Igiugig Comprehensive Energy Plan Implementation Assistance

In 2023, the National Laboratory of the Rockies (NLR) partnered with the Renewable Energy Alaska Project (REAP) to provide technical assistance to Igiugig through the US Department of Energy's Energy Transitions Initiative Partnership Project (ETIPP). The overall objective of this ETIPP project was to provide technical support to help the community achieve their energy goal of reducing diesel fuel for electricity by 50% by 2030 through the implementation of high priority strategies defined in their 2022 Community Energy Plan. Technical support focused on evaluating additional renewables and renewable heating scenarios, identifying heat recovery system design options for high penetration renewables, investigation power quality and line loss issues, and supporting integration of battery energy storage.

Microgrid Hardening Design Toolkit: Puerto Rico Use Case

This document provides a comprehensive example of the microgrid hardening framework and the Sandia developed Microgrid Hardening Design Toolkit v0.27 using a census tract in a coastal area of southern Puerto Rico as a case study. The census tract (72123953100) is located in the municipality of Salinas. Currently, the La Margarita neighborhood within this census tract is part of the Department of Energy’s Cohort 5 of the Energy Technology Innovation and Partnership Program (ETIPP). The neighborhood’s local energy cooperative, Abeyno Coop, has been operating several residential solar photovoltaic (PV) and battery energy storage system (BESS) installations (with around 30 rooftop solar systems as of 2026). As part of the ETIPP project, Abeyno Coop is planning to integrate a larger microgrid into the existing distribution feeder in the area, including solar PV and BESS to supply energy for homes and critical loads such as the medical facilities and the community center that provides emergency shelter and backup power during outages.

Deployment Readiness Framework Subtask 1.2 Outreach Report: Common Themes Among Clean Energy Transition Technical Assistance Projects

Island and remote coastal communities face an uncertain energy future. These communities build, operate, and maintain energy infrastructure in extremely challenging environments and pay the highest prices for electricity and fuels. Moreover, climate change increasingly affects grid reliability, resiliency, and, ultimately, the cost of energy. Marine energy could address many of the challenges faced by island and remote coastal communities, but these communities often have limited resources and capacity to invest in complex energy and coastal resilience issues. The Deployment Readiness Framework (DRF) is being developed to support community-driven energy transitions in these coastal communities and to better understand the readiness of communities for marine energy demonstration and operation. Led by the National Renewable Energy Laboratory and Pacific Northwest National Laboratory, the DRF builds on the Energy Transitions Initiative Partnership Project (ETIPP) supported in part by the U.S. Department of Energy's Water Power Technologies Office. This report details the results from the stakeholder outreach and engagement effort linked to the previously reported literature review.

Deer Isle and Stonington Energy Reliability Opportunities

The towns of Deer Isle and Stonington, located on the island of Deer Isle in Maine, partnered with the U.S. Department of Energy's Energy Technology Innovation Partnership Project (ETIPP) to examine options to enhance energy resilience, reduce dependence on imported fuels, and mitigate high energy costs. With technical support from the National Laboratory of the Rockies (NLR), Lawrence Berkeley National Laboratory (LBNL), and regional partner the Island Institute, the project focused on evaluation of the local electricity distribution infrastructure, examination of ongoing activities to reduce the frequency of outages, review of the applicable policy and regulatory environment, and identification of potential on-site energy solutions. Key findings revealed the island's reliance on a single distribution line, and limited hosting capacity for additional distributed energy resources. Solar photovoltaics (PV) technology, with and without battery storage, was found to be the most viable technology given economic, technical, and social considerations. While also technically feasible, wind energy faces more difficult siting and less public acceptance compared to PV. Marine energy technologies were determined to be infeasible due to technology immaturity and lengthy permitting timelines. Modeling of potential building-scale PV plus storage systems resulted in successful grant applications for installations at two local facilities. Analysis of community scale energy generation and storage options resulted the local utility, Versant, submitting a grant application for a proposed community-scale battery storage system to increase grid resilience and hosting capacity. This initiative has strengthened the communities' energy planning capabilities and laid the groundwork for future clean energy development.

McGrath Community Energy Planning

The City of McGrath, a remote Alaskan community reliant on diesel fuel, developed a Community Energy Plan through the Energy Technologies Innovation Partnership Project (ETIPP) to address high energy costs, infrastructure vulnerabilities, and long-term sustainability. Guided by community-led priorities and technical assistance from partners including NREL, REAP, and ANTHC, the plan identifies eight focus areas: distribution system upgrades, solar and battery integration, river energy potential, emergency backup power, housing efficiency, water system losses, independent power producer models, and targeted funding strategies. The plan combines local knowledge with technical analysis to chart a path toward a more resilient, affordable, and sustainable energy future for McGrath.

Deployment Readiness Framework for Marine Energy

As electricity prices continue to rise and extreme weather events related to climate change become more frequent, many island and remote coastal communities are prioritizing their energy future. Isolated locations and coastal environments pose challenges for energy costs and grid resilience, but the ocean can be a key solution. Marine energy could provide these communities with clean, affordable, and reliable power. The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory and Pacific Northwest National Laboratory are developing the Deployment Readiness Framework (DRF) to support remote, coastal, and island community-driven energy transitions. This framework can be used to better understand the readiness of communities for marine energy technology demonstration projects and their operation. The DRF builds on the Energy Transitions Initiative Partnership Project (ETIPP) supported in part by DOE's Water Power Technologies Office.
