Characterizations of linear sufficient statistics

A necessary and sufficient condition is developed such that there exists a continous linear sufficient statistic T for a dominated collection of totally finite measures defined on the Borel field generated by the open sets of a Banach space X. In particular, corollary necessary and sufficient conditions are given so that there exists a rank K linear sufficient statistic T for any finite collection of probability measures having n-variate normal densities. In this case a simple calculation, involving only the population means and covariances, determines the smallest integer K for which there exists a rank K linear sufficient statistic T (as well as an associated statistic T itself).

Apparent lethal concentrations of pyrolysis products of some polymeric materials

Thirty-nine samples of polymeric materials were evaluated to determine the apparent lethal concentrations of their pyrolysis products. The materials were compared on the basis of the apparent lethal concentration for 50 percent of the test animals. Relative toxicity rankings based o apparent lethal concentration values can differ significantly depending on whether they are based on weight of sample charged or weight of sample pyrolyzed. The ranking of polyphenylene sulfide is particularly sensitive to this difference.

Experiments for improved positioning by means of integrated Doppler satellite observations and the NNSS broadcast ephemeris

An effort to improve station position recovery using broadcast ephemeris in Doppler data reduction was studied. A comparison of precise and broadcast ephemerides, treating the former as the standard, yielded information about the state disturbance that can be associated with the broadcast ephemeris. Statistical information about the state disturbance was used with current observational data for improved position recovery. The rank deficiency problem encountered in the short arc geodetic adjustment procedure was analysed and it was deduced that the fundamental rank deficiency is six, scale information being derivable from the wavelength of transmission. Coordinate differences between stations coobserving a pass are estimable. The uncertainty of the broadcast ephemeris, now in the WGS72 system, was assessed. It was conservatively estimated that its positional uncertainty may vary between 19 to 26 m in-track, 15 to 20 m cross-track and 9 to 10 m in radial directions depending on the incidence of the epoch of observations in the interinjection period.

Toxicity of pyrolysis products: Influence of experimental conditions - The MSTL/UT and NASA/JSC Procedures

Ten sample materials of various polymeric composition were evaluated for toxicity of pyrolysis products utilizing two significantly different experimental methods, the MSTL/UT and NASA/JSC Procedures. A comparison of the LD(50) values obtained by the two methods for these ten samples did not yield a significant correlation. However, when the samples were ranked in order of increasing toxicity by each method independently, a comparison of their rank order toxicity improved the correlation. Because of interlaboratory variations in pyrolysis/combustion test procedures, it is suggested a series of standard materials be adopted to facilitate interlaboratory comparisons of data on pyrolysis toxicity.

A feasibility study of orbiter flight control experiments

The results of a feasibility study of orbiter flight control experiments performed are summarized. Feasibility studies were performed on a group of 14 experiments selected from a candidate list of 35 submitted to the study contractor by the flight control community. Concepts and requirements were developed for the 14 selected experiments and they were ranked on a basis of technical value, feasibility, and cost. It was concluded that all the selected experiments can be considered as potential candidates for the Orbiter Experiment program, which is being formulated for the Orbiter Flight Tests and subsequent operational flights, regardless of the relative ranking established during the study. None of the selected experiments has significant safety implications and the cost of most was estimated to be less than $200K.

Industrialization study, phase 2

The potentials and requirements of advanced photovoltaic technologies still in their early developmental stages were evaluated and compared to the present day single crystal silicon wafer technology and to each other. The major areas of consideration include polycrystalline and amorphous silicon, single crystal and polycrystalline gallium arsenide, and single crystal and polycrystalline cadmium sulfide. A rank ordering of the advanced technologies is provided. The various ranking schemes were based upon present-day efficiency levels, their stability and long-term reliability prospects, material availability, capital investments both at the laboratory and production level, and associated variable costs. An estimate of the timing of the possible readiness of these advanced technologies for technology development programs and industrialization is presented along with a set of recommended government actions concerning the various advanced technologies.

Kinetic model of turbulence in an incompressible fluid

A statistical description of turbulence in an incompressible fluid obeying the Navier-Stokes equations is proposed, where pressure is regarded as a potential for the interaction between fluid elements. A scaling procedure divides a fluctuation into three ranks representing the three transport processes of macroscopic evolution, transport property, and relaxation. Closure is obtained by relaxation, and a kinetic equation is obtained for the fluctuation of the macroscopic rank of the distribution function. The solution gives the transfer function and eddy viscosity. When applied to the inertia subrange of the energy spectrum the analysis recovers the Kolmogorov law and its numerical coefficient.

Surface acoustical intensity measurements on a diesel engine

The use of surface intensity measurements as an alternative to the conventional selective wrapping technique of noise source identification and ranking on diesel engines was investigated. A six cylinder, in line turbocharged, 350 horsepower diesel engine was used. Sound power was measured under anechoic conditions for eight separate parts of the engine at steady state operating conditions using the conventional technique. Sound power measurements were repeated on five separate parts of the engine using the surface intensity at the same steady state operating conditions. The results were compared by plotting sound power level against frequency and noise source rankings for the two methods.

Evaluation of the cyclic behavior of aircraft turbine disk alloys, part 2

Several nickel-base aircraft turbine disk superalloys were evaluated at 650 C for resistance to fatigue crack initiation and propagation under cyclic and cyclic/dwell conditions. Controlled strain low cycle fatigue (LCF) and controlled load crack propagation tests were performed and results utilized to provide a direct comparison among the alloys. Tests were performed on selected alloys to evaluate the effects of hold times, mean stresses, stress-dwell cycle types, inert environment, and contractor test methods. At the lower total strain ranges of interest, the alloys exhibited generally increasing initiation life with increasing tensile strength for both cyclic (0.33 Hz) and cyclic/dwell (900-sec hold per cycle) conditions. Rank order of the alloys by LCF initiation life changed substantially at higher strain ranges, approaching the rank order expected from monotonic tensile ductilities. The effect of the 900 sec (15 min) hold time fatigue life varied significantly from alloy to alloy. Generally, the higher-strength, finer-grained alloys exhibited more significant reductions in fatigue life due to the dwell. The effects of mean strain were found to be negligible and the effects of mean stress were pronounced. At high strain ranges the mean stress was near zero and did not contribute to reduction in life. At low strain ranges, however, mean stresses were large and significant reductions in LCF lives occurred.

An evaluation of Landsat 3 RBV imagery for an area of complex terrain in Southern Italy

Return Beam Videcon imagery from Landsat 3 was obtained in August, 1978 for part of Southern Italy in the regions of Basilicata and Apulia. The resolution of this imagery for medium contrast objects is approximately 40 meters and is shown to provide significant information concerning land cover and fluvial morphometry. Because of the wide spectral band width which is sensed (0.505-0.750 microns) by the RBV cameras, discrimination is only possible for spectrally distinct cover types, especially oak woodland. Fluvial morphometry can be readily described using the imagery. Because of the intense dissection of the area, the lowest order streams cannot be consistently mapped, but the rank order of the measured values of properties such as drainage density and link frequency for different lithologies corresponds closely to the actual ranking.

The dynamics and control of large flexible space structures-IV

The effects of solar radiation pressure as the main environmental disturbance torque were incorporated into the model of the rigid orbiting shallow shell and computer simulation results indicate that within the linear range the rigid modal amplitudes are excited in proportion to the area to mass ratio. The effect of higher order terms in the gravity-gradient torque expressions previously neglected was evaluated and found to be negligible for the size structures under consideration. A graph theory approach was employed for calculating the eigenvalues of a large flexible system by reducing the system (stiffness) matrix to lower ordered submatrices. The related reachability matrix and term rank concepts are used to verify controllability and can be more effective than the alternate numerical rank tests. Control laws were developed for the shape and orientation control of the orbiting flexible shallow shell and numerical results presented.

Evaluation of present thermal barrier coatings for potential service in electric utility gas turbines

The resistance of present-day thermal barrier coatings to combustion gases found in electric utility turbines was assessed. The plasma sprayed coatings, both duplex and graded types, were primarily zirconia-based, although a calcium silicate was also evaluated. Both atmospheric burner rig tests and high pressure tests (135 psig) showed that several present-day thermal barrier coatings have a high potential for service in gas turbines burning the relatively clean GT No. 2 fuel. However, coating improvements are needed for use in turbines burning lower grade fuel such as residual oil. The duplex ZrO2.8Y2O3/NiCrA1Y coating was ranked highest and selected for near-term field testing, with Ca2SiO4/NiCrA1Y ranked second. Graded coatings show potential for corrosive turbine operating conditions and warrant further development. The coating degradation mechanisms for each coating system subjected to the various environmental conditions are also described.

Advanced stratified charge rotary aircraft engine design study

A technology base of new developments which offered potential benefits to a general aviation engine was compiled and ranked. Using design approaches selected from the ranked list, conceptual design studies were performed of an advanced and a highly advanced engine sized to provide 186/250 shaft Kw/HP under cruise conditions at 7620/25,000 m/ft altitude. These are turbocharged, direct-injected stratified charge engines intended for commercial introduction in the early 1990's. The engine descriptive data includes tables, curves, and drawings depicting configuration, performance, weights and sizes, heat rejection, ignition and fuel injection system descriptions, maintenance requirements, and scaling data for varying power. An engine-airframe integration study of the resulting engines in advanced airframes was performed on a comparative basis with current production type engines. The results show airplane performance, costs, noise & installation factors. The rotary-engined airplanes display substantial improvements over the baseline, including 30 to 35% lower fuel usage.

Controllability of inherently damped large flexible space structures

Graph theoretic techniques are used to study controllability of linear systems which represent large flexible orbiting space systems with inherent damping. The controllability of the pair of matrices representing the system state and control influence matrices is assured when all states in the model are reachable in a digraph sense from at least one input and also when the term rank of a Boolean matrix whose non trivial components are based on the state and control influence matrices has a term rank of the order of the state vector. The damping matrix does not influence the required number of actuators but gives flexibility to the possibility locations of the actuators for which the system is controllable.

Analysis and methodology for aeronautical systems technology program planning

A structured methodology was developed that allows the generation, analysis, and rank-ordering of system concepts by their benefits and costs, indicating the preferred order of implementation. The methodology is supported by a base of data on civil transport aircraft fleet growth projections and data on aircraft performance relating the contribution of each element of the aircraft to overall performance. The performance data are used to assess the benefits of proposed concepts. The methodology includes a computer program for performing the calculations needed to rank-order the concepts and compute their cumulative benefit-to-cost ratio. The use of the methodology and supporting data is illustrated through the analysis of actual system concepts from various sources.

Review of alternative fuels data bases

Based on an analysis of the interaction of fuel physical and chemical properties with combustion characteristics and indicators, a ranking of the importance of various fuel properties with respect to the combustion process was established. This ranking was used to define a suite of specific experiments whose objective is the development of an alternative fuels design data base. Combustion characteristics and indicators examined include droplet and spray formation, droplet vaporization and burning, ignition and flame stabilization, flame temperature, laminar flame speed, combustion completion, soot emissions, NOx and SOx emissions, and the fuels' thermal and oxidative stability and fouling and corrosion characteristics. Key fuel property data is found to include composition, thermochemical data, chemical kinetic rate information, and certain physical properties.

Experimental studies related to the origin of the genetic code and the process of protein synthesis - A review

A survey is presented of the literature on the experimental evidence for the genetic code assignments and the chemical reactions involved in the process of protein synthesis. In view of the enormous number of theoretical models that have been advanced to explain the origin of the genetic code, attention is confined to experimental studies. Since genetic coding has significance only within the context of protein synthesis, it is believed that the problem of the origin of the code must be dealt with in terms of the origin of the process of protein synthesis. It is contended that the answers must lie in the nature of the molecules, amino acids and nucleotides, the affinities they might have for one another, and the effect that those affinities must have on the chemical reactions that are related to primitive protein synthesis. The survey establishes that for the bulk of amino acids, there is a direct and significant correlation between the hydrophobicity rank of the amino acids and the hydrophobicity rank of their anticodonic dinucleotides.

Quantification of crew workload imposed by communications-related tasks in commercial transport aircraft

Information theoretic analysis and subjective paired-comparison and task ranking techniques were employed in order to scale the workload of 20 communications-related tasks frequently performed by the captain and first officer of transport category aircraft. Tasks were drawn from taped conversations between aircraft and air traffic controllers (ATC). Twenty crewmembers performed subjective message comparisons and task rankings on the basis of workload. Information theoretic results indicated a broad range of task difficulty levels, and substantial differences between captain and first officer workload levels. Preliminary subjective data tended to corroborate these results. A hybrid scale reflecting the results of both the analytical and the subjective techniques is currently being developed. The findings will be used to select representative sets of communications for use in high fidelity simulation.
