The environmental analysis of helicopter operations by Federal agencies: Current procedures and research needs

The technical, economic, and environmental problems restricting commercial helicopter passenger operations are reviewed. The key considerations for effective assessment procedures are outlined and a preliminary model for the environmental analysis of helicopters is developed. It is recommended that this model, or some similar approach, be used as a common base for the development of comprehensive environmental assessment methods for each of the federal agencies concerned with helicopters. A description of the critical environmental research issues applicable to helicopters is also presented.

Survey: Federal Aviation Administration National Communication Center

The National Communication (NATCOM) Center (commonly known as the FAA Weather Message Switching Center), is a Federal Aviation Administration (FAA) facility with responsibility for providing communication switching services to the National Weather Service (NWS), the FAA, commercial and private flight organizations under the auspices of the FAA, and DoD. Data handled by NATCOM include weather data, flight plans, and Notices to Airmen (NOTAMS) on both national and international networks. The communications and data management functions are handled through four computer-controlled communication networks designated as WMSC, AFTN, A-BDIS, and NASNET. The functions of these networks are discussed with emphasis on those networks that support the different elements of the NWS. The primary network of concern to NASA, the WMSC (Weather Message Switching Center) network, performs approximately 60 percent of its work for the NWS, 20 percent for the State Department, and 20 percent for the FAA. This document discusses the current and future systems capabilities and workload of NATCOM in terms of new roles.

Site selection feasibility for a solar energy system on the Fairbanks Federal Building

A feasibility study was performed for the installation of a solar energy system on the Federal Building in Fairbanks, Alaska, a multifloor office building with an enclosed parking garge. The study consisted of determining the collectable solar energy at the Fairbanks site on a monthly basis and comparing this to the monthly building heating load. Potential conventional fuel savings were calculated on a monthly basis and the overall economics of the solar system applications were considered. Possible solar system design considerations, collector and other system installation details, interface of the solar system with the conventional HVAC systems, and possible control modes were all addressed. Conclusions, recommendations and study details are presented.

Applications of remote sensing data in Alaska: A cooperative program of the University of Alaska with user organizations, including local, state and federal government agencies

The development of the coastal-zone-related issues is generating an increasing need for information which is greater in quantity of natural resource data, greater in quality of detail of data, and more frequent in collection of data owing to the need to monitor certain aspects of programs. The array, detail, and frequency of information acquisition required to develop natural resources and to implement and maintain the resulting programs demand improved techniques of data gathering, processing, and interpretation which is conducive to the use of remote-sensing techniques. As Alaska, both in the state and federal domain, gears up to meet the energy-related issues facing the nation there will be a growing role for efforts which adapt state-of-the-art tools to solving existing problems.

Solar technology in the Federal Republic of Germany

A series of papers dealing with the status of solar research and development in the Federal Republic of Germany are presented at a conference in Greece with the object of promoting international cooperation in solar energy utilization. The reports focus on solar collector designs, solar systems, heat pumps, solar homes, solar cooling and refrigeration, desalination and electric power generation. Numerous examples of systems produced by German manufacturers are illustrated and described, and performance data are presented.

Geothermal direct heat use: Market potential/penetration analysis for Federal Region 9

A preliminary study was made of the potential for geothermal direct heat use in Arizona, California, Hawaii, and Nevada (Federal Region 9). An analysis was made of each state to: (1) define the resource, based on the latest available data; (2) assess the potential market growth for geothermal energy; and (3) estimate the market penetration, projected to 2020. Findings of the study include the following: (1) Potentially economical hydrothermal resources exist in all four states of the Region: however, the resource data base is largely incomplete, particularly for low to moderate temperature resources. (2) In terms of beneficial heat, the total hydrothermal resource identified so far for the four states is on the order of 43 Quads, including an estimated 34 Quads of high temperature resources which are suitable for direct as well as electrical applications. (3) In California, Hawaii, and Nevada, the industrial market sector has somewhat greater potential for penetration than the residential/commercial sector. In Arizona, however, the situation is reversed, due to the collocation of two major metropolitan areas (Phoenix and Tucson) with potential geothermal resources.

Study of the cerrado vegetation in the Federal District area from orbital data

The physiognomic units of cerrado in the area of Distrito Federal (DF) were studied through the visual and automatic analysis of products provided by Multispectral Scanning System (MSS) of LANDSAT. The visual analysis of the multispectral images in black and white, at the 1:250,000 scale, was made based on the texture and tonal patterns. The automatic analysis of the compatible computer tapes (CCT) was made by means of IMAGE-100 system. The following conclusions were obtained: (1) the delimitation of cerrado vegetation forms can be made by the visual and automatic analysis; (2) in the visual analysis, the principal parameter used to discriminate the cerrado forms was the tonal pattern, independently of the year's seasons, and the channel 5 gave better information; (3) in the automatic analysis, the data of the four channels of MSS can be used in the discrimination of the cerrado forms; and (4) in the automatic analysis, the four channels combination possibilities gave more information in the separation of cerrado units when soil types were considered.

Effects of expiration of the Federal energy tax credit on the National Photovoltaics Program

Projected 1986 sales are significantly reduced as a direct result of system price increases following from expiration of the Federal energy tax credits. There would be greatly reduced emphasis on domestic electric utility applications. Indirect effects arising from unrealized economies of scale and reduced private investment in PV research and development (R&D) and in production facilities could have a very large cumulative adverse impact on the U.S. PV industry. The industry forecasts as much as fourfold reduction in 1990 sales if tax credits expire, compared with what sales would be with the credits. Because the National Photovoltaics Program is explicitly structured as a government partnership, large changes in the motivation or funding of either partner can affect Program success profoundly. Reduced industry participation implies that such industry tasks as industrialization and new product development would slow or halt. Those research areas receiving heavy R&D support from private PV manufacturers would be adversely affected.
