Metrication report to the Congress

The principal NASA metrication activities for FY 1989 were a revision of NASA metric policy and evaluation of the impact of using the metric system of measurement for the design and construction of the Space Station Freedom. Additional studies provided a basis for focusing follow-on activity. In FY 1990, emphasis will shift to implementation of metric policy and development of a long-range metrication plan. The report which follows addresses Policy Development, Planning and Program Evaluation, and Supporting Activities for the past and coming year.

Common Bolted Joint Analysis Tool

Common Bolted Joint Analysis Tool (comBAT) is an Excel/VB-based bolted joint analysis/optimization program that lays out a systematic foundation for an inexperienced or seasoned analyst to determine fastener size, material, and assembly torque for a given design. Analysts are able to perform numerous what-if scenarios within minutes to arrive at an optimal solution. The program evaluates input design parameters, performs joint assembly checks, and steps through numerous calculations to arrive at several key margins of safety for each member in a joint. It also checks for joint gapping, provides fatigue calculations, and generates joint diagrams for a visual reference. Optimum fastener size and material, as well as correct torque, can then be provided. Analysis methodology, equations, and guidelines are provided throughout the solution sequence so that this program does not become a "black box:" for the analyst. There are built-in databases that reduce the legwork required by the analyst. Each step is clearly identified and results are provided in number format, as well as color-coded spelled-out words to draw user attention. The three key features of the software are robust technical content, innovative and user friendly I/O, and a large database. The program addresses every aspect of bolted joint analysis and proves to be an instructional tool at the same time. It saves analysis time, has intelligent messaging features, and catches operator errors in real time.

CLASS: Coherent Lidar Airborne Shear Sensor. Windshear avoidance

The coherent lidar airborne shear sensor (CLASS) is an airborne CO2 lidar system being designed and developed by Lockheed Missiles and Space Company, Inc. (LMSC) under contract to NASA Langley Research Center. The goal of this program is to develop a system with a 2- to 4-kilometer range that will provide a warning time of 20 to 40 seconds, so that the pilot can avoid the hazards of low-altitude wind shear under all weather conditions. It is a predictive system which will warn the pilot about a hazard that the aircraft will experience at some later time. The ability of the system to provide predictive warnings of clear air turbulence will also be evaluated. A one-year flight evaluation program will measure the line-of-sight wind velocity from a wide variety of wind fields obtained by an airborne radar, an accelerometer-based reactive wind-sensing system, and a ground-based Doppler radar. The success of the airborne lidar system will be determined by its correlation with the windfield as indicated by the onboard reactive system, which indicates the winds actually experienced by the NASA Boeing 737 aircraft.

Research, development and application of noncombustible Beta fiber structures

Beta fiber was selected as the primary material for flexible fibrous structures used in spacecraft and crew systems applications in the Apollo program because it was noncombustible in a 100 percent oxygen atmosphere up to 16.5 psia. It met NASA criteria for outgassing, toxicity, odor, and crew comfort, and possessed sufficient durability to last through the mission. Topics discussed include: study of spacecraft applications; design of Beta fiber textile structures to meet the requirements; selection of surface treatments (finishes, coatings, and printing systems) to impart the required durability and special functional use to the textile structures; development of sewing and fabrication techniques; and testing and evaluation programs, and development of production sources.

SMART Rotor Development and Wind-Tunnel Test

Boeing and a team from Air Force, NASA, Army, Massachusetts Institute of Technology, University of California at Los Angeles, and University of Maryland have successfully completed a wind-tunnel test of the smart material actuated rotor technology (SMART) rotor in the 40- by 80-foot wind-tunnel of the National Full-Scale Aerodynamic Complex at NASA Ames Research Center, figure 1. The SMART rotor is a full-scale, five-bladed bearingless MD 900 helicopter rotor modified with a piezoelectric-actuated trailing-edge flap on each blade. The development effort included design, fabrication, and component testing of the rotor blades, the trailing-edge flaps, the piezoelectric actuators, the switching power amplifiers, the actuator control system, and the data/power system. Development of the smart rotor culminated in a whirl-tower hover test which demonstrated the functionality, robustness, and required authority of the active flap system. The eleven-week wind tunnel test program evaluated the forward flight characteristics of the active-flap rotor, gathered data to validate state-of-the-art codes for rotor noise analysis, and quantified the effects of open- and closed-loop active-flap control on rotor loads, noise, and performance. The test demonstrated on-blade smart material control of flaps on a full-scale rotor for the first time in a wind tunnel. The effectiveness and the reliability of the flap actuation system were successfully demonstrated in more than 60 hours of wind-tunnel testing. The data acquired and lessons learned will be instrumental in maturing this technology and transitioning it into production. The development effort, test hardware, wind-tunnel test program, and test results will be presented in the full paper.

Spatial Resolution Characterization for AWiFS Multispectral Images

Within the framework of the Joint Agency Commercial Imagery Evaluation program, the National Aeronautics and Space Administration, the National Geospatial-Intelligence Agency, and the U.S. Geological Survey cooperate in the characterization of high-to-moderate-resolution commercial imagery of mutual interest. One of the systems involved in this effort is the Advanced Wide Field Sensor (AWiFS) onboard the Indian Remote Sensing (IRS) Reourcesat-1 satellite, IRS-P6. Spatial resolution of the AWiFS multispectral images was characterized by estimating the value of the system Modulation Transfer Function (MTF) at the Nyquist spatial frequency. The Nyquist frequency is defined as half the sampling frequency, and the sampling frequency is equal to the inverse of the ground sample distance. The MTF was calculated as a ratio of the Fourier transform of a profile across an AWiFS image of the Lake Pontchartrain Causeway Bridge and the Fourier transform of a profile across an idealized model of the bridge for each spectral band evaluated. The mean MTF value for the AWiFS imagery evaluated was estimated to be 0.1.

Computer/PERT technique monitors actual versus allocated costs

A computer method measures the users performance in cost-type contracts utilizing the existing nasa program evaluation review technique without imposing any additional reporting requirements. progress is measured by comparing actual costs with a value of work performed in a specific period.

Radiographic threshold detection levels of aluminum weld defects

Test program is used in the design and fabrication of special graduated aluminum penetrometers. The program evaluates the threshold detection capabilities of a fixed radiographic technique in detecting surface and subsurface cracks in one-quarter inch aluminum welds. The radiographic films were evaluated and the threshold detection capabilities defined.
