Clean Energy Revolving Loan Funds: International Experience [Slides]

Tunisia’s Energy Transition Fund (FTE), created in 2013, was established to promote energy efficiency and renewable energy projects in the public and private sectors. To overcome financing challenges related to the energy transition, Tunisia’s National Agency for Energy Conservation (ANME) seeks both to strengthen available financial resources and to develop innovative financing structures. Revolving Loan Funds (RLFs) are one such innovative financing structure, used by countries around the world to foster the development of distributed clean energy projects. This report aims to inform policy makers and various stakeholders on the opportunity to design an RLF by drawing on successful experiences from other countries. Specifically, this report provides analytical support for discussions with ANME and its partners to develop an RLF in the context of Tunisia. It outlines the 12 essential steps for establishing a RLF and includes detailed case studies demonstrating successful RLF implementation across various contexts.

Estimating the Drivers of the Cost of Saved Electricity in Utility Customer-Funded Energy Efficiency Programs

Energy efficiency programs funded by utility customers provide an electricity resource in most U.S. states, but their scale and cost of saving electricity varies significantly by state. In this paper, we explore the drivers of the cost of saved electricity in these programs with an econometric model and nearly a decade of data reported by efficiency program administrators. We found strong evidence for economies of scale and weak evidence for diseconomies of scale, which suggests that states with low levels of efficiency savings relative to retail sales can increase the size of their efficiency programs without large increases to the cost of saved electricity. We discuss examples of energy efficiency forecasting and potential modeling in light our econometric analysis and identify methodological improvements relevant to utilities and grid operators. This paper provides insights into the economics of customer-funded efficiency programs that will support regulators, utilities, and policymakers to utilize energy efficiency as a resource.

Cost of saving natural gas through efficiency programs funded by utility customers: 2012–2017

This study estimates the cost of saving a therm of natural gas from energy efficiency programs funded by utility customers during the period 2012 to 2017. Berkeley Lab researchers compiled and analyzed efficiency program data reported by investor-owned utilities and other program administrators in a dozen states representative of the four U.S. Census regions — Arkansas, California, Connecticut, Iowa, Massachusetts, Michigan, Minnesota, New Jersey, New York, Oklahoma, Rhode Island and Utah. Depending on the year, the dataset accounts for about 50 percent to 70 percent of annual national spending on natural gas efficiency programs. The estimated cost of saving natural gas during the study period is $0.40 per therm. The analysis also includes estimates of the program administrator cost of saved energy for three core sectors for natural gas: commercial and industrial, residential, and low-income households. It aggregates these sectors to provide regional and national values. Our metrics include savings-weighted averages, unweighted medians, and interquartile ranges (25th and 75th percentiles) of the levelized program administrator cost of saving gas, in constant 2017 dollars. In addition, the study analyzes cost trends during the study period, finding that average program costs trended downward. The U.S. Department of Energy’s Building Technologies Office supported this work.

Leveraging of Funds in Performance Contracting Projects

Performance contracts are widely used in the public sector (and to a lesser extent in the private sector) to implement energy efficiency, renewable energy, and energy resilience projects. While such projects can be accomplished at no up-front cost to the customer, capital contributions from the customer, when available, provide several advantages. The objective of this report was to determine the amount of additional investment that is achieved by leveraging customer funding contributions to the project.

THERMS Technology Commercialization Fund Final Report

The technology commercialization fund assisted with the design and development of an intermediate scale packed be thermal energy storage system. Presented in this final report is the design, testing, and modeling of a 100 kWh th radial packed-bed. Air is used as a heat transfer fluid and 3/8” pea gravel is used as the storage medium. Testing has demonstrated the formation of a thermocline within the packed-bed. An air charging temperature of 450 °C was achieved resulting in a charging power of 26.5 kWh th . The radial packed-bed was charged for 5 hours and discharged for 5 hours. Minimal temperature variation was observed at the bottom, middle, and top axial locations of the radial packed-bed which suggests that buoyancy and hydrodynamics in the injection well had a minimal effect on the uniformity of air flow through the bed during charging and discharging. This indicates that the forced convection in a radial direction is dominating the flow regime compared to the buoyancy. The findings of this study suggest an increased air duct diameter through the air heater will increase the charging temperature and increase air mass flow through the system. Increased mass flow through the packed-bed is hypothesized to shorten the thermocline length. Modeled and measured results are compared, and it is here determined that a more comprehensive CFD model will aid in the understanding of air flow and thermocline evolution within the packed-bed.

Kentucky: Using LEAD Tool Data to Fund Energy Efficiency Programs

The Kentucky Office of Energy Policy (OEP) applied the U.S. Department of Energy’s (DOE’s) web-based Low-Income Energy Affordability Data (LEAD) Tool to identify areas of their state with energy affordability needs. Kentucky OEP staff used the LEAD Tool to identify counties in Kentucky with the highest energy burden, which is the percentage of household income spent on energy. With this knowledge, Kentucky OEP staff allocated funds to relevant nonprofit organizations that provide home repairs, weatherization upgrades, and other solutions in areas where these services have the highest potential energy saving benefits and can reduce energy burden.

Appropriations and Financing: Strategic Use of Funding for Performance Contracts

42 U.S.C. § 8253 Sections 432 and 512 (EISA of 2007) authorize agencies to use appropriations, private financing, or a combination of appropriations and private financing to comply with its requirements. With this flexibility in mind, federal agencies should evaluate funding options early and employ a strategy that optimizes the impact of existing appropriations and financing options. Maximize value to government through strategic use of appropriations and energy savings, an optimal set of infrastructure improvements that meet site needs and program objectives, and an actionable plan for sustained performance.
