Tribal Colleges and Universities/Advanced Manufacturing Network Initiative (Q3 FY2020 Progress Report)

The National Nuclear Security Agency (NNSA) initiated the Minority Serving Institution Partnership Plan (MSIPP) to 1) align investments in a university capacity and workforce development with the NNSA mission to develop the needed skills and talent for NNSA's enduring technical workforce at the laboratories and production plants, and 2) to enhance research and education at under-represented colleges and universities. Out of this effort, MSIPP launched a new consortium in early FY17 focused on Tribal Colleges and Universities (TCUs) known as the Advanced Manufacturing Network Initiative (AMNI). This consortium has been extended for FY20 and FY21. The following report summarizes the status update during this quarter.

Report on FY 2020 creep, fatigue and creep fatigue testing of Alloy 709 base metal at ORNL

The testing activities and research in support of ASME Code qualification of Alloy 709, an advanced austenitic steel, are being carried out at Oak Ridge National Laboratory (ORNL), Argonne National Laboratory, and Idaho National Laboratory. This report summarizes the status and results of FY 2020 planned testing at ORNL. Uniaxial tensile tests on the electroslag remelt (ESR) solution-annealed plate (heat number 58776-3RBC) with additional heat treatment were performed for the baseline mechanical properties evaluation for ASME code qualification of Alloy 709. The tensile properties were found to meet ASME SA-213 specifications and were comparable to the Nippon Steel NF709 data generated for an ASME Section I Code Case for seamless tubing. ORNL was tasked to carry out a subset of the Code Case testing for creep rupture. Creep rupture data from 18 tests were generated on a solution-annealed ESR plate with a solution annealing temperature of 1100°C. There are total of 19 intermediate and long-term creep rupture tests of Alloy 709 ongoing at ORNL. A preliminary fatigue design curve at 760°C was developed for Alloy 709, and the results show that the fatigue design curve of Alloy 709 is comparable to that of Alloy 800H at 760°C.

Sister Rod Destructive Examinations (FY20)

As a part of DOE NE High Burnup Spent Fuel Data Project, Oak Ridge National Laboratory (ORNL) is performing destructive examinations (DEs) of high burnup (HBU) (>45 GWd/MTU) spent nuclear fuel (SNF) rods from the North Anna Nuclear Power Station operated by Dominion Energy. The SNF rods, called sister rods or sibling rods, are all HBU and include four different kinds of fuel rod cladding: standard Zircaloy-4 (Zirc-4), low-tin Zirc-4, ZIRLO, and M5. The DEs are being conducted to obtain a baseline of the HBU rod’s condition before dry storage and are focused on understanding overall SNF rod strength and durability. Composite fuel and defueled cladding will be tested to derive material properties. Although the data generated can be used for multiple purposes, one primary goal for obtaining the post-irradiation examination data and the associated measured mechanical properties is to support SNF dry storage licensing and relicensing activities by (1) addressing identified knowledge gaps and (2) enhancing the technical basis for post-storage transportation, handling, and subsequent disposition. This report documents the status of the ORNL Phase I DEs of 8 sister rods and outlines the DE tasks performed and the data collected to date, as guided by the sister rod test plans.

Thermal Property Characterization of Molten Salt Reactor–Relevant Salts

The thermochemical and thermophysical properties of molten salt systems are necessary input for the design, licensing, and deployment of molten salt reactor concepts. The thermochemical and thermophysical property measurement capabilities being used and developed at Oak Ridge National Laboratory (ORNL) include liquid density, volumetric thermal expansion, viscosity, vapor pressure, phase behavior, and heat capacity and thermal conductivity measurement capabilities. Properties of eutectic LiF-NaF-KF (FLiNaK) and NaCl-KCl are being measured to validate the measurement techniques to be used to provide data to reactor developers and to better quantify the uncertainty of measurements. This report summarizes the status of thermal conductivity, viscosity, specific heat capacity, and density. A method for property estimation using Redlich Kister expansion is also described. This technique will be used to help validate measured properties and to guide future experiments by targeting mixtures or components for which data are uncertain or lacking.

The AMNI consortium consisted of Bay Mills Community College, Cankdeska Cikana Community College, Navajo Tech University, Salish Kootenai Community College, Turtle Mountain Community College, and United Tribes Technical College. In 2016, the American Indian Higher Education Consortium (AIHEC), the AMNI consortium and the Southwestern Indian Polytechnic Institute (SIPI), in collaboration with Sandia National Labs, using a grant by NNSA hosted the first TCU Advanced Manufacturing Technology Summer Institute (TCU AMTSI). The AMNI consortium will officially end Sept. 2022. However, building on the successes of AMNI, in FY22 NNSA’s MSIPP launched three additional consortiums: (1) the Indigenous Mutual Partnership to Advanced Cybersecurity Technology (IMPACT), which focuses on STEM and cybersecurity, (2) the Advanced Synergistic Program for Indigenous Research in Engineering (ASPIRE), which focuses on STEM and the electrical and mechanical engineering skills set needed for renewable and distributed energy systems, and (3) the Partnership for Advanced Manufacturing Education and Research (PAMER), which focuses on developing and maintaining a sustainable pathway for a highly trained, next-generation additive manufacturing workforce and a corresponding community of subject matter experts for NNSA enterprises. The following report summarizes the status update during this quarter for the ASPIRE program.
