National law enforcement telecommunications network

Alternative approaches are analyzed to a National Law Enforcement Telecommunications Network (NALECOM) designed to service all state-to-state and state-to-national criminal justice communications traffic needs in the United States. Network topology options were analyzed, and equipment and personnel requirements for each option were defined in accordance with NALECOM functional specifications and design guidelines. Evaluation criteria were developed and applied to each of the options leading to specific conclusions. Detailed treatments of methods for determining traffic requirements, communication line costs, switcher configurations and costs, microwave costs, satellite system configurations and costs, facilities, operations and engineering costs, network delay analysis and network availability analysis are presented. It is concluded that a single regional switcher configuration is the optimum choice based on cost and technical factors. A two-region configuration is competitive. Multiple-region configurations are less competitive due to increasing costs without attending benefits.

A telescopic jib for continuous adjustment

For special space applications, e.g. for experiments distant from any orbital platforms or manipulators a new kind of jibs with extreme extension capacity has to be designed. Considering the requirements, the telescopic principle is found to be the most promising. For the choice of the stiff structure, design criteria are evaluated. Special effort deals with the drive system. An electromechanical system can satisfy the requirements. First results of the development of such a drive are presented. The most significant features are: A telescopic assembly of tubes which can be mutually moved by a short spindle in the center of the package. An elastically suspended screw is located at the bottom of each tube. For the jib extension, these screws will be linked with the spindle. The control of their sequence and the adjustment of tubes in mutual end positions are performed by latches. A functional model proved the basic idea.

Economic evaluation of flying-qualities design criteria for a transport configured with relaxed static stability

Direct constrained parameter optimization was used to optimally size a medium range transport for minimum direct operating cost. Several stability and control constraints were varied to study the sensitivity of the configuration to specifying the unaugmented flying qualities of transports designed to take maximum advantage of relaxed static stability augmentation systems. Additionally, a number of handling qualities related design constants were studied with respect to their impact on the design.

Design drivers of the Space Station Propulsion System

The objective of this paper is to describe some of the factors that are being considered by NASA in the selection of the Space Station Propulsion System. The paper describes briefly several design alternatives under consideration. The emphasis of this paper is on understanding the criteria being used by NASA, rather than a quantitative evaluation of the design alternatives. Four system evaluation criteria are suggested: cost, safety, technical readiness, and opportunities for station evolution. Within the cost criteria, the impact of the design alternatives on maintenance and resupply costs is discussed. Safety is suggested to be determined more by the nature of the propellants than the possible loss of the propulsion function. Technical readiness is primarily an evaluation of the risk of schedule delay, more than a concern over a showstopper in the development of any of the systems. Finally, the opportunity for station evolution is described in terms of the development of an oxygen/hydrogen economy for the Space Station.

An approach for assessing software prototypes

A procedure for evaluating a software prototype is presented. The need to assess the prototype itself arises from the use of prototyping to demonstrate the feasibility of a design or development stategy. The assessment procedure can also be of use in deciding whether to evolve a prototype into a complete system. The procedure consists of identifying evaluations criteria, defining alterative design approaches, and ranking the alternatives according to the criteria.

Configuration evaluation and criteria plan. Volume 1: System trades study and design methodology plan (preliminary). Space Transportation Main Engine (STME) configuration study

The System Trades Study and Design Methodology Plan is used to conduct trade studies to define the combination of Space Shuttle Main Engine features that will optimize candidate engine configurations. This is accomplished by using vehicle sensitivities and engine parametric data to establish engine chamber pressure and area ratio design points for candidate engine configurations. Engineering analyses are to be conducted to refine and optimize the candidate configurations at their design points. The optimized engine data and characteristics are then evaluated and compared against other candidates being considered. The Evaluation Criteria Plan is then used to compare and rank the optimized engine configurations on the basis of cost.

Evaluation of High-Speed Civil Transport Handling Qualities Criteria with Supersonic Flight Data

Most flying qualities criteria have been developed from data in the subsonic flight regime. Unique characteristics of supersonic flight raise questions about whether these criteria successfully extend into the supersonic flight regime. Approximately 25 years ago NASA Dryden Flight Research Center addressed this issue with handling qualities evaluations of the XB-70 and YF-12. Good correlations between some of the classical handling qualities parameters, such as the control anticipation parameter as a function of damping, were discovered. More criteria have been developed since these studies. Some of these more recent criteria are being used in designing the High-Speed Civil Transport (HSCT). A second research study recently addressed this issue through flying qualities evaluations of the SR-71 at Mach 3. The research goal was to extend the high-speed flying qualities experience of large airplanes and to evaluate more recent MIL-STD-1797 criteria against pilot comments and ratings. Emphasis was placed on evaluating the criteria used for designing the HSCT. XB-70 and YF-12 data from the previous research supplemented the SR-71 data. The results indicate that the criteria used in the HSCT design are conservative and should provide good flying qualities for typical high-speed maneuvering. Additional results show correlation between the ratings and comments and criteria for gradual maneuvering with precision control. Correlation is shown between ratings and comments and an extension of the Neal/Smith criterion using normal acceleration instead of pitch rate.

A survey of parallel multigrid algorithms

A typical multigrid algorithm applied to well-behaved linear-elliptic partial-differential equations (PDEs) is described. Criteria for designing and evaluating parallel algorithms are presented. Before evaluating the performance of some parallel multigrid algorithms, consideration is given to some theoretical complexity results for solving PDEs in parallel and for executing the multigrid algorithm. The effect of mapping and load imbalance on the partial efficiency of the algorithm is studied.

Overview of the current MITRE effort

A logical view of the applications data service (ADS) as a distributed system was adopted. A hierarchical classification scheme of ADS features comprising 70 modes was developed. The framework for a preliminary assessment of the applicability Federal, national, and international standards to ADS was provided by the classification. Approximately 300 standards were gathered, screened, and documented. The survey was enlarged to incorporate standards from NASA headquarters and centers. Two efforts were initiated to (1) survey methodologies of the three ADS pilots, and (2) identify the requirements for standards of ADS members based on a survey of the pilots and on representative future members. Preliminary results of the requirements survey were used in the development of criteria for the evaluation of candidate standards. An evaluation process was designed incorporating these criteria.

Design of a Torque Current Generator for Strapdown Gyroscopes

The design, analysis, and experimental evaluation of an optimum performance torque current generator for use with strapdown gyroscopes, is presented. Among the criteria used to evaluate the design were the following: (1) steady-state accuracy; (2) margins of stability against self-oscillation; (3) temperature variations; (4) aging; (5) static errors drift errors, and transient errors, (6) classical frequency and time domain characteristics; and (7) the equivalent noise at the input of the comparater operational amplifier. The DC feedback loop of the torque current generator was approximated as a second-order system. Stability calculations for gain margins are discussed. Circuit diagrams are shown and block diagrams showing the implementation of the torque current generator are discussed.

Optimum design of spacecraft radiators for large capacity or long duration mission applications

Results of trade studies comparing optimum pumped fluid and hybrid heat pipe/pumped fluid radiator designs are presented. Design variables considered in the system optimization analyses include transport fluid properties and Reynolds number, pump loop component reliabilities, micrometeoroid protection, heat pipe spacing, manifolding and flow routing in pumped fluid designs, transport tubing spacing and diameters, and radiator fin parameters. Criteria for evaluating candidate radiator system designs include mass, radiator area, and overall system reliability. The studies show advantages in constructing large systems from small independent subsystems with oversizing to account for subsystem failures. The optimum size and survivability of the subsystems are identified as a function of the radiator construction, the system heat rejection requirements, the mission duration, and the system reliability requirements.

Integrated flight/propulsion control for supersonic STOVL aircraft

A technology program to investigate integrated flight/propulsion control-system design for STOVL fighter aircraft is described. Integrated control systems being developed by U.S. industry for specific STOVL concepts are discussed. Attention is given to NASA involvement in the definition of control concepts, design-methods and flying-qualities criteria, and the evaluation of these concepts and criteria in analytical design studies, in ground-based experiments, and in flight on the Harrier V/STOL research aircraft. Initial fixed-base simulation experiments conducted for two STOVL fighter concepts are discussed. These simulations defined acceptable transition flight envelopes, determined control power used during transition and hover, and provided evaluations of the integration of the flight and propulsion controls to achieve good flying qualities throughout the low-speed flight envelope.
