Evaluating the benefits of government funded R & D aimed at the private sector

Federal funding of technological research and development is discussed with regard to the procedures for an economic analysis with the goals of (1) determining when the public sector should invest in a research and development program, (2) evaluating the likelihood of private sector participation in terms of public sector participation, and (3) considering the major factors in the formulation of a research and development program in terms of defining initiatives. Public sector investments are evaluated, noting procedures for determining whether benefits exceed costs. The role of the public sector research and development planning is described, considering the procedure for private sector implementation decisions and a methodology for evaluating the possibility of private sector commercialization. The economic value of the public sector research and development program is presented with attention given to a specific case of NASA-sponsored research and development aimed toward the commercialization of new public communications services.

Method for shaping and aiming narrow beams

A sonar method and apparatus is discribed which utilizes a linear frequency chirp in a transmitter/receiver having a correlator to synthesize a narrow beamwidth pattern from otherwise broadbeam transducers when there is relative velocity between the transmitter/receiver and the target. The chirp is so produced in a generator in bandwidth, B, and time, T, as to produce a time bandwidth product, TB, that is increased for a narrower angle. A replica of the chirp produced in a generator is time delayed and Doppler shifted for use as a reference in the receiver for correlation of received chirps from targets. This reference is Doppler shifted to select targets preferentially, thereby to not only synthesize a narrow beam but also aim the beam in azimuth and elevation.

Flow processes in overexpanded chemical rocket nozzles. Part 3: Methods for the aimed flow separation and side load reduction

Methods aimed at reduction of overexpansion and side load resulting from asymmetric flow separation for rocket nozzles with a high opening ratio are described. The methods employ additional measures for nozzles with a fixed opening ratio. The flow separation can be controlled by several types of nozzle inserts, the properties of which are discussed. Side loads and overexpansion can be reduced by adapting the shape of the nozzle and taking other additional measures for controlled separation of the boundary layer, such as trip wires.

Action Information Management System (AIMS): a User's View

The initial approach used in establishing a user-defined information system to fulfill the needs of users at NASA Headquarters was unsuccessful in bringing this pilot endeaveor to full project status. The persistence of several users and the full involvement of the Ames Research Center were the ingredients needed to make the AIMS project a success. The lesson learned from this effort is that NASA should always work from its organizational strengths as a Headquarters-Center partnership.

Overview of processing activities aimed at higher efficiencies and economical production

An overview of processing activities aimed at higher efficiencies and economical production were presented. Present focus is on low-cost process technology for higher-efficiency cells of up to 18% or higher. Process development concerns center on the use of less than optimum silicon sheet, the control of production yields, and making uniformly efficient large-area cells. High-efficiency cell factors that require process development are bulk material perfection, very shallow junction formation, front-surface passivation, and finely detailed metallization. Better bulk properties of the silicon sheet and the keeping of those qualities throughout large areas during cell processing are required so that minority carrier lifetimes are maintained and cell performance is not degraded by high doping levels. When very shallow junctions are formed, the process must be sensitive to metallizatin punch-through, series resisitance in the cell, and control of dopant leaching during surface passivation. There is a need to determine the sensitivity to processing by mathematical modeling and experimental activities.

Aiming Instruments On The Space Station

Report discusses capabilities and requirements for aiming scientific instruments carried aboard proposed Space Station. Addresses two issues: whether system envisioned for pointing instruments at celestial targets offers sufficiently low jitter, high accuracy, and high stability to meet scientific requirements; whether it can do so even in presence of many vibrations and other disturbances on Space Station. Salient conclusion of study, recommendation to develop pointing-actuator system including mechanical/fluid base isolator underneath reactionaless gimbal subsystem. This kind of system offers greatest promise of high performance, cost-effectiveness, and modularity for job at hand.

Preventing Aim At An Undesired Target

Electronic system controls changes in orientation of optical instrument. Slew-control system includes avoidance-control logic, which overrides slew-control error generator when line of sight of instrument comes within cone of avoidance around line of sight to Sun. Normal slewing trajectory interrupted by avoidance-control logic, which computes actuator torques taking line of sight around cone of avoidance. Used to protect delicate photodetectors in servocontrolled infrared spectrometer or imaging instrument against damage occurring if instrument aimed at Sun or another excessively bright object.

Aiming Schedule For Orbiting Astrometric Telescope

Report discusses schedule of observation times and aiming directions of proposed astrometric telescope facility mounted on Space Station in orbit around Earth. Primarily makes repeated observations of apparent positions of each of 127 selected stars with respect to distant reference stars in same field of view known to have unperturbed proper motions. Purpose of observations to detect motions of selected stars about centers of mass and to analyze harmonic content of motions to infer existence, number, masses, and orbital radii of planets.

Improvements In Processing And Aiming For Squint-Mode SAR

Improved technique for aiming antenna of synthetic-aperture radar (SAR) operating in squint imaging mode (SIM) complements improved algorithm for processing raw SIM SAR data. Developed to reduce deleterious effects of two unique characteristics of SIM SAR: large range walk and large variation of Doppler centroid as function of range.

Balloon-Borne System Would Aim Instrument Toward Sun

Proposed system including digital control computer, control sensors, and control actuators aims telescope or other balloon-borne instrument toward Sun. Pointing system and instrument flown on gondola, suspended from balloon. System includes reaction wheel, which applies azimuthal control torques to gondola, and torque motor to apply low-frequency azimuthal torques between gondola and cable. Three single-axis rate gyroscopes measure yaw, pitch, and roll. Inclinometer measures roll angle. Two-axis Sun sensor measures deviation, in yaw and pitch, of attitude of instrument from line to apparent center of Sun. System provides initial coarse pointing, then maintains fine pointing.
