Subject areas related to the integration of remotely sensed data with geographic information systems for application in energy resource management are covered. The current trends and advances in the application of these systems to a number of energy concerns are addressed.
The complexities of peatland management in Minnesota and the use of a geographic information system, the Minnesota Land Management Information System (MLMIS) in the management process are examined. General information on the nature of peat and it quantity and distribution in Minnesota is also presented.
The effect of population and certain environmental characteristics on the availability of land for siting nuclear power plants was assessed. The study area, consisting of the 48 contiguous states, was divided into 5 kilometer (km) square grid cells yielding a total of 600,000 cells. Through the use of a modern geographic information system, it was possible to provide a detailed analysis of a quite large area. Numerous maps and statistical tables were produced, the detail of which were limited only by available data. Evaluation issues included population density, restricted lands, seismic hardening, site preparation, water availability, and cost factors.
Selecting a site for a nuclear powerplant can be helped by digitizing land use and land cover data, population data, and other pertinent data sets, and then placing them in a geographic information system. Such a system begins with a set of standardized maps for location reference and then provides for retrieval and analysis of spatial data keyed to the maps. This makes possible thematic mapping by computer, or interactive visual display for decisionmaking. It also permits correlating land use area measurements with census and other data (such as fallout dosages), and the updating of all data sets. The system is thus a tool for dealing with resource management problems and for analyzing the interaction between people and their environment. An explanation of a computer-plotted map of land use and cover for Three Mile Island and vicinity is given.
The value of using geographic information systems in site selection for coal conversion plants is discussed. Environmental and cultural factors and capital/operating costs were considered to determine site suitability.
The NASA Ames Research Center is active in energy projects primarily in the role of providing assistance to users in the solution of a number of problems related to energy. Data bases were produced which can be used, in combination with other sources of information, to solve spatially related energy problems. Six project activities at Ames are described which relate to energy and remote sensing. Two projects involve power demand forecasting and estimations using remote sensing and geographic information systems; two others involve transmission line routing and corridor analysis; one involves a synfuel user needs assessment through remote sensing; and the sixth involves the siting of energy facilities.
A method is suggested whereby regional landscape planning efforts can be aided by the use of a geographic information system to determine sites for more energy efficient residential and mixed use developments within a study area. The location of land parcels suited for residential and mixed land use developments in the Upper Housatonic River Basin Study Area in Berkshire County, Massachusetts is described as well as the three development options. Significant steps in the procedure are discussed and the computation of the transportation energy requirement is elaborated.
The potential of using LANDSAT satellite imagery to map and inventory pinyon-juniper desert forest types in Douglas and Carson City Counties, Nevada was demonstrated. Specific map and statistical products produced include land cover, mechanical operations capability, big game winter range habitat, fire hazard, and forest harvestability. The Nevada Division of Forestry determined that LANDSAT can produce a reliable and low-cost resource data. Added benefits become apparent when the data are linked to a geographical information system (GIS) containing existing ownership, planning, elevation, slope, and aspect information.
The Integrated Resource Inventory for Southcentral Alaska (INTRISCA) Project comprised an integrated set of activities related to the land use planning and resource management requirements of the participating agencies within the southcentral region of Alaska. One subproject involved generating a region-wide land cover inventory of use to all participating agencies. Toward this end, participants first obtained a broad overview of the entire region and identified reasonable expectations of a LANDSAT-based land cover inventory through evaluation of an earlier classification generated during the Alaska Water Level B Study. Classification of more recent LANDSAT data was then undertaken by INTRISCA participants. The latter classification produced a land cover data set that was more specifically related to individual agency needs, concurrently providing a comprehensive training experience for Alaska agency personnel. Other subprojects employed multi-level analysis techniques ranging from refinement of the region-wide classification and photointerpretation, to digital edge enhancement and integration of land cover data into a geographic information system (GIS).
The ability to identify the role of biogenic hydrocarbon emissions in contributing to overall ozone production in the Bay Area, and to identify the significance of that role, were investigated in a joint project of the Association of Bay Area Governments (ABAG) and NASA/Ames Research Center. Ozone, which is produced when nitrogen oxides and hydrocarbons combine in the presence of sunlight, is a primary factor in air quality planning. In investigating the role of biogenic emissions, this project employed a pre-existing land cover classification to define areal extent of land cover types. Emission factors were then derived for those cover types. The land cover data and emission factors were integrated into an existing geographic information system, where they were combined to form a Biogenic Hydrocarbon Emissions Inventory. The emissions inventory information was then integrated into an existing photochemical dispersion model.
Digital image processing for geological applications will be integrated with geographic information systems and data base management systems. While multiband data sets from radar and multispectral scanners will make extreme demands on memory, bus and processor architectures, it is expected that array processors and VLSI/VHSIC dedicated function chips will allow the use of fast Fourier transform and classification algorithms. It is anticipted that, as processor power increases, the weakest link of a processing system will become the analyst who uses it. Human engineering of systems is therefore recommended for the most effective utilization of remotely sensed geologic data.
Remote-sensing technology has been thoroughly evaluated for the analysis of California forest policy. A statewide, 1.6-acre-resolution, digital land-cover data base of Landsat Multispectral Scanner (MSS) classification has been produced. Three major resource regions have been analyzed in detail and one of them geographically integrated with 12 other physical and socioeconomic data layers to model fire and reforestation problems, using a geographic information system (GIS). A study of GIS design criteria has been conducted and the California Department of Forestry, the cooperator in all of these studies, is presently evaluating the alternatives and implementing certain aspects of them.
Progress was made in the hydroclimatology, habitat modeling and inventory, computer analysis, wildlife management, and data comparison programs that utilize LANDSAT and SEASAT data provided to Mississippi researchers through the remote sensing applications program. Specific topics include water runoff in central Mississippi, habitat models for the endangered gopher tortoise, coyote, and turkey Geographic Information Systems (GIS) development, forest inventory along the Mississipppi River, and the merging of LANDSAT and SEASAT data for enhanced forest type discrimination.
The use of artificial intelligence techniques that are applicable to Geographic Information Systems (GIS) are examined. Questions involving the performance and modification to the database structure, the definition of spectra in quadtree structures and their use in search heuristics, extension of the knowledge base, and learning algorithm concepts are investigated.
The assessment of forest productivity and associated nitrogen flux in a number of conifer ecosystems is described. As a base line study of acid precipitation in the Sierra Nevada, involved is the extraction and integration of a number of data planes describing the terrain, soils, lithology, vegetation cover and structure, and microclimate of the region. The development of automated techniques to extract topographic networks (stream canyons and ridge lines) for use as a landscrape skeleton to organize and integrate data sets into an efficient geographical information system is examined. The software is written in both FORTRAN and C, and is portable to a number of different computer environments with minimal modification.
Some ongoing involvement in regional geomorphologic research in South America is described. Because of association with LARS at Purdue University, there has been engagement, vicarious or adivsory, in projects which led to LANDSAT 1-2 mapping of the natural resources of Bolivia (1:8,000,000 scale), and preparation of a geographic information system which mapped the general hydrology, geology, soils, and vegetation of Ecuador (1:4,000,000 scale). Currently we are involved more specifically in geological-geomorphological mapping of the Venezuelan portion of the Guiana shield, and because of manuscript limitations only questions pertinent to this region are posed in the ensuing discussion.
A general procedure is outlined for refining the existing world soil maps from the existing 1:1 million scale to 1:250,000 through the interpretation of Landsat MSS and TM images, and the use of a Geographic Information System to relate the soils maps to available information on climate, topography, geology, and vegetation.
The automated analysis of land surface features is increasingly important to earth scientists. User-friendly algorithms for studying these features can be integrated into geographic information systems through the use of topological grid structure, which maintains the simplicity and transportability of standard grid structure while providing the essential capability to treat groups of contiguous, identically-classified pixels (corresponding to lakes, forests, fields, etc.) as distinct spatial entities.
