TRAILS Output Files

Overview This data repository contains ZIP files that store compressed versions of the output of running the WaterPaths utility planning and management tool in the DU Re-Evaluation mode (to download the tool, please see this GitHub repository). The tool was used to simulate the six-utility North Carolina Research Triangle problem. Details on the contents of each ZIP file can be seen below. Data details Temporal range: Weekly data for 2,344 weeks from 2015 to 2060 (45 years). Spatial range: Six water utilities in the North Carolina Research Triangle region (0: Chapel Hil/OWASA, 1: Durham, 2: Cary, 3: Raleigh, 4: Pittsboro, and 5: Chatham) File types: CSV and OUT Different solutions available The solution numbers correspond to the different pathway strategies (henceforth referred to as "solutions") discussed in paper's main and supporting text (abstract and link to the paper here). They are as follows: Sol92: The Durham-focused pathway strategy Sol132: The Raleigh-focused pathway strategy Sol140: The regionally-robust pathway strategy Objectives files These files can be accessed by unzipping solXX_objectives_pathways.zip that contains 1,000 Objectives_RDMXX_solsXX_to_XX.csv files. Each CSV file will consist of a row representing all the objective values for that specific solution, while every six columns represents the reliability, restriction frequency, infrastructure net present value ($ mil), peak financial cost, worst-case cost, and unit cost ($ per MG; in that order) for each of the six utilities. There will be 1,000 such files, denoting the performance of the six utilities across the 1,000 deeply uncertain states of the world (DU SOWs). Pathway files These files can be accessed by unzipping solXX_objectives_pathways.zip that contains 1,000 Pathways_sXX_RDMXX.out file. Each OUT corresponds to the set of infrastructure being triggered in a specific DU SOW, and each file will have the name file will consist of four tab-delimited columns that are described as follows: Realization: The realization in which an infrastructure options being triggered utility: The utility currently triggering infrastructure week: The week in which a specific infrastructure option is being triggered infra.: The infrastructure option being triggered If the OUT file contains only the header line, no infrastructure was triggered for that specific DU SOW. Policies files These files can be obtained by unzipping Policies.zip. Each of the 1,000 CSV files within the unzipped folder will contain weekly water use restriction policies for all 1,000 hydroclimatic realizations within a specific DU SOW. Package Data for CERF-Data Centers

This dataset contains sample input 100m resolution raster files for running the CERF-DC python package (see https://github.com/IMMM-SFA/cerf_data_centers) at the state level across the CONUS. Due to data availability constraints, some of the items included in this dataset are proxies or assumptions for siting factors used in the model. These are individually noted in the item descriptions and can be exchanged with more detailed information upon availability. Data Descriptions The following raster files are included in the data download: state_siting_region.tif — State areas identified by state FIPS code composite_siting_suitability.tif — Value of 1 indicates suitable siting location, 0 otherwise. This data package contains output files associated with Mongird et al. (in prep) organized into four dataset directories. Each dataset is described in more detail below. 1. Marginal Soils Index Analysis Description: This folder contains a csv file with land needs and availability by state, power generating technology type, and scenario in 2050 when suitable siting areas are additionally constrained to areas with increasing levels of soil marginality. NA values indicate that data was unavailable or bodies of water. Files: marginal_soils_index_30m_raster.tif marginal_soils_index_1km_raster.tif Marginal Soils Index Resource Potential Rasters Description: This folder contains geospatial raster files of the Marginal Soils Index + Resource Potential (MSI+RP) score at 1km resolution for geothermal, solar, and wind technologies. Raster files use the USA Contiguous Albers Equal Area Conic (ESRI:102003) projection. NA values indicate that the location is not suitable for siting the given technology due to policy, environmental, socioeconomic, topological, and other constraints regardless of soil marginality level. Scenario Storyline Discovery for Planning in Multi‐Actor Human‐Natural Systems Confronting Change

Scenarios have emerged as valuable tools in managing complex human-natural systems, but the traditional approach of limiting focus on a small number of predetermined scenarios can inadvertently miss consequential dynamics, extremes, and diverse stakeholder impacts. Exploratory modeling approaches have been developed to address these issues by exploring a wide range of possible futures and identifying those that yield consequential vulnerabilities. However, vulnerabilities are typically identified based on aggregate robustness measures that do not take full advantage of the richness of the underlying dynamics in the large ensembles of model simulations and can make it hard to identify key dynamics and/or storylines that can guide planning or further analyses. This study introduces the FRamework for Narrative Storylines and Impact Classification (FRNSIC; pronounced “forensic”): a scenario discovery framework that addresses these challenges by organizing and investigating consequential scenarios using hierarchical classification of diverse outcomes across actors, sectors, and scales, while also aiding in the selection of scenario storylines, based on system dynamics that drive consequential outcomes. We present an application of this framework to the Upper Colorado River Basin, focusing on decadal droughts and their water scarcity implications for the basin's diverse users and its obligations to downstream states through Lake Powell. We show how FRNSIC can explore alternative sets of impact metrics and drought dynamics and use them to identify drought scenario storylines, that can be used to inform future adaptation planning.

Two-Way Option Contracts That Facilitate Adaptive Water Reallocation in the Western United States

Many water markets in the western United States (U.S.) have the ability to reallocate water temporarily during drought, often as short-term water rights leases from lower value irrigated activities to higher value urban uses. Regulatory approval of water transfers, however, typically takes time and involves high transaction costs that arise from technical and legal analyses, discouraging short-term leasing. This leads municipalities to protect against drought-related shortfalls by purchasing large volumes of infrequently used permanent water rights. High transaction costs also result in municipal water rights rarely being leased back to irrigators in wet or normal years, reducing agricultural productivity. This research explores the development of a multi-year two-way option (TWO) contract that facilitates leasing from agricultural-to-urban users during drought and leasing from urban-to agricultural users during wet periods. The modeling framework developed to assess performance of the TWO contracts includes consideration of the hydrologic, engineered, and institutional systems governing the South Platte River Basin in Colorado where there is growing competition for water between municipalities (e.g., the city of Boulder) and irrigators. The modeling framework is built around StateMod, a network-based water allocation model used by state regulators to evaluate water rights allocations and potential rights transfers. Results suggest that the TWO contracts could allow municipalities to maintain supply reliability with significantly reduced rights holdings at lower cost, while increasing agricultural productivity in wet and normal years. Additionally, the TWO contracts provide irrigators with additional revenues via net payments of option fees from municipalities.

statemodify: a Python framework to facilitate accessible exploratory modeling for discovering drought vulnerabilities

The Colorado River Basin (CRB) is experiencing an unprecedented water shortage crisis brought upon by a combination of factors arising from interactions across the region’s coupled human and natural systems. Allocation of water to the seven states that rely on the Colorado River was settled in the Colorado River Compact of 1922 during a period now known to be characterized by atypically high flows (Christensen et al., 2004). Since then, aridification due to anthropogenic-driven warming has steadily reduced the overall water supply available in the basin, with a 10% decrease in the river’s flow occurring over just the past two decades (Bass et al., 2023). The river is further strained by increasing demands associated with a growing population and diverse multi-sectoral demands. Navigating these challenges also requires accounting for the complex prior appropriation water rights system governing water allocation across the region’s diverse users.

Visualization of CERF outputs for years 2030-2050 in 5-year time steps for a region in Wyoming, USA. This visualization was built using a custom CesiumJS application. The region of interest was zoomed into and then the app shows the layered application of natural gas combined cycle power plants (with recirculating cooling) suitability criteria, show the siting for each year in planform, simulates the selection of a site using Net Locational Cost, and then zooms into to show a single functional gas plant and simulates its connection to the grid.
