Earned Value Management (EVM) Implementation Handbook

The purpose of this handbook is to provide Earned Value Management (EVM) guidance for the effective application, implementation, and utilization of EVM on NASA programs, projects, major contracts and subcontracts in a consolidated reference document. EVM is a project management process that effectively integrates a project?s scope of work with schedule and cost elements for optimum project planning and control. The goal is to achieve timely and accurate quantification of progress that will facilitate management by exception and enable early visibility into the nature and the magnitude of technical problems as well as the intended course and success of corrective actions.

Orbiter Avionics Radiation Handbook

This handbook was assembled to document he radiation environment for design of Orbiter avionics. It also maps the environment through vehicle shielding and mission usage into discrete requirements such as total dose. Some details of analytical techniques for calculating radiation effects are provided. It is anticipated that appropriate portions of this document will be added to formal program specifications.

NASA Work Breakdown Structure (WBS) Handbook

The purpose of this document is to provide program/project teams necessary instruction and guidance in the best practices for Work Breakdown Structure (WBS) and WBS dictionary development and use for project implementation and management control. This handbook can be used for all types of NASA projects and work activities including research, development, construction, test and evaluation, and operations. The products of these work efforts may be hardware, software, data, or service elements (alone or in combination). The aim of this document is to assist project teams in the development of effective work breakdown structures that provide a framework of common reference for all project elements.

Capacity Building Engagement for Estimating Forest Stand Height Utilizing the SAR Handbook

Utilizing Synthetic Aperture Radar (SAR) which provides information such as vegetation structure and moisture content, independently of weather conditions is a powerful tool that can be employed to more effectively monitor deforestation and estimate biomass which is of paramount concern, especially in South and Southeast Asia which contain nearly 15% of all tropical forests. SERVIR, a NASA-USAID initiative, works in partnership with regional hubs around the world building capacity through promoting the use of Earth observations and geospatial technologies. The SERVIR Global network and the Silva Carbon program collaboratively developed the SAR Handbook: Comprehensive Methodologies for Forest Monitoring and Biomass Estimation which set out to reduce the barriers associated with leveraging SAR and increase the capacity of researchers and practitioners globally to use SAR for monitoring. In particular, utilizing SAR to estimate Forest Stand Height (FSH) is crucial for greenhouse gas emissions reporting and estimating carbon storage. Programs such as Reducing Emissions from Deforestation and Forest Degradation (REDD) rely on parameters such as these for their monitoring efforts. This talk will showcase the collaborative efforts, emergent geospatial technology leveraged, and capacity building approaches utilized by our team to conduct a South and Southeast Asia focused in-person training event located at SERVIR-Mekong, a SERVIR hub lead by the Asian Disaster Preparedness Center (ADPC) in Bangkok.

NASA Ames Arc Jet Complex Measurements Handbook

The Arc Jet Measurement System Handbook will serve as a reference of the calculations and formulas used by the Arc Jet Complex Data Acquisition System. It is the objective that Code ASF personnel and experimenters will be able to manually reproduce data calculations performed by the Arc Jet Data Acquisition System using these formulas as a guide.

NASA Work Breakdown Structure (WBS) Handbook

The purpose of this document is to provide program/project teams necessary instruction and guidance in the best practices for WBS and WBS dictionary development and use for project implementation and management control. This handbook can be used for all types of NASA projects and work activities including research, development, construction, test and evaluation, and operations. The products of these work efforts may be hardware, software, data, or service elements (alone or in combination). The aim of this document is to assist project teams in the development of effective work breakdown structures that provide a framework of common reference for all project elements. The WBS and WBS dictionary are effective management processes for planning, organizing, and administering NASA programs and projects. The guidance contained in this document is applicable to both in-house, NASA-led effort and contracted effort. It assists management teams from both entities in fulfilling necessary responsibilities for successful accomplishment of project cost, schedule, and technical goals. Benefits resulting from the use of an effective WBS include, but are not limited to: providing a basis for assigned project responsibilities, providing a basis for project schedule and budget development, simplifying a project by dividing the total work scope into manageable units, and providing a common reference for all project communication.

Handbook of Molecular Beam Epitaxy of Oxide Materials: Epitaxial Complex Oxide Growth on Semiconductors

This chapter covers the epitaxy of complex oxides on common inorganic semiconductors. The chapter opens with an introduction, motivating the subject and highlighting key general challenges (Section 6.1). We then proceed to describe the general steps of the growth procedure in Section 6.2, which concludes with an overall discussion about trade-offs and expectation management, with an emphasis on the oxide–semiconductor interface. From there, the text describes oxide growth on the common semiconductors, starting with silicon (Section 6.3), where surface reactions and oxidation are the most challenging aspects. Oxide epitaxy on germanium is described in Section 6.4, which is a less challenging oxide growth scheme on semiconductors. Section 6.5 describes oxide epitaxy on gallium arsenide, one of the more challenging schemes, where interface stability and surface preparation pose key challenges. Finally, in Section 6.6, oxide epitaxy on gallium nitride is described, where the lattice mismatch takes the stage as the key challenge. Altogether, this chapter aims to provide the reader with the practical knowledge, tactics and strategies for oxide epitaxy on semiconductors.

Surface Energy Balance System (SEBS) Instrument Handbook

A Surface Energy Balance System (SEBS) has been installed collocated with each deployed ECOR system at the Southern Great Plains (SGP), North Slope of Alaska (NSA), Tropical Western Pacific (TWP), ARM Mobile Facility 1 (AMF1), and ARM Mobile Facility 2 (AMF2). The surface energy balance system consists of upwelling and downwelling solar and infrared radiometers within one net radiometer, a wetness sensor, and soil measurements. The SEBS measurements allow the comparison of ECOR sensible and latent heat fluxes with the energy balance determined from the SEBS and provide information on wetting of the sensors for data quality purposes.

Surface Meteorological System (MET) Instrument Handbook

The Surface Meteorological System (MET) consist mainly of conventional in situ sensors that obtain a defined “core” set of measurements. The core set of measurements is: Barometric Pressure (kPa), Temperature (°C), Relative Humidity (%), Arithmetic-Averaged Wind Speed (m/s), Vector-Averaged Wind Speed (m/s), and Vector-Averaged Wind Direction (deg). The sensors that collect the core variables are mounted at the standard heights defined for each variable: • Winds: 10 meters • Temperature and Relative Humidity: 2 meters • Barometric Pressure: 1 meter. Depending upon the geographical location, different models and types of sensors may be used to measure the core variables due to the conditions experienced at those locations. Most sites have additional sensors that measure other variables that are unique to that site or are well suited for the climate of the location but not at others.

This precision gas system (PGS) makes high-accuracy, high-precision measurements of CO2 mixing ratio (ppmv dry air) in air sampled at 2, 4, 25, and 60 m above the ground.
