The Open Science Cyber Risk Profile: The Rosetta Stone for Open Science and Cybersecurity

The Open Science Cyber Risk Profile (OSCRP) working group has created a document that motivates scientists by demonstrating how improving their security posture reduces the risks to their science. This effort aims to both bridge the communication gap between scientists and IT security professionals and allows for the effective management of risks to open science caused by IT security threats.

Nuclear Power Plant Simulation and Cybersecurity

Critical infrastructure protection is vital to the day-to-day operation of any country, and those systems need to be protected to the fullest extent possible. As with what was seen in Ukraine in late 2016, with the cyber attack on the power grid, these systems are susceptible to attacks that can cause serious damage, both physically and economically. This incident shut down the power grid for 6 hours, with nearly 80,000 people affected. Cyber security can be referred to as the protection of data and systems in networks, both wired and wireless, from unauthorized access or attack. In nuclear power plants, assessments of cyber security are critical to ensuring the safe and reliable operation of the systems used. According to the Nuclear Regulatory Commission (NRC), the purpose of cyber security assessments is to detect and then eliminate or mitigate vulnerabilities in the digital system that could be exploited either from outside or inside the digital system protected area. These cyber security assessments are essentially intended to reduce cyber security risk. The NRC refers to cyber security risk as the combination of the consequence to the nuclear power plant and the susceptibility of a digital system to internal and external cyber attack.

Vehicle Cybersecurity Threats and Mitigation Approaches

Federal fleet managers and the information technology teams working with them need to understand the threats associated with modern vehicles. As vehicles become safer overall, the dangers change from distracted drivers to privacy intrusion and compromised operation. While fleet managers cannot necessarily change the configurations of manufacturer settings in mass market vehicles, they can influence what protective measures are taken in supplemental equipment or pilot-project vehicles. This report identifies security concerns, mitigation techniques, and procurement language that may be applicable in certain cases.

Cyber100 Compass: Quantification of Cybersecurity Risks for Systems Transitioning to High Levels of Renewables (Final Report)

The shift to high levels of renewable deployment will entail a significant re-engineering of the grid. As investors, utilities, customers, and others prepare for clean energy transitions, there is need to understand how restructuring the grid to accommodate renewables will change the attack surface of the grid and accompanying cyber risk. However, today the cyber-physical risks associated with electric grids incorporating high levels of renewable deployment remain largely unknown. The Cyber100 Compass proof-of-concept application attempts to quantify future cyber-physical security risks by combining risk data gathered from subject matter experts (SMEs) with input from system planners about conditions they expect to be true about their electric systems in the future. Users provide data about their organization’s tolerance for risk; the value they place on avoiding the consequences of different cyber events; and conditions that they expect to be true on their systems at some point in the future. The SMEs provide baseline probabilities for different cyber events; the probability that an event will be low-, moderate-, or high-impact; and the amount by which user-identified conditions on their systems will change the likelihood of the cyber events. The application takes both the user and SME input and performs a series of Monte Carlo simulations to arrive at a quantification of risk.

Employing a User-Centered Design Process for Cybersecurity Awareness in the Power Grid

In this paper, we discuss the process we are using in the design and implementation of a tool to improve the situation awareness of cyberattacks in the power grid. We provide details on the steps we have taken to date and describe the steps that still need to be accomplished. The focus of this work is to provide situation awareness (SA) (Endsley, 1995) of the power grid to staff from different, non-overlapping roles in an electrical transmission organization in order to facilitate an understanding of a possible occurrence of a cyberattack. Our approach follows a user-centered design process and includes determining the types of information to display, the format of the displays, and the personnel to whom the display should be shown. Additionally there is the issue of how much help the tool can provide in the way of assessing the probability of a cyberattack given the current status of various portions of the power grid. Regardless, the ability to provide a common operating picture should enable the various groups to collaborate on a response.

Cybersecurity - Host-based Intrusion Detection Systems (HIDS)

Given a set of flight trajectories, can we classify the trajectories that do not follow a normal path? By identifying abnormal trajectories, further analysis can be done to determine the reasoning for these actions. Addressing these scenarios can bring possible solutions for holding and rerouting problems when its time to incorporate UAM in the airspace.
