We have just begun to create efficient transport aircraft

Factors affecting the cost-effectiveness and economics of the air transportation industry are reviewed. The delivery of more fuel-efficient aircraft and eventual total replacement in the 1990's by fleets of advanced aircraft are seen to offset rising fuel costs. Better airport operations are perceived to eliminate fuel-costly delays due to overcrowded runways, lack of available carriers, and maintenance of aircraft in holding patterns. Noise reduction research will lower the lawsuit costs from noise pollution, and the introduction of advanced turbofans for long, short, and medium range flights, advanced commuter planes, and advanced SSTs offering projected 50% increases in current aircraft efficiencies are seen to be limited only by the airlines' ability to provide purchase financing, rather than by a lack of available new technology.

Proposed Wind Turbine Aeroelasticity Studies Using Helicopter Systems Analysis

Advanced systems for the analysis of rotary wing aeroelastic structures (helicopters) are being developed at NASA Ames by the Rotorcraft Aeromechanics Branch, ARA. The research has recently been extended to the study of wind turbines, used for electric power generation Wind turbines play an important role in Europe, Japan & many other countries because they are non polluting & use a renewable source of energy. European countries such as Holland, Norway & France have been the world leaders in the design & manufacture of wind turbines due to their historical experience of several centuries, in building complex wind mill structures, which were used in water pumping, grain grinding & for lumbering. Fossil fuel cost in Japan & in Europe is two to three times higher than in the USA due to very high import taxes. High fuel cost combined with substantial governmental subsidies, allow wind generated power to be competitive with the more traditional sources of power generation. In the USA, the use of wind energy has been limited mainly because power production from wind is twice as expensive as from other traditional sources. Studies conducted at the National Renewable Energy Laboratories (NREL) indicate that the main cost in the production of wind turbines is due to the materials & the labor intensive processes used in the construction of turbine structures. Thus, for the US to assume world leadership in wind power generation, new lightweight & consequently very flexible wind turbines, that could be economically mass produced, would have to be developed [4,5]. This effort, if successful, would result in great benefit to the US & the developing nations that suffer from overpopulation & a very high cost of energy.

Prospects for reduced energy transports: A preliminary analysis

The recent energy crisis and subsequent substantial increase in fuel prices have provided increased incentive to reduce the fuel consumption of civil transport aircraft. At the present time many changes in operational procedures have been introduced to decrease fuel consumption of the existing fleet. In the future, however, it may become desirable or even necessary to introduce new fuel-conservative aircraft designs. This paper reports the results of a preliminary study of new near-term fuel conservative aircraft. A parametric study was made to determine the effects of cruise Mach number and fuel cost on the optimum configuration characteristics and on economic performance. For each design, the wing geometry was optimized to give maximum return on investment at a particular fuel cost. Based on the results of the parametric study, a nominal reduced energy configuration was selected. Compared with existing transport designs, the reduced energy design has a higher aspect ratio wing with lower sweep, and cruises at a lower Mach number. It has about 30% less fuel consumption on a seat-mile basis.

Conceptual design of reduced energy transports

The paper reports the results of a conceptual design study of new near-term fuel-conservative aircraft. A parametric study was made to determine the effects of cruise Mach number and fuel cost on the optimum configuration characteristics and relative economic performance. Supercritical wing technology and advanced engine cycles were assumed. For each design, the wing geometry was selected to maximize an economic figure of merit which reflects the potential rate of return on investment. Based on the results of the parametric study, a reduced energy configuration was selected. Compared with existing transport design, the reduced energy design has a higher aspect ratio wing with lower sweep, and cruises at a slightly lower Mach number. It yields about 30% more seat-miles/gal than current wide-body aircraft. At the higher fuel costs anticipated in the future, the reduced energy design has about the same economic performance as existing designs with the same technology level. As an example of a far-term technology application, a design with a composite material wing was also investigated.

The use of satellite observations of the ocean surface in commercial fishing operations

Commercial fishermen are interested in the safety of their crews, boats, and gear, and in making the best catch for their time and money. Rising fuel costs, increased competition from foreign fisheries, improved knowledge about fish habits and the new 200 mile economic zone have all had an impact on the U.S. fishing industry. As a consequence, the modern fisherman, more than ever, requires reliable and timely information about the marine environment. This paper describes an experimental program to utilize satellite observations of the ocean surface, in conjunction with conventional observations and products, to prepare special fisheries aids charts for daily radio facsimile broadcasts to commercial fishermen. These special fisheries products aggregate a broad set of ocean observations, including ocean color structure, to depict oceanographic conditions of importance to commercial fishing tactics. Results to date have shown that improved safety at sea and decreased fuel costs can be achieved through the applied use of these special fisheries charts.

Development of laminar flow control wing surface composite structures

The dramatic increases in fuel costs and the potential for periods of limited fuel availability provided the impetus to explore technologies to reduce transport aircraft fuel consumption. NASA sponsored the Aircraft Energy Efficiency (ACEE) program beginning in 1976 to develop technologies to improve fuel efficiency. This report documents the Lockheed-Georgia Company accomplishments under NAS1-16235 LFC Laminar-Flow-Control Wing Panel Structural Design And Development (WSSD); Design, manufacturing, and testing activities. An in-depth preliminary design of the baseline 1993 LFC wing was accomplished. A surface panel using the Lockheed graphite/epoxy integrated LFC wing box structural concept was designed. The concept was shown by analysis to be structurally efficient and cost effective. Critical details of the surface and surface joints were demonstrated by fabricating and testing complex, concept selection specimens. Cost of the baseline LFC aircraft was estimated and compared to the turbulent aircraft. The mission fuel weight was 21.7 percent lower for the LFC aircraft. The calculation shows that the lower fuel costs for LFC offset the higher incremental costs of LFC in less than six months.

The use of hydrogen for aircraft propulsion in view of the fuel crisis

Some factors influencing the technical feasibility of operating a liquid hydrogen-fueled airplane are discussed in light of the projected decrease of fossil fuels. Other sources of energy, such as wind, tidal, solar, and geothermal, are briefly mentioned. In view of projected decreases in available petroleum fuels, interest has been generated in exploiting the potential of liquid hydrogen (LH2) as an aircraft fuel. Cost studies of LH2 production show it to be more expensive than presently used fuels. Regardless of cost considerations, LH2 is viewed as an attractive aircraft fuel because of the potential performance benefits it offers. Accompanying these benefits, however, are many new problems associated with aircraft design and operations; for example, problems related to fuel system design and the handling of LH2 during ground servicing. Some of the factors influencing LH2 fuel tank design, pumping, heat exchange, and flow regulation are discussed.

JT9D-7A /SP/ jet engine performance deterioration trends

It is noted that increasing fuel costs and the decreasing availability of fuel supplies have lead to an increase in the importance of maintaining good specific fuel consumption over the life cycle of jet engines. Attention is given to an engine diagnostics program sponsored by NASA Lewis Research Center which has the objectives of identifying and quantifying the levels, trends, and causes of engine performance deterioration. It is reported that as part of the program, a series of installed engine calibrations were performed on two new Pan American World Airways 747 SP aircraft. A discussion of this specific test program and the results of the analysis of the data are presented.

Application of fuel/time minimization techniques to route planning and trajectory optimization

Rising fuel costs combined with other economic pressures have resulted in industry requirements for more efficient air traffic control and airborne operations. NASA has responded with an on-going research program to investigate the requirements and benefits of using new airborne guidance and pilot procedures that are compatible with advanced air traffic control systems and that will result in more fuel efficient flight. The results of flight testing an airborne computer algorithm designed to provide either open-loop or closed-loop guidance for fuel efficient descents while satisfying time constraints imposed by the air traffic control system is summarized. Some of the potential cost and fuel savings that are obtained with sophisticated vertical path optimization capabilities are described.

Near-term hybrid vehicle program, phase 1. Appendix D: Sensitivity analysis resport

Parametric analyses, using a hybrid vehicle synthesis and economics program (HYVELD) are described investigating the sensitivity of hybrid vehicle cost, fuel usage, utility, and marketability to changes in travel statistics, energy costs, vehicle lifetime and maintenance, owner use patterns, internal combustion engine (ICE) reference vehicle fuel economy, and drive-line component costs and type. The lowest initial cost of the hybrid vehicle would be $1200 to $1500 higher than that of the conventional vehicle. For nominal energy costs ($1.00/gal for gasoline and 4.2 cents/kWh for electricity), the ownership cost of the hybrid vehicle is projected to be 0.5 to 1.0 cents/mi less than the conventional ICE vehicle. To attain this ownership cost differential, the lifetime of the hybrid vehicle must be extended to 12 years and its maintenance cost reduced by 25 percent compared with the conventional vehicle. The ownership cost advantage of the hybrid vehicle increases rapidly as the price of fuel increases from $1 to $2/gal.

Energy Conversion Alternatives Study (ECAS), Westinghouse phase 1. Volume 11: Advanced steam systems

A parametric analysis was made of three types of advanced steam power plants that use coal in order to have a comparison of the cost of electricity produced by them a wide range of primary performance variables. Increasing the temperature and pressure of the steam above current industry levels resulted in increased energy costs because the cost of capital increased more than the fuel cost decreased. While the three plant types produced comparable energy cost levels, the pressurized fluidized bed boiler plant produced the lowest energy cost by the small margin of 0.69 mills/MJ (2.5 mills/kWh). It is recommended that this plant be designed in greater detail to determine its cost and performance more accurately than was possible in a broad parametric study and to ascertain problem areas which will require development effort. Also considered are pollution control measures such as scrubbers and separates for particulate emissions from stack gases.

Working Group Reports and Presentations: Asteroids

The study and utilization of asteroids will be an economical way to enable exploration of the solar system and extend human presence in space. There are thousands of near-earth objects (NEOs) that we will be able to reach. They offer resources, transportation, and exploration platforms, but also present a potential threat to civilization. Asteroids play a catastrophic role in the history of the Earth. Geological records indicate a regular history of massive impacts, which astronomical observations confirm is likely to continue with potentially devastating consequences. However, study and exploration of near earth asteroids can significantly increase advanced warning of an Earth impact, and potentially lead to the technology necessary to avert such a collision. Efforts to detect and prevent cataclysmic events would tend to foster and likely require international cooperation toward a unified goal of self-preservation. Exploration of asteroids will help us to understand our history and perhaps save our future. Besides the obvious and compelling scientific and security drivers for asteroid research and exploration, there are numerous engineering and industrial applications for near-term asteroid exploration. We have strong evidence that some asteroids are metal rich. Some are water and organic rich. They can be reached with a very low fuel cost compared to other solar system destinations. Once we reach them, there are efficient, simple extraction technologies available that would facilitate utilization. In addition, the costs of returning extracted resources from asteroids will be a fraction of the cost to return similar resources from the moon to Low Earth Orbit (LEO). These raw materials, extracted and shipped at relatively low cost, can be used to manufacture structures, fuel, and products which could be used to foster mankind s further exploration of the solar system. Asteroids also have the potential to offer transport to several destinations in the solar system. In addition to Mars and the Asteroid belt, it is possible to nudge the orbits of NEOs to provide convenient transport to other destinations. Resources to support life on these long voyages may be gathered from the host asteroid itself. As asteroids travel over a wide range of inclinations and ranges, they offer possible platforms to perform scientific investigations. These include unique vantage point observations of the sun and planets. These observations can help us to understand solar activity and space weather. They also afford us an opportunity to see how the earth looks from afar with different perspectives. When we look for planets outside of our solar system, these observations will help us to calibrate our data. Asteroids may also be used as platforms to support very long baseline interferometry with unprecedented angular resolutions.

What can nuclear energy do for society.

It is pointed out that the earth's crust holds 30,000 times as much energy in the form of fissionable atoms as fossil fuel. Moreover, nuclear fuel costs less per unit of energy than fossil fuel. Capital equipment used to release nuclear energy, on the other hand, is expensive. For commercial electric-power production and marine propulsion, advantages of nuclear power have outweighed disadvantages. As to nuclear submarines, applications other than military may prove feasible. The industry has proposed cargo submarines to haul oil from the Alaskan North Slope beneath the Arctic ice. Other possible applications for nuclear power are in air-cushion-vehicles, aircraft, and rockets.-

Algorithm for fixed-range optimal trajectories

An algorithm for synthesizing optimal aircraft trajectories for specified range was developed and implemented in a computer program written in FORTRAN IV. The algorithm, its computer implementation, and a set of example optimum trajectories for the Boeing 727-100 aircraft are described. The algorithm optimizes trajectories with respect to a cost function that is the weighted sum of fuel cost and time cost. The optimum trajectory consists at most of a three segments: climb, cruise, and descent. The climb and descent profiles are generated by integrating a simplified set of kinematic and dynamic equations wherein the total energy of the aircraft is the independent or time like variable. At each energy level the optimum airspeeds and thrust settings are obtained as the values that minimize the variational Hamiltonian. Although the emphasis is on an off-line, open-loop computation, eventually the most important application will be in an on-board flight management system.
