Baseline vs. DER Scenario

Projections and associated uncertainty estimates are generated for a variety of user-selectable EV charging sessions, electricity tariffs, subsidy levels, revenue schemes, charging station configurations, and on-site solar and/or storage options. The outputs are presented in CHIP's web portal browser in the form of easily interpretable graphics (interactive graphs and bar charts) that facilitate convenient comparison among different scenarios to aid decision-making. The user should bring assumptions for modeling on simulation planning horizon, number of EV charging sessions per year, electricity costs (energy and demand charge rates; flat versus time-of-use rate), site capital costs (equipment for EV chargers and transformer), solar PV, and battery energy storage (kW).

Momentary Cessation: Improving Dynamic Performance and Modeling of Utility-Scale Inverter Based Resources During Grid Disturbances

Sandia National Laboratories worked with NERC staff to provide stakeholder guidance in responding to a May 2018 NERC alert regarding dynamic performance and modeling issues for utility-scale inverter-based resources. The NERC alert resulted from event analyses for grid disturbances that occurred in southern California in August 2016 and October 2017. Those disturbances revealed the use of momentary cessation of transmission connected inverter-based generation- a short time period when they ceased to inject current into the grid, counter to desired transmission operation. The event analyses concluded that, in many cases, the Western Interconnection system models used to determine planning and operating criteria do not reflect the actual behavior of solar plants, resulting in overly optimistic planning assessments and substandard operational responses. This technical report summarizes the gaps between the models and actual performance that were observed at those times, and the guidance that Sandia and NERC provided to owners of solar PV power plants, transmission planners, transmission operators and planning/reliability coordinators to modify existing models to reflect that actual performance

The Potential Impact of Offshore Wind Energy on a Future Power System in the U.S. Northeast

This study aims to understand and quantify the potential impact of offshore wind on a future electricity system in the U.S. Northeast. In this analysis, a detailed representation of the Northeast power system is adopted, using a generation portfolio for 2024 paired with offshore wind nameplate capacities of 0 gigawatts (GW), 2 GW, and 7 GW. The analysis identifies points of offshore wind interconnection in the ISO-New England and New York Independent System Operator control areas and uses hourly wind profiles from the Wind Integration National Dataset Toolkit. Hourly simulations of the 2024 power system operations show an ability to accommodate the prescribed offshore wind capacities by adapting the system's generation dispatch. Curtailment levels of offshore wind range between 4% and 5%. Offshore wind generation displaces primarily natural-gas combined-cycle generation; however, requires increased flexibility from combined cycles through more frequent start-ups. The number of hours with transmission congestion increases because of offshore wind injection, with varying impact on a subregional level. Offshore wind's capacity credit was found to be 14.5%-28.3% and is lower than estimated in other large-scale power system studies, in part because this study considered a different weather year and a power system representation with higher shares of solar PV and onshore wind. The reliability contribution of resources is a topic area identified for more research and collaboration. The 7-GW scenario shows a reduction in locational marginal price of 11%, with production cost savings of up to 18% compared to the 0-GW scenario.

Energy Paths for the Yurok People

This Yurok Tribe energy strategic planning study examined electricity usage, costs and infrastructure, as well as electricity needs on the Reservation. It also assessed the Tribe’s energy resources. Equipped with this information, the project team conducted an energy options analysis that examined different project opportunities and identified key projects that are both feasible to implement and will help the Tribe reach its stated Energy Vision. A key finding of the energy needs assessment is that there are still numerous households that are without grid electric power, and it is likely that most of them will remain disconnected from the grid because of their remoteness. To provide these community members with reliable, affordable, modern energy services their homes will need to be electrified via a robust off-grid energy services program that installs and maintains off-grid energy systems. This is the key need that is explored and addressed in this plan. The approach taken is to establish a new business entity, a Tribal Energy Authority or Utility, that will operate a Tribal Energy Program. The Energy Strategic Plan identifies a number of potential funding sources that could be used to support both the On-grid and Off-grid Energy Programs. This plan also promotes continued efforts to reduce electricity consumption through the implementation of energy efficiency measures in existing facilities and the enforcement of a strong energy-efficient building code for all new construction on the Reservation. Finally, the plan promotes added resilience at critical Tribal facilities on the Reservation by recommending that battery energy storage systems and microgrid controls be coupled with rooftop solar PV systems to create cutting edge microgrid facilities that can provide critical power services to Tribal facilities when the main electric grid is shutdown.

Distributed Solar Utility Tariff and Revenue Impact Analysis: A Guidebook for International Practitioners

Depending on a range of technical, economic, policy, regulatory, and market-related factors, the adoption of DPV may have a net positive or negative financial impact on utilities and ratepayers. This guidebook provides a methodological approach for quantifying the net financial impact of DPV on utilities (in the form of “net revenue losses”) and ratepayers (in the form of “net tariff impacts”). Written for technical staff at utilities, regulatory bodies, energy ministries, research institutes, and civil society organizations who wish to better understand the financial impacts of DPV in their jurisdiction, this guidebook can be used to inform important decisions regarding DPV compensation, tariff design, and regulatory cost allocations, among other aspects. It is focused exclusively on customer-sited DPV systems and adopts a primarily cost-based (as opposed to an equally valid value-based) perspective to understanding DPV financial impacts. The approach for calculating net revenue losses can be applied in nearly any utility jurisdiction, regardless of institutional arrangements, business models, or regulatory paradigms.
