Example Alternative Compliance Waiver Application: EPAct State and Alternative Provider Fleet Program Guidance Document

The U.S. Department of Energy developed an electronic planning spreadsheet to facilitate fleets' preparation of a complete Alternative Compliance (AC) waiver application. All fleets that participate in AC are encouraged to use the spreadsheet. The example in this guidance document includes all components that must be included in a fleet’s AC waiver application.

Design guidance for ferrites: Insights from density functional theory on magnetic properties

A grand challenge in materials research is identifying the relationship between composition and performance. Herein, we explore this relationship for magnetic properties, specifically magnetic saturation (M s ) and magnetocrystalline anisotropy energy (K) of ferrites. Ferrites are materials derived from magnetite (chemical formula = Fe 3 O 4 ) that comprise metallic elements such as Fe, Mn, Ni, Co, Cu and Zn. Experimentally, synthesizing and characterizing ferrites is time consuming. Further, selection of compositions to achieve particular magnetic properties currently relies on intuition. To address this, in this work, density functional theory (DFT) is used to predict M s and K for 571 ferrite structures. These structures are primarily double-substituted non-stoichiometric ferrites with formulae M1 x M2 y Fe 3–x–y O 4 , where M1 and M2 can be Mn, Ni, Co, Cu and/or Zn and 0 ≤ x ≤ 1 and y = 1–x. Calculated magnetic properties for the structures in this study vary from 0.04 × 10 5 to 9.6 × 10 5 A m −1 for M s and from 0.02 × 10 5 to 14.08 × 10 5 J m −3 for K. All structures are made publicly available in a FAIR database.

Optical interference for the guidance of cryogenic focused ion beam milling beyond the axial diffraction limit

Cryogenic focused ion beam (Cryo-FIB) milling has become a standard step in the cryogenic electron tomography (Cryo-ET) workflow and is required to thin cells to electron-semitransparency. However, this destructive process removes the vast majority of the cellular material and raises a critical question: what thin section should be preserved for Cryo-ET analysis? Using a tri-coincident cryogenic FIB-SEM-LM system, we identify an interferometric optical response that can be used for targeting lamella production to fluorescently labeled structures with accuracy beyond the diffraction limit. Here we demonstrate this approach using synthetic samples of fluorescent beads embedded in micron-scale droplets of amorphous ice. We then apply the approach to capture virions inside host cells. Successful targeting is confirmed by Cryo-ET revealing clusters of virions in intracellular vesicles. The method does not require any fluorescent fiducials or axial registration and can be performed on any fluorescently labeled structure that is visible in widefield fluorescence microscopy.

Guidance for Developing Digital Twins for Online Condition Monitoring of Nuclear Power Plant Components

Online condition monitoring is an area of active research that may enable optimized scheduling, maintenance, and safety of nuclear power plant components, reducing unnecessary derates while simultaneously improving operational capacity. Digital twins (DTs) are one avenue to conduct online condition monitoring and are currently being explored by national laboratories and universities alike. DTs for online condition monitoring are, in essence, state concurrent models that emulate a physical process which predicts a parameter and compares it against a measured value. The promise of DT is that they may provide additional insights by combining and interpreting various sources of information and may be used for preventative maintenance scheduling optimization or early fault detection. DTs for condition monitoring are projected to be valuable for meeting requirements under 10 CFR 50.55a and 10 CFR 50.65. However, DT technologies are still under significant development and the process for developing a DT for condition monitoring has not been formalized. Therefore, in this work, we present an initial framework for developing a DT, discuss and review the various challenges and considerations for DT deployment, and identify the opportunities that a DT can improve. Here, the presented framework is intended to help developers formulate a strategy when approaching DT development for condition monitoring. A DT use case for a reactor coolant pump is presented to demonstrate the proposed framework.

Cyber-Informed Engineering Validation Methods and Guidance

Validation is an important step in any systems engineering process to ensure the correct system was made to fulfill stakeholders’ needs, goals, and expectations. In the context of Cyber-Informed Engineering (CIE), validation ensures cyber impact is reduced through implemented design choices and CIE requirements. This document details a process in validating CIE-based design choices relative to their effectiveness at mitigating high consequence events. The document includes a case study to illustrate the CIE validation process. The case study explores the implementation of CIE validation within the engineering lifecycle of a chemical mixing plant.

Cyber-Informed Engineering (CIE) Guidance to Defeat Systematic OT Weaknesses

This research summary outlines the University of Illinois Information Trust Institute (ITI) team's evaluation of whether applying the 12 Cyber-Informed Engineering (CIE) Principles could reduce or eliminate weaknesses identified by the SEI-ETF in engineered systems. ITI's findings suggest that applying CIE principles to weaknesses in MITRE CWE View 1358 can potentially mitigate or eliminate those vulnerabilities.

Design Load Basis Guidance for Distributed Wind Turbines

Aeroelastic modeling (AM) is the primary methodology for structural and performance assessment of any wind turbine. Nonetheless, the use of AM in the distributed wind (DW) industry sector is limited due to several challenges (Damiani, Davis, & Summerville, 2022). One of these challenges lies in the perceived complexity of generating a proper set of numerical simulations to extract and process the key outputs for component design and verification, and, ultimately, achieve certification. This makes it difficult to reliably predict the structural and performance response of small wind turbines. From the investigation carried out in (Damiani & Davis, 2022), it is apparent that many stakeholders in this sector believe that a comprehensive guide for developing a design load basis (DLB) for distributed wind turbines (DWTs) is necessary.

Updated Guidance on Sensitivity/Uncertainty Methods Use for Nuclear Criticality Safety Validation

The use of sensitivity/uncertainty (S/U) methods in nuclear criticality safety (NCS) was established more than 25 years ago and has been increasing ever since. Recent interest in commercial applications involving uranium enrichments above 5 wt% 235 U has increased focus on demonstrating the applicability of existing critical experiments to this enrichment range. S/U techniques can also be particularly useful in assessing the similarity of new fuel forms in relation to those documented in existing published evaluations of benchmark critical experiments. Publishing updated recommendations for the use of these methods is thus important to ensure that new S/U practitioners can benefit from the years of development and application invested in generating a set of best practices to maximize the utility of these tools.

Guidance for Grid Resilience Decisions in Rural Minnesota

This report assesses the hazard landscape of the state of Minnesota, identifies weather hazards that are most impactful to the distribution system, includes a statewide assessment of household access to services dependent on reliable power, reviews resilience planning activities of electric utilities in Minnesota, and presents analysis of distribution grid performance in the face of extreme weather events with data from seven electric cooperatives dispersed throughout outstate Minnesota. This information is synthesized to provide considerations for resilience investment prioritization.

Blueprint: Stakeholder-Specific Vulnerability Categorization Guidance

Vulnerability management is a process of discovering, analyzing, and handling new or reported security vulnerabilities in systems to prevent the systems from being exploited, to reduce risk, and to protect assets. For vulnerability analysis, handling, and response, the prioritization of organizational and analyst resources must precede. The Common Vulnerability Scoring System (CVSS) is a standard prioritization method that is used to rate the severity of security vulnerabilities in systems by assigning numerical severity scores, but it does not provide clear guidelines of how the numerical severity scores might inform decisions. The Stakeholder-Specific Vulnerability Categorization (SSVC) provides a method for prioritizing vulnerabilities based on the needs of the stakeholders involved in the vulnerability management process. Instead of the numerical scoring used in the CVSS, the SSVC focuses on contextual decision-making to determine how quickly and effectively an organization should respond to vulnerabilities. The main functionality of the SSVC accommodates the diversity of the stakeholders in the vulnerability management process, including finders, vendors, coordinators, deployers, and others. So, the SSVC should be designed to be used by any of these stakeholders, and it should be customizable to enable specific stakeholder decision models and risk appetites.

AquaPV: Foundational Analysis and Industry Guidance on Floating PV Results

This dataset contains results of the technical potential analysis of floating photovoltaics (FPV) on federally owned or permitted reservoirs in the United States. Estimates of the area of reservoirs that is technically feasible for FPV development are provided for reservoirs that are owned by the US Army Corps of Engineers or the US Bureau of Reclamation, or are associated with hydropower dams licensed by the Federal Energy Regulatory Commission. Other associated data are included, such as estimates of the potential evaporative losses of FPV development, and whether the waterbody is associated with an energy community or disadvantaged community that could qualify it for investment or production tax credits. Data is provided both as a spreadsheet and in a geospatial format including the waterbody geometries. Please read the included readme for more detailed field definitions.

Requesting an Exemption from Standard Compliance: EPAct State and Alternative Fuel Provider Fleet Program Guidance Document

The U.S. Department of Energy established the Alternative Fuel Transportation Program (Program) and associated regulatory requirements pursuant to the Energy Policy Act of 1992. The Program, otherwise known as the State and Alternative Fuel Provider Fleet Program, requires covered state government and alternative fuel provider fleets operating under Standard Compliance to acquire alternative fuel vehicles (AFVs) as a specific percentage of their annual non-excluded light-duty vehicle acquisitions. The opportunity for covered fleets operating under Standard Compliance to request exemptions from their AFV-acquisition requirements serves as administrative relief in the unlikely event a fleet is unable to satisfy its requirements through the normally available compliance alternatives. These alternatives include the acquisition of light-duty AFVs, the acquisition of other, creditable vehicles (e.g., gasoline-fueled hybrid electric vehicles), making certain investments, the purchase of biodiesel for use in medium- or heavy-duty vehicles to the maximum extent allowed, and purchasing or trading for banked AFV credits. This document addresses requests for exemptions from the AFV-acquisition requirements to help covered fleets better understand: How to file a request for an exemption, information and documentation DOE needs to process an exemption request, and important policies relevant for filing exemption requests.
