SeaWiFS technical report series. Volume 4: An analysis of GAC sampling algorithms. A case study

The Sea-viewing Wide Field-of-view Sensor (SeaWiFS) instrument will sample at approximately a 1 km resolution at nadir which will be broadcast for reception by realtime ground stations. However, the global data set will be comprised of coarser four kilometer data which will be recorded and broadcast to the SeaWiFS Project for processing. Several algorithms for degrading the one kilometer data to four kilometer data are examined using imagery from the Coastal Zone Color Scanner (CZCS) in an effort to determine which algorithm would best preserve the statistical characteristics of the derived products generated from the one kilometer data. Of the algorithms tested, subsampling based on a fixed pixel within a 4 x 4 pixel array is judged to yield the most consistent results when compared to the one kilometer data products.

Near-Field Acoustic Power Level Analysis of F31/A31 Open Rotor Model at Simulated Cruise Conditions, Technical Report II

Near-field acoustic power level analysis of F31A31 open rotor model has been performed to determine its noise characteristics at simulated cruise flight conditions. The non-proprietary parts of the test data obtained from experiments in the 8x6 supersonic wind tunnel were provided by NASA-Glenn Research Center. The tone and broadband components of total noise have been separated from raw test data by using a new data analysis tool. Results in terms of sound pressure levels, acoustic power levels, and their variations with rotor speed, freestream Mach number, and input shaft power, with different blade-pitch setting angles at simulated cruise flight conditions, are presented and discussed. Empirical equations relating models acoustic power level and input shaft power have been developed. The near-field acoustic efficiency of the model at simulated cruise conditions is also determined. It is hoped that the results presented in this work will serve as a database for comparison and improvement of other open rotor blade designs and also for validating open rotor noise prediction codes.

[NASA/DOD Aerospace Knowledge Diffusion Research Project. Report 2:] Technical communications in aeronautics: Results of an exploratory study. An analysis of managers' and nonmanagers' responses

Data collected from an exploratory study concerned with the technical communications practices of aerospace engineers and scientists were analyzed to test the primary assumption that aerospace managers and nonmanagers have different technical communications practices. Five assumptions were established for the analysis. Aerospace managers and nonmanagers were found to have different technical communications practices for three of the five assumptions tested. Although aerospace managers and nonmanagers were found to have different technical communications practices, the evidence was neither conclusive nor compelling that the presumption of difference in practices could be attributed to the duties performed by aerospace managers and nonmanagers.

NASA/DOD Aerospace Knowledge Diffusion Research Project. Paper 42: An analysis of the transfer of Scientific and Technical Information (STI) in the US aerospace industry

The U.S. aerospace industry has a long history of federal support for research related to its needs. Since the establishment of the National Advisory Committee for Aeronautics (NACA) in 1915, the federal government has provided continuous research support related to flight and aircraft design. This research has contributed to the international preeminence of the U.S. aerospace industry. In this paper, we present a sociological analysis of aerospace engineers and scientists and how their attitudes and behaviors impact the flow of scientific and technical information (STI). We use a constructivist framework to explain the spotty dissemination of federally funded aerospace research. Our research is aimed towards providing federal policymakers with a clearer understanding of how and when federally funded aerospace research is used. This understanding will help policymakers design improved information transfer systems that will aid the competitiveness of the U.S. aerospace industry.

NASA / NIST / FAA Technical Interchange Meeting on Computational Materials Approaches for Qualification by Analysis for Aerospace Applications

This report documents the goals, organization and outcomes of a Technical Interchange Meeting (TIM) on Computational Materials Approaches for Qualification by Analysis, co-organized by NASA, NIST and the FAA. The TIM was held at NASA Langley Research Center on January 15-16, 2020. Approximately 60 subject matter experts (SMEs) representing 8 aerospace manufacturers, 7 government organizations and 2 universities participated. Expertise of the SMEs spanned the Technology Readiness Level (TRL) scale from the low-to-mid TRL focus of government laboratories and universities to the high TRL perspective of the regulatory organizations and aerospace manufacturers. During this TIM, the future needs of the government regulators and manufacturers motivated the overall discussion and framed the input given by the participants. Hence, the key objectives of the TIM were to understand existing gaps in model-based, e.g., computational materials, processing and performance predictions for aerospace materials and components and forecast how they can be matured to support material, process and part-level qualification and certification (Q&C). The TIM focused on process-intensive metallic materials technologies, including, but not limited to, additive manufacturing. Participation was roughly evenly divided among the processing and performance tracks, suggesting that both topic areas are generally perceived as being both valuable and requiring additional investment. The output of this TIM may be used by both participating and other organizations, in part, as guidance for future national efforts on maturing computational materials capabilities for use in the Q&C of advanced metallic material systems in aerospace applications.

Energy recovery from solid waste. Volume 2: Technical report

A systems analysis of energy recovery from solid waste demonstrates the feasibility of several current processes for converting solid waste to an energy form. The social, legal, environmental, and political factors are considered in depth with recommendations made in regard to new legislation and policy. Biodegradation and thermal decomposition are the two areas of disposal that are considered with emphasis on thermal decomposition. A technical and economic evaluation of a number of available and developing energy-recovery processes is given. Based on present technical capabilities, use of prepared solid waste as a fuel supplemental to coal seems to be the most economic process by which to recover energy from solid waste. Markets are considered in detail with suggestions given for improving market conditions and for developing market stability. A decision procedure is given to aid a community in deciding on its options in dealing with solid waste, and a new pyrolysis process is suggested. An application of the methods of this study are applied to Houston, Texas.
