Storm Water Pollution Prevention Plan (SWPPP) for the Limited Area, Multi-Purpose (LAMP) High Bay Laboratory

Kier + Wright, as Qualified SWPPP Developer (QSD), puts forth this Storm Water Pollution Prevention Plan (SWPPP) for the Limited Area, Multi-Purpose (LAMP) High Bay Laboratory facility (Project) located at Sandia National Laboratories, 7011 East Avenue, CA. The property is owned by the U.S. Department of Energy, and managed and operated by National Technology & Engineering Solutions of Sandia, LLC. The project proposes converting an asphalt parking lot into a new high bay machine shop building and a low bay office building. Per the California State Water Resources Control Board’s (California State Water Board) Construction General Permit (CGP), a SWPPP is required when 1 acre or more of land is disturbed. The project site area of 1.6 acres exceeds the minimum acreage threshold of 1 acre and therefore requires SWPPP implementation. QSD has determined the sediment risk for this project, based on soil type at the site and starting and ending dates of construction, to be low (Section 3.4.1 and Appendix B). Receiving water for this project is the Arroyo Seco. QSD has determined the Arroyo Seco to be a high-risk receiving water because it has the three beneficial uses of “spawn”, “cold”, and “migratory” (Sections 3.3 and 3.4.2 and Appendix B). QSD has determined the overall risk level for the site to be Risk Level 2, based on a combination of low sediment risk and high receiving water risk (Appendix B). As such, QSD has delineated a variety of Best Management Practices (BMPs) to be employed during project construction to reduce or eliminate pollutants in stormwater runoff or any other discharges from the Project site. In addition to site-specific BMPs, this SWPPP report provides instruction for on site monitoring. Electronic copies of required documentation such as inspection reports, REAPs, annual report documentation, etc. shall be submitted to NTESS Sandia Delegated Representative via Newforma.

Annual Status Report (FY 2024): Performance Assessment for the Integrated Disposal Facility

The purpose of this Annual Summary Report (ASR) for Fiscal Year (FY) 2024 is to evaluate the continued adequacy of the Integrated Disposal Facility (IDF) Performance Assessment (PA) and Disposal Authorization Statement (DAS). This report consolidates relevant monitoring data, modeling analyses, and regulatory reviews to demonstrate a reasonable expectation that the PA objectives and performance measures will be met, as required under DOE O 435.1. The ASR follows the guidance in DOE-STD-5002-2017, which provides a framework for maintaining the validity of the DAS through periodic assessment of facility performance and compliance with waste disposal requirements. The IDF is a near-surface disposal facility designed to receive and permanently dispose of low-level waste (LLW) and mixed low-level waste (MLLW) generated from Hanford Site operations. The facility consists of two double-lined disposal cells equipped with leak detection and leachates recovery systems to ensure environmental protection. Waste planned for disposal includes vitrified low-activity waste (LAW) and solid secondary waste (SSW) from the Hanford Waste Treatment and Immobilization Plant (WTP). At the end of FY 2024, the IDF had not yet received any waste, as it remains in a pre-operational state. Disposal activities will begin with the hot commissioning of the WTP LAW Vitrification Facility using the Direct-Feed Low-Activity Waste (DFLAW) approach in Calendar Year (CY) 2025. This ASR justifies the continued adequacy of the PA and DAS by reviewing key documents and data sources. these sources are listed in Table A-2 in Appendix A.4): The Operating Disposal Authorization Statement (ODAS) for the IDF (DOE-EM, 2021) remains in effect, with no outstanding conditions or key issues affecting its implementation. Based on the comprehensive review of PA analyses, monitoring data, and regulatory compliance activities, this ASR concludes that the IDF remains in compliance with DOE O 435.1, and there is reasonable assurance that the PA performance objectives will be met once disposal operations commence in CY 2025.

Annual Stormwater Report for the Y-12 National Security Complex Oak Ridge, Tennessee

This is the eighth annual stormwater report prepared in accordance with the modified National Pollutant Discharge Elimination System permit issued to the Y-12 National Security Complex (Y-12) on April 1, 2014. This modified permit removed the authorization to augment flow in East Fork Poplar Creek (EFPC) and thus removed the requirement to sample this effluent in conjunction with other major outfalls on EFPC. The general condition of the site continues to improve. The repair of Outfall 014 is complete and sampling was performed in 2020 from the new Outfall 014 structure. This repair marks a significant improvement in the storm drain network infrastructure. There are several construction and demolition activities currently in progress at Y-12. These include the construction of the Uranium Processing Facility, the Mercury Treatment Facility on EFPC, the site-wide power grid upgrade, and the demolition of the Biology Complex. Current stormwater protections have proven effective in 2020; however, moving forward, these projects will present challenges for the protection of stormwater. Therefore, oversight of these activities, and all other construction and demolition projects, will continue to be a priority in 2021. Y-12 will continue to implement appropriate best management practices and reduce outside material storage areas where possible.
