Chapter 17: Residential Behavior Evaluation Protocol. The Uniform Methods Project: Methods for Determining Energy Efficiency Savings for Specific Measures, September 2011 - August 2020

This document has been updated in August 2020. This document was developed for the U.S. Department of Energy Uniform Methods Project (UMP). The UMP provides model protocols for determining energy and demand savings that result from specific energy-efficiency measures implemented through state and utility programs. In most cases, the measure protocols are based on a particular option identified by the International Performance Verification and Measurement Protocol; however, this work provides a more detailed approach to implementing that option. Each chapter is written by technical experts in collaboration with their peers, reviewed by industry experts, and subject to public review and comment. The protocols are updated on an as-needed basis. The UMP protocols can be used by utilities, program administrators, public utility commissions, evaluators, and other stakeholders for both program planning and evaluation. To learn more about the UMP, visit the website, https://energy.gov/eere/about-us/ump-home, or download the UMP introduction document at http://www.nrel.gov/docs/fy17osti/68557.pdf.

National Security & International Studies (Q1 FY2021 Newsletter)

Happy New Year to everyone. Activity in the office continues to be at a high pace with the addition of the Strategic Analyses and Assessments (SAA) Office from ALDX, and the Mission Integration (MI) Office (formerly known as Nuclear and Military [NMA] Office) from DDW. We are working closely to optimize the impact of our combined offices. In this issue of our newsletter, we will highlight programs from the SAA Office portfolio, delve into our interactions with the Project on Nuclear Issues (PONI) program from CSIS, introduce you to new staff in NSIS and review a new joint postdoc program with the UC Institute on Global Conflict and Cooperation and the Center for Global Security Research at LLNL. I also encourage you to take a look at the new NSIS website for more information on the office. Finally, the NSIS office will soon be kicking off a webinar series on starting with topics of interest to the Director’s Strategic Resilience Initiative and will grow beyond that. Stay tuned for more information. --John Scott, Acting Office Director, NSIS

U.S. Hydropower Market Report (January 2021 edition)

This is the third complete edition of the U.S. Hydropower Market Report (the first two were the 2014 and 2017 Hydropower Market Report published in 2015 and 2018, respectively). In intervening years between publishing the full report, updated data are also summarized and released, and can be found at the Oak Ridge National Lab (ORNL) HydroSource website. This report combines data from public and commercial sources as well as research findings from other Department of Energy (DOE) R&D projects in order to provide a comprehensive picture of developments in the U.S. hydropower and PSH fleet and industry trends. Prior to the first Market Report being published, there was a noted lack of publicly available and easily accessible information about hydropower in the United States and other important trends affecting this important sector of the energy industry. New and valuable types of information are constantly being developed in the course of DOE research activities and, in a rapidly evolving energy industry, it is important that these data be made available in a predictable and consistent manner for use by all different types of stakeholders and decision-makers.The report highlights developments in 2017–2019 (the years for which new data has become available since the publication of the 2017 Hydropower Market Report), and contextualizes this information compared to evolving high-level trends over the past 10–20 years. Apart from presenting trends over time, the report discusses differences in those trends by region, plant size, owner type, or other attributes.

Laboratory Directed Research and Development Program (FY 2019 Annual Summary of Completed Projects)

Oak Ridge National Laboratory (ORNL) is the US Department of Energy’s (DOE’s) largest multiprogram science, technology, and energy laboratory with distinctive capabilities in neutron science, computing, advanced materials, and nuclear science and technology. Using these capabilities, ORNL conducts basic and applied research and development (R&D) to support DOE’s overarching mission to “ensure America’s security and prosperity by addressing its energy, environmental and nuclear challenges through transformative science and technology solutions.” As a national resource, ORNL also applies its capabilities and skills to specific needs of other federal agencies and customers through the DOE Strategic Partnership Projects (SPP) program. Information about the laboratory and its programs is available at the ORNL website. The Laboratory Directed Research and Development (LDRD) program at ORNL operates under the authority of the DOE Order 413.2C, “Laboratory Directed Research and Development,” which establishes DOE’s requirements for the program while providing the laboratory director broad flexibility for program implementation. The LDRD program funds are obtained through a charge to all laboratory programs. ORNL reports on the program status to DOE each year.

High-order algorithmic developments and optimizations for large-scale GPU-accelerated simulations (Milestone CEED-MS36)

The goal of this milestone was to improve the high-order software ecosystem for CEED-enabled ECP applications by making progress on efficient matrix-free kernels targeting forthcoming ECP architectures. These kernels included matrix-free preconditioning and the development of new set of CEED solver bake-off problems. As part of this milestone, we also released the next version of the CEED software stack, CEED-4.0, reported on results from several application collaborations, and documented the efforts of porting to AMD GPUs for Frontier and other modern architectures, such as Fugaku. The specific tasks addressed in this milestone were: (1) Port and run CEED benchmarks/miniapps on Frontier EA systems; (2) Demonstrate performant libCEED integration in MFEM, Nek and applications; (3) Matrix-free preconditioning of high-order operators; (4) Benchmark problems for fast high-order solvers on GPU platforms; and (5) Public release of CEED-4.0. The artifacts delivered include the next version of the CEED software stack, CEED-4.0, the next libCEED release, libCEED-0.8, and a number of developments integrated within applications to improve their GPU and CPU performance and capabilities. See the CEED website, https://ceed.exascaleproject.org and the CEED GitHub organization, https://github.com/ceed for more details.

Support CEED-enabled ECP applications in their preparation for Aurora/Frontier

The goal of this milestone was to help CEED-enabled ECP applications (particularly ExaSMR, MARBL, ExaAM, ExaWind and E3SM) in their preparations for the Aurora and Frontier architectures. This work included collaboration with ECP vendors and porting and optimization of CEED’s benchmarks and miniapps to early access hardware. As part of this milestone, we also made the best bake-off problems and bake-off kernel implementation from Nek, MFEM, libParanumal and the external community available in the latest libCEED release, libCEED-0.7. During the milestone period we also organized, in virtual form, the fourth CEED Annual meeting (CEED4AM) which included representatives from ECP applications, vendors and software technology projects. The specific tasks addressed in this milestone were to: (1) Work with vendors to port and run CEED benchmarks on early access systems for Aurora and Frontier; (2) Make the best BP/BK implementations from Nek, MFEM, libParanumal and external community available in libCEED; (3) Organize the next CEED Annual meeting (CEED4AM); and (4) Optimize CEED applications and miniapps for Aurora and Frontier architectures. The artifacts delivered include the next libCEED release, libCEED-0.7, and a number of developments integrated within applications to improve their GPU performance and capabilities.
