990 to show the future commercial demand for large capacity freighters. Several configuration designs which would serve different market requirements for these large freighters are discussed as are some of the pacing-technology requirements.
One of the precepts of the company was to provide educators with practical, innovative, and manageable audio-visual teaching aids in a wide spectrum of educational fields, but primarily geography, geology and social science. A pilot slide set was prepared, demonstrating primary areas along the entire length of the San Andreas Fault Zone in California and Mexico. This set utilized several NASA infrared research aircraft photos, to more clearly delineate fault traces. A decision was made to mount a massive program of repackaging NASA generated infrared aircraft imagery into topical teaching sets.
Orbiter/payload data and communications interface was examined. It was found that the Configuration Control Board Directive (CCBD) greatly increases the capability of the orbiter to communicate with a wide variety of projected shuttle payloads. Rather than being derived from individual payload communication requirements, the CCBD appears to be based on an operational philosophy that requires the orbiter to duplicate or augment the ground network/payload communication links. It is suggested that the implementation of the CCBD be reviewed and compared with the Level 1 Program Requirements Document, differences reconciled, and interface characteristics defined.
A review is presented of the advantages and limitations of various experimental methods for the investigation of the kinetics of hydrogen chemistry, including classic thermal and photochemical methods and the crossed molecular beam method. Special attention is given to the flash photolysis-resonance fluorescence apparatus developed by Braun et al, in which repetitive vacuum UV flashes result in the photolytic generation of the desired species, and to the discharge-flow technique. The use of various theoretical methods for the selection or elimination of kinetic data is considered in a brief discussion of the rate theory of two-body encounters and recombination-dissociation processes in neutral reactions. Recent kinetic studies of a series of OH reactions and of a major loss process for odd H in the stratosphere are summarized.
Remote sensing provides an opportunity to study the ways in which new sources of data enter into decisions related to resource management, the conditions and criteria for acceptance of the new techniques, and the methods by which assessment of their utility is accomplished. This article underscores the social dimensions of technology utilization and assessment, with reliability, specificity, ease of access, and openness among the main desiderata. The point is made that the interface between the technology and the society it is designed to serve is crucial, for upon its nature depend how, whether, when, and by whom the technology will be utilized. The present reliance on quantitative techniques, such as benefit-cost analyses, is reviewed from a sociological view point, and the inadequacy of these techniques is pointed out.
NASA planning aspects of potential future manned space flight missions are examined and the necessity of long-range planning is pointed out. A listing of desirable future activities is considered, taking into account the permanent occupancy of near-earth orbit space, the permanent occupancy of earth-moon space, the full self-sufficiency of man in geolunar space, and the permanent occupancy of heliocentric space. The technological requirements for the considered activities are discussed, giving attention to transportation, habitation, engineering technology, life sciences, operations technology, and advanced management concepts. A description of future program phasing and advanced studies requirements is also given.
