Implementation Aspects of Smart Grids Cyber-Security Cross-Layered Framework for Critical Infrastructure Operation

Communication networks in power systems are a major part of the smart grid paradigm. It enables and facilitates the automation of power grid operation as well as self-healing in contingencies. Such dependencies on communication networks, though, create a roam for cyber-threats. An adversary can launch an attack on the communication network, which in turn reflects on power grid operation. Attacks could be in the form of false data injection into system measurements, flooding the communication channels with unnecessary data, or intercepting messages. Using machine learning-based processing on data gathered from communication networks and the power grid is a promising solution for detecting cyber threats. In this paper, a co-simulation of cyber-security for cross-layer strategy is presented. The advantage of such a framework is the augmentation of valuable data that enhances the detection as well as identification of anomalies in the operation of the power grid. The framework is implemented on the IEEE 118-bus system. The system is constructed in Mininet to simulate a communication network and obtain data for analysis. A distributed three controller software-defined networking (SDN) framework is proposed that utilizes the Open Network Operating System (ONOS) cluster. According to the findings of our suggested architecture, it outperforms a single SDN controller framework by a factor of more than ten times the throughput. This provides for a higher flow of data throughout the network while decreasing congestion caused by a single controller’s processing restrictions. Furthermore, our CECD-AS approach outperforms state-of-the-art physics and machine learning-based techniques in terms of attack classification. The performance of the framework is investigated under various types of communication attacks.

Model-Free Data Authentication for Cyber Security in Power Systems

With the development and wide deployment of measurement equipment, data can be automatically measured and visualized for situation awareness in power systems. However, the cyber security of power systems is also threated by data spoofing attacks. This letter proposed a measurement data source authentication (MDSA) algorithm based on feature extraction techniques including ensemble empirical mode decomposition (EEMD) and fast Fourier transform (FFT), and machine learning for real-time measurement data classification. Compared with previous work, the proposed algorithm can achieve higher accuracy of MDSA using a shorter window of data from closely located synchrophasor measurement sensors.

Cyber Security for the Spaceport Command and Control System: Vulnerability Management and Compliance Analysis

With the rapid development of the Internet, the number of malicious threats to organizations is continually increasing. In June of 2015, the United States Office of Personnel Management (OPM) had a data breach resulting in the compromise of millions of government employee records. The National Aeronautics and Space Administration (NASA) is not exempt from these attacks. Cyber security is becoming a critical facet to the discussion of moving forward with projects. The Spaceport Command and Control System (SCCS) project at the Kennedy Space Center (KSC) aims to develop the launch control system for the next generation launch vehicle in the coming decades. There are many ways to increase the security of the network it uses, from vulnerability management to ensuring operating system images are compliant with securely configured baselines recommended by the United States Government.

A Real-Time Testbed for Smart Inverter Cyber Security Studies

Distributed energy resources (DER) have become a popular solution to modern-day issues surrounding the efficiency and reliability of power generation, as well as climate change concerns. Energy centers are shifting towards incorporating smart inverters with embedded functionalities such as high voltage ride through (HVRT), low voltage ride through (LVRT), active and reactive power compensation. However, the integration of smart inverters leave DER systems highly vulnerable to cybersecurity threats. The distributed network protocol 3 (DNP3) is a common method of communication between grid-tied hardware. Despite its popularity, the level of security leaves all hardware connected to the grid at risk of severe cyber-attacks. Thus, it is important to study any potential cybersecurity threats towards grid-tied smart inverters to mitigate cybersecurity vulnerabilities and refine existing cyber-security protections. This report describes the proposed testbed design to study cybersecurity threats to smart inverters. The testbed utilizes a real-time simulation case in RSCAD that includes a grid-tied wind turbine (WT) topology featuring two back-to-back two-level voltage source converters (BTB,2L-VSCs) and a permanent magnet synchronous machine (PMSM). The simulated case runs within the NovaCor real time digital simulator (RTDS). This report focuses on the design and implementation of a single module of the GTNETx2 card as a distributed network protocol and the configuration of an IEEE 1518 DNP database file that includes input and output variables mapped to different connection points in the grid that transmit and receive discrete, analog, and binary signals on command. This allows realistic emulation of the communication between the smart inverter and the grid for cybersecurity studies.

Real-World Cyber Security Demonstration for Networked Electric Drives

In this article, we present the design and implementation of a cyber-physical security testbed for networked electric drive systems, aimed at conducting real-world security demonstrations. To our knowledge, this is one of the first security testbeds for networked electric drives, seamlessly integrating the domains of power electronics and computer science, and cybersecurity. By doing so, the testbed offers a comprehensive platform to explore and understand the intricate and often complex interactions between cyber and physical systems. The core of our testbed consists of four electric machine drives, meticulously configured to emulate small-scale but realistic information technology (IT) and operational technology (OT) networks. This setup both provides a controlled environment for simulating a wide array of cyber-attacks, and mirrors potential real-world attack scenarios with a high degree of fidelity. The testbed serves as an invaluable resource for the study of cyber-physical security, offering a practical and dynamic platform for testing and validating cybersecurity measures in the context of networked electric drive systems. As a concrete example of the testbed's capabilities, we have developed and implemented a Python-based script designed to execute step-stone attacks over a wireless local area network (WLAN). This script leverages a sequence of target IP addresses, simulating a real-world attack vector that could be exploited by adversaries. To counteract such threats, we demonstrate the efficacy of our developed cyber-attack detection algorithms, which are integral to our testbed's security framework. Furthermore, the testbed incorporates a real-time visualization system using InfluxDB and Grafana, providing a dynamic and interactive representation of networked electric drives and their associated security monitoring mechanisms. This visualization component not only enhances the testbed's usability but also offers insightful, real-time data for researchers and practitioners, thereby facilitating a deeper understanding of cyber-physical security dynamics in networked electric drive systems.

Ultra-Low Disorder Graphene Quantum Dot-Based Spin Qubits for Cyber Secure Fossil Energy Infrastructure (Final Technical Report)

The overarching goal of the proposed project is to demonstrate the feasibility of creating ultralow local disorder graphene quantum dots (GQDs)-based high-speed, high-fidelity spin quantum bits (qubits) for extremely cyber-secure coal energy plants of the future. Despite their inherent benefits, the coherence times in the state-of-the-art GQD qubits are still low primarily due to the local disorder in GQD devices generated during lithographic fabrication of GQDs. Hence, the focus of this research is to prepare ultralow disorder GQDs (e.g., edge roughness ~0.5nm) and evaluate the low temperature (~mK) charge/spin transport characteristics of the engineered GQD qubit platform. To achieve minimal disorder in GQD qubits, we employ a novel approach that combines nanotomy (novel GQD fabrication technique developed by the PI) and scanning probe microscopy-atomic oxidation lithography (SPM-AOL).

Blockchain-Enabled Cyber-Secure Microgrid Control Using Consensus Algorithm: Preprint

This paper proposes a distributed control method based on a consensus algorithm for distributed energy resources (DERs) using blockchain as a secure communication medium for cyber resilience. Each DER communicates with a local blockchain server that is maintained by the distributed ledger technology to allow for securely sharing local measurements among neighboring assets to achieve the global control objectives, i.e., voltage and frequency regulation as well as accurate power sharing among the DERs, including collective grid-forming capability. To prove that the distributed control can retain system stability under a blockchain-induced variable communication delay, Lyapunov function-based stability analysis is carried out. This paper demonstrates the concept on an 11-bus test case developed in MATLAB Simulink, which has been modified from the IEEE 9-bus test case, to study dynamic operations of the five inverter-based DERs working with a blockchain-induced variable delay. The results validate the superior performance of the proposed control method, compared to heavily compromised operations of the other test cases without the security measure, affected by heavy communication delays and communication interruptions.

Communication Network Layer State Estimation Measurement Model for a Cyber-Secure Smart Grid

Network communication has been proven to be a very important tool and a key factor in the recent development and progress of the power grid operation. It is also considered as the foundation for the smart grid because information and communication are integrated into electricity distribution to achieve reliable and accurate knowledge of the power grid. In previous years, absorbing energy from substations and delivering it to customers was the only type of interaction we knew between utility companies and customers. Presently, the growing connections of small distributed generation units caused by the cost reduction of most of the technologies used in generation and storage of electrical energy, along with the potential benefits of renewable energy have pushed many researchers to look into the improvement of information and communication technologies (ICT) in order to ensure a bidirectional flow of power and data. Moreover, the evolution of information and communication technologies and its applications to smart grid have converted the smart grid into a cyber-physical system where vulnerabilities and additional security challenges such as cyber-threats and cyber-attacks have emerged. Previously, we have demonstrated that using machine learning-based processing on data gathered from communication networks and the power grid was a promising solution for detecting cyber threats by implementing a co-simulation of cyber-security for cross-layer strategy. Since the majority of the challenges observed can only be solved in the network communication layer, we present in this work a physics-based state estimation model of the communication network system towards enhanced cyber-physical security of the smart grid. Information integration with the previously developed machine learning model is developed, providing a enhanced cyber-physical security application for the smart grid. Easy-to-implement model, without hard-to-derive parameters, highlight potential aspects of the model for real-life applications.

Supporting Cyber Security of Power Distribution Systems by Detecting Differences Between Real-time Micro-Synchrophasor Measurements and Cyber-Reported SCADA (Final Report)

As modern power grids tend towards greater levels of automation and communication, the challenges of identifying and mitigating vulnerabilities to cyber-attacks are ones that are increasingly demanding attention. Today’s power system has evolved to form the foundational bedrock of modern society, and an attack on this infrastructure could prove disastrous. In this project we were tasked to investigate the use of distribution synchrophasors as an independent isolated sensor network with which we can corroborate, or flag potentially spoofed,Supervisory Control And Data Acquisition (SCADA) data. We adapted an approach to marry the underlying physical properties of power systems with the network communications used by power systems in order to offer insights unattainable by either data stream isolation. While the concept of intrusion detection systems (IDS) is well understood for monitoring network traffic and traditional IT computing systems, the approach discussed in this report is motivated by several key notions: first, current SCADA communications alone presents an incomplete view of the grid. Second, the power grid, and the equipment controlling it, is grounded by laws of physics. Given this, we leverage high-frequency physical grid measurements to understand the physical condition of the grid, and combine this with SCADA. While high-frequency physical grid measurements and SCADA communication over Internet Protocol (IP) networks are fundamentally disparate information sources, when collectively examined through appropriate lenses, they offer a much more nuanced depiction of the grid.

Cyber Secure Sensor Network for Fossil Fuel Power Generation Assets Monitoring

The energy sector is undergoing digital transformation which is to say more and more power generation assets have become automated and connected to the internet. The connected sensors can tap into plants to monitor the health of assets and manage fleets remotely. These are just some of the benefits digitalization is bringing to the power industry. Within a power plant, control systems are no longer concerned with one system or one piece of equipment, but rather whole fleet of assets inter-connected with smart sensors which have the function of continuously monitoring and transmitting real-time operational data to operators. These connected systems will form a part of the industrial internet of things (IIoT). The big data scenarios provide benefits of performing system prognostics and optimization which is a key selling point of power plant digitalization.

User Access to Scientific Facilities via 5G: A Cyber Security Thought Experiment

5G is more than an over-the-air radio technology upgrade. It is a strategy to extend Mobile Network Operator service offerings beyond traditional voice, instant messaging and Internet access. 5G Mobile Network Operators will offer new telecommunication services that include enhanced guarantees of confidentiality, integrity and availability. How could such services change the way Science collaborations connect scientists to supercomputers and other scientific facilities? Current scientific collaborations implicitly trust cloud service providers to securely store and process data. The perceived risks of outsourcing Science data security are counterbalanced by assurances that cloud providers operate at a scale that allows them to implement security measures impractical for Science collaborations (e.g. continuous system administrator behavioral monitoring and strict individual separation of duties). If that is true for a cloud service provider like Amazon Web Services (2018 revenue: $25.7 billion), could it also be true for Mobile Network Operators like Verizon Wireless (2018 revenue: $91.7 billion) or AT&T Mobility (2018 revenue: $71.3 billion)? DOE Leadership Class supercomputer facility users currently access them from the public Internet via Secure Shell. The sponsors and operators of the supercomputer facilities have determined that the public Internet path between the Scientist’s Device and the Login Node does not natively provide enough confidentiality or integrity to protect those communications. Therefore, the facilities achieve additional confidentiality and integrity by requiring Secure Shell encryption across those untrusted network paths. Using 5G Network Slice technology, a Mobile Network Operator may offer communication services between supercomputer users and facilities that natively provide confidentiality and integrity guarantees. Sponsors and operators of supercomputer facilities may determine that these guarantees provide enough confidentiality and integrity to protect those communications. If so, a 5G Network Slice could replace an SSH session running over the public Internet. Finally, this use case could be extended to other Office of Science user facility access requirements. Consider microscopy instruments at (e.g.) the Center for Nanoscale Materials or the Environmental Molecular Sciences Laboratory. The embedded systems controlling such instruments may not always support encrypted network access technologies like SSH. 5G Network Slices may offer an alternative to current VPN or SSH tunneling techniques, with additional benefits like guaranteed minimum bandwidth.
