Legal ramifications of intellectual property

Recent government policy changes that have resulted in encouraging or requiring increased intellectual property rights of federally funded research and development activities are examined. The reasons for these changes are discussed, including considerations related to technology transfer, patent rights, copyrights, trade secrets, and computer software issues. The effect of these changes on traditional approaches to the dissemination of federally funded scientific and technical information is considered and predictions concerning future trends in intellectual property rights are given.

System Acquires And Displays Signal-Propagation Data

Electronic system acquires, controls processing of, and displays data from experiments on propagation of phase-coherent radio signals at frequencies of 12, 20, and 30 GHz. Acquisition equipment coordinates flow of data from multiple input channels to computer. Software provides for multi-tasking and for interactive graphical displays, including easy-to-use windows and pulldown menus with mouse input. Offers outstanding accuracy; acquires and displays data and controls associated equipment, all in real time.

Security for safety critical space borne systems

The Space Station contains safety critical computer software components in systems that can affect life and vital property. These components require a multilevel secure system that provides dynamic access control of the data and processes involved. A study is under way to define requirements for a security model providing access control through level B3 of the Orange Book. The model will be prototyped at NASA-Johnson Space Center.

Cost-effective use of liquid nitrogen in cryogenic wind tunnels, phase 2

Cryogenic seal tests were performed and Rulon A was selected for the subject nutating positive displacement expander. A four-chamber expander was designed and fabricated. A nitrogen reliquefier flow system was also designed and constructed for testing the cold expander. Initial tests were unsatisfactory because of high internal friction attributed to nutating Rulon inlet and outlet valve plates. Replacement of the nutating valves with cam-actuated poppet valves improved performance. However, no net nitrogen reliquefaction was achieved due to high internal friction. Computer software was developed for accurate calculation of nitrogen reliquefaction from a system such as that proposed. These calculations indicated that practical reliquefaction rates of 15 to 19 percent could be obtained. Due to mechanical problems, the nutating expander did not demonstrate its feasibility nor that of the system. It was concluded that redesign and testing of a smaller nutating expander was required to prove concept feasibility.

Quality assurance planning for lunar Mars exploration

A review is presented of the tools and techniques required to meet the challenge of total quality in the goal of traveling to Mars and returning to the moon. One program used by NASA to ensure the integrity of baselined requirements documents is configuration management (CM). CM is defined as an integrated management process that documents and identifies the functional and physical characteristics of a facility's systems, structures, computer software, and components. It also ensures that changes to these characteristics are properly assessed, developed, approved, implemented, verified, recorded, and incorporated into the facility's documentation. Three principal areas are discussed that will realize significant efficiencies and enhanced effectiveness, change assessment, change avoidance, and requirements management.

Technology transfer at NASA - A librarian's view

The NASA programs, publications, and services promoting the transfer and utilization of aerospace technology developed by and for NASA are briefly surveyed. Topics addressed include the corporate sources of NASA technical information and its interest for corporate users of information services; the IAA and STAR abstract journals; NASA/RECON, NTIS, and the AIAA Aerospace Database; the RECON Space Commercialization file; the Computer Software Management and Information Center file; company information in the RECON database; and services to small businesses. Also discussed are the NASA publications Tech Briefs and Spinoff, the Industrial Applications Centers, NASA continuing bibliographies on management and patent abstracts (indexed using the NASA Thesaurus), the Index to NASA News Releases and Speeches, and the Aerospace Research Information Network (ARIN).

Detection of earth-approaching asteroids in near real time

Computer software, called the Moving Object Detection Program (MODP), is described which detects earth-approaching asteroids in near real time. The software runs on a workstation linked to the output of the drift-scanning CCD camera of the Spacewatch Telescope. MOPD recognizes trailed images, detects motion, and accurately determines angular positions and rates of motion for moving objects in the scan images. The results are obtained a few seconds after the image signals are shifted out of the CCD. During 2 months of trial observations with this system, 304 asteroids were detected down to a limiting apparent magnitude for untrailed images of V = 20.5.

MDO can help resolve the designer's dilemma

Multidisciplinary design optimization (MDO) is presented as a rapidly growing body of methods, algorithms, and techniques that will provide a quantum jump in the effectiveness and efficiency of the quantitative side of design, and will turn that side into an environment in which the qualitative side can thrive. MDO borrows from CAD/CAM for graphic visualization of geometrical and numerical data, data base technology, and in computer software and hardware. Expected benefits from this methodology are a rational, mathematically consistent approach to hypersonic aircraft designs, designs pushed closer to the optimum, and a design process either shortened or leaving time available for different concepts to be explored.

Management of the Space Station Freedom onboard local area network

An operational approach is proposed to managing the Data Management System Local Area Network (LAN) on Space Station Freedom. An overview of the onboard LAN elements is presented first, followed by a proposal of the operational guidelines by which management of the onboard network may be effected. To implement the guidelines, a recommendation is then presented on a set of network management parameters which should be made available in the onboard Network Operating System Computer Software Configuration Item and Fiber Distributed Data Interface firmware. Finally, some implications for the implementation of the various network management elements are discussed.

Dynamics of low velocity collisions of ice particle, coated with frost

We continued our investigations of low velocity collisions of ice particles for velocities in range 10(exp -3) - 2 cm/s. The work focused on two effects: (1) the sticking forces for ice particles coated with CO2 frost, and (2) the completion of a 2-D pendulum system for glancing collisions. A new computer software was also developed to control and monitor the position of the 2-D pendulum.

Radio sky mapping from satellites at very low frequencies

Wave Distribution Function (WDF) analysis is a procedure for making sky maps of the sources of natural electromagnetic waves in space plasmas, given local measurements of some or all of the three magnetic and three electric field components. The work that still needs to be done on this subject includes solving basic methodological problems, translating the solution into efficient algorithms, and embodying the algorithms in computer software. One important scientific use of WDF analysis is to identify the mode of origin of plasmaspheric hiss. Some of the data from the Japanese satellite Akebono (EXOS D) are likely to be suitable for this purpose.

Multiwavelength pyrometry for nongray surfaces in the presence of interfering radiation

A NASA developed multiwavelength pyrometry technique for nongray surfaces was extended to also measure surface temperature in the presence of interfering radiation. This radiation is produced by heat lamps used to raise the temperature of the surface. The necessary instruments are a spectral radiometer, an auxiliary radiation source, and a computer. Four radiation spectra are recorded: (1) the unobstructed spectrum characterizing an auxiliary radiation source; (2) the unobstructed spectrum characterizing the interfering radiation; (3) the radiation spectrum consisting of surface emission plus the interfering radiation; and (4) a spectrum consisting of the radiations of (3) plus the reflected radiation due to the incidence of the auxiliary radiation source on this surface. With these spectra, application of two variable, nonlinear, least squares, curve fitting computer software determines the surface temperature and the spectral emissivity. Use of the method to measure the surface temperature of silicon carbide under a simulated interference condition is shown at a low temperature just above ambient. The instrumentation necessary to extend the method to elevated temperatures is discussed.

Multiwavelength pyrometry for nongray bodies

A multiwavelength technique was developed and applied to measure the temperatures of nongray surfaces. The instruments required are a spectral radiometer, a dedicated auxiliary radiation source, and a computer. In general, three radiation spectra are recorded: (1) spectrum S sub 0 of the auxiliary radiation source; (2) spectrum S sub 1 of the surface-emitted radiation; and (3) spectrum S sub 2, the sum of the radiation of S sub 1 plus the reflected radiation due to the incidence of the auxiliary radiation source on the surface. Subtracting spectrum S sub 1 from spectrum Sub 2 yields the reflection spectrum resulting from the incidence radiation. From these spectra, a quantity z(lambda) is derived and is related to the reflectivity r(lambda) by r(lambda) = z(lambda)/f, where f is a constant. Spectrum S sub 1 is represented mathematically as the product of a wavelength-dependent emissivity obtained from Kirchhoff's law and a Planck function of temperature T. Application of two-variable (lambda and z), nonlinear, least-squares curve-fitting computer software to fit spectrum S sub 1 to this mathematical expression yielded the surface temperature. This technique also measured the spectral reflectivity and emissivity of the surface. Instrumentation necessary to extend measurement to elevated temperatures and in the presence of reflective interference is discussed.

Optimizing the G/T ratio of the DSS-13 34-meter beam-waveguide antenna

Calculations using Physical Optics computer software were done to optimize the gain-to-noise-temperature (G/T) ratio of Deep Space Station (DSS)-13, the Deep Space Network's (DSN's) 34-m beam-waveguide antenna, at X-band for operation with the ultra-low-noise amplifier maser system. A better G/T value was obtained by using a 24.2-dB far-field-gain smooth-wall dual-mode horn than by using the standard X-band 22.5-dB-gain corrugated horn.

Linear elastic fracture mechanics primer

This primer is intended to remove the blackbox perception of fracture mechanics computer software by structural engineers. The fundamental concepts of linear elastic fracture mechanics are presented with emphasis on the practical application of fracture mechanics to real problems. Numerous rules of thumb are provided. Recommended texts for additional reading, and a discussion of the significance of fracture mechanics in structural design are given. Griffith's criterion for crack extension, Irwin's elastic stress field near the crack tip, and the influence of small-scale plasticity are discussed. Common stress intensities factor solutions and methods for determining them are included. Fracture toughness and subcritical crack growth are discussed. The application of fracture mechanics to damage tolerance and fracture control is discussed. Several example problems and a practice set of problems are given.

Life prediction and constitutive models for engine hot section anisotropic materials program

This report presents the results from a 35 month period of a program designed to develop generic constitutive and life prediction approaches and models for nickel-based single crystal gas turbine airfoils. The program is composed of a base program and an optional program. The base program addresses the high temperature coated single crystal regime above the airfoil root platform. The optional program investigates the low temperature uncoated single crystal regime below the airfoil root platform including the notched conditions of the airfoil attachment. Both base and option programs involve experimental and analytical efforts. Results from uniaxial constitutive and fatigue life experiments of coated and uncoated PWA 1480 single crystal material form the basis for the analytical modeling effort. Four single crystal primary orientations were used in the experiments: (001), (011), (111), and (213). Specific secondary orientations were also selected for the notched experiments in the optional program. Constitutive models for an overlay coating and PWA 1480 single crystal material were developed based on isothermal hysteresis loop data and verified using thermomechanical (TMF) hysteresis loop data. A fatigue life approach and life models were selected for TMF crack initiation of coated PWA 1480. An initial life model used to correlate smooth and notched fatigue data obtained in the option program shows promise. Computer software incorporating the overlay coating and PWA 1480 constitutive models was developed.

Fuzzy sets, rough sets, and modeling evidence: Theory and Application. A Dempster-Shafer based approach to compromise decision making with multiattributes applied to product selection

The Dempster-Shafer theory of evidence is applied to a multiattribute decision making problem whereby the decision maker (DM) must compromise with available alternatives, none of which exactly satisfies his ideal. The decision mechanism is constrained by the uncertainty inherent in the determination of the relative importance of each attribute element and the classification of existing alternatives. The classification of alternatives is addressed through expert evaluation of the degree to which each element is contained in each available alternative. The relative importance of each attribute element is determined through pairwise comparisons of the elements by the decision maker and implementation of a ratio scale quantification method. Then the 'belief' and 'plausibility' that an alternative will satisfy the decision maker's ideal are calculated and combined to rank order the available alternatives. Application to the problem of selecting computer software is given.
