Pilot Program for the Development of Classification and Accuracy Assessment Methods and Improved Accessibility for Landsat and Related GIS Data and Technology Transfer of These Methods to State and Local Governments

This project has a single, comprehensive objective that is manifested in many tangible products and impacts throughout the state and the mid-south region. The primary objective or mission of this project is to expose the broadest possible cross-section of public sector decision makers responsible for developing and maintaining policy at the state, local and national levels, private sector professionals and students to the power, flexibility and utility of sensor based imagery and the mapping and interpretive products that are derived from these digital geodata. In accomplishing this mission this project has worked to provide hands-on exposure and training to primary and secondary teachers; developed and distributed instructional materials to students across the state; created an on-line archive of satellite images and related geographic data; implemented a service that enables users throughout the region and around the world to develop customized mapping products suitable for visualization and/or decision support from the comfort of their classroom or office via an internet connection to our facility; extended the use of sensor based imagery in natural resource management and commercial applications through a range of pilot research initiatives, demonstrations, presentations and professional papers.

Satellite Power System (SPS). State and local regulations as applied to satellite power system microwave receiving antenna facilities

State and local regulation of power plant construction and operation of solar power satellite (SPS) receiving stations is presented. Each receiving antenna station occupies a land area 100-200 km square, receives microwave transmissions from the solar power satellite, and converts them into electricity for transmission to the power grid. The long lead time associated with the SPS and the changing status of state and local regulation dictated emphasis on: generic classification of the types of regulation, and identification of regulatory vectors which affect rectenna facilities.

Localization of one-photon state in space and Einstein-Podolsky-Rosen paradox in spontaneous parametric down conversion

An experiment on one-photon state localization in space using a correlation technique in Spontaneous Parametric Down Conversion (SPDC) process is discussed. Results of measurements demonstrate an idea of the Einstein-Podolsky-Rosen (EPR) paradox for coordinate and momentum variables of photon states. Results of the experiment can be explained with the help of an advanced wave technique. The experiment is based on the idea that two-photon states of optical electromagnetic fields arising in the nonlinear process of the spontaneous parametric down conversion (spontaneous parametric light scattering) can be explained by quantum mechanical theory with the help of a single wave function.

State government relations are especially important in that this is a primary resource in securing matching funds. Avenues for establishing these relationships are listed and discussed.

Phase IV: Deploying ESE Pilot Information Programs for State and Local Government in the Northeast, the Education Community and the Commercial Sector

This Summary of Research report is a final report which summarizes significant accomplishments achieved during NASA grant NAG 13-00044 entitled Phase IV: Deploying ESE Pilot Information Programs for State and Local Government in the Northeast, the Education Community and the Commercial Sector , for the period of September 27,2000 through September 26,2004. All activities under this grant have been successfully completed. It has been requested by NASA reviewers that the material contained herein also be considered in $iew of NASA s twelve national priority areas. During the grant period, the nature of the Earth Science Enterprise (ESE) Application Program has been significantly amended (two major restructurings). These amendments have been reviewed at several meetings, including a national gathering held in Washington DC. Additional meetings have occurred with NASA officials at headquarters and at IAGT offices as the newly emerging programs have become defined. The work described herein is considered "cross-cutting", meaning that it has relevancy to several of the national priority areas. The time period covered requires that the twelve national priority areas initially articulated by NASA be considered. (Subsequent NASA revision has eliminated "community growth" as a focus area. It is not clear how this area might be treated in the future NASA organizational structure, but it is noted that the work reported herein includes clear potential for application to the previously defined community growth area, as well as most of the other application areas.) As indicated in the accompanying figure, activity reports throughout this report can be "mapped" to the priority areas.

Low-cost Landsat digital processing system for state and local information systems

The paper details a minicomputer-based system which is well within the budget of many state, regional, and local agencies that previously could not afford digital processing capability. In order to achieve this goal a workable small-scale Landsat system is examined to provide low-cost automated processing. It is anticipated that the alternative systems will be based on a single minicomputer, but that the peripherals will vary depending on the capability emphasized in a particular system.

Origin of the Bandgap Bowing in ZNSe(1-x)Te(x) Alloys

Photomodulated reflection and optical absorption spectroscopies were used to measure the composition and hydrostatic pressure dependencies of interband optical transitions in ZnSe(1-x)Te(x) alloys. On the Te-rich side, the bandgap reduction and the reduction in the pressure dependence of the bandgap are well explained by the band anticrossing interaction between the ZnTe conduction band states and the Se localized state located at 2.85 eV above the valence band top of ZnTe. On the Se-rich side, an interaction between the degenerate Gamma valence bands of ZnSe and the localized Te state located at 0.1 eV above the valence band top of ZnSe is proposed to generate the bandgap reduction and the rapid increase of the spin-orbit splitting with increasing Te concentration. A linear interpolation between these two models accounts for the composition and pressure dependencies of the bandgap in the entire composition range.

An AI-driven framework for evaluating local and state authorities’ permitting processes

The demand for new energy infrastructure is increasing across the United States, but heterogenous permitting processes and embedded requirements across different local jurisdictions can cause project delays, increase “soft costs,” and hinder developer expansion. This study analyzes the variability in local permitting requirements across the U.S. and develops a quantitative approach to describe their clarity and effectiveness in enabling infrastructure project development. By using an Energy Language Model (ELM), a large language model (LLM) for energy technologies, we systematically gathered permitting information from nearly 300 state-, county-, and city-level documents, creating a structured dataset of requirements and procedures on an unprecedented scale and speed. Our analysis revealed that local (city and county) permitting requirement documents are underrepresented compared to state-level guidance documents, which can impede timely and cost-effective installation of new electric infrastructure. Our validation process showed that the final database has an accuracy of approximately 95%. We, further, created a new quantitative method to score permitting requirements for clarity and efficiency, with electric vehicle supply equipment as an initial use case. The average local permitting document scored a 1.8 out of 5, which we interpret as meaning that half of the requirements developers face when installing electric infrastructure are ambiguous, increasing both cost and time. We also created a “Generalized Permit Process”, highlighting common procedural steps and identifying specific opportunities for municipalities to improve their documentation. This research establishes a systematic and scalable framework for evaluating the complexities of local infrastructure permitting processes by combining LLM-powered data collection and quantitative scoring. The framework enables policymakers and developers to identify and mitigate procedural bottlenecks, with the expectation that these improvements can accelerate application review and approval, reduce project costs, and expedite connection to utility distribution grids. As a foundational approach for streamlining local project development processes, this study’s methods are intended to be extended to a wide range of energy applications.

Environmental surveys of arid land areas (Arizona) in the United States are presented. Maps of soils, vegetation, drainage patterns, and land use are shown. The distribution of uranium deposits, oil and gas pools, is also shown. Legislation pertaining to the preservation of natural resources is discussed.

Exotic edge states of C 3 high-fold fermions in honeycomb lattices

A generalization of the graphene honeycomb model to the case where each site in the honeycomb lattice contains a n -fold degenerate set of eigenstates of the C 3 symmetry has been recently proposed to describe several systems, including triangulene crystals and photonic lattices. These generalized honeycomb models are defined by ( n a , n b ) , the number of C 3 eigenstates in the a and b sites of the unit cell, resulting in n a + n b bands. Thus, the (1,1) case gives the coventional honeycomb model that describes the two low-energy bands in graphene. Generalizations, such as (2,1), (2,2), and (3,3) display several nontrivial features, such as coexisting graphenelike Dirac cones with flat bands, both at zero and finite energy, as well as robust degeneracy points where a flat band and a parabolic band meet at the Γ point. Here we explore the edge states of this class of crystals, using as reference triangulene crystals, and we find several types of edge states absent in the conventional (1,1) honeycomb case, associated to the nontrivial features of the two-dimensional bands of the high-fold case. First, we find dispersive edge states associated to the finite-energy flat bands, that occur both at the armchair and zigzag termination. Second, in the case of noncentrosymmetric triangulene crystals that lead to a S = 1 Dirac band, we have a bonding-antibonding pair of dispersive edge states, localized in the same edge so that their energy splitting is reduced as their localization increases, opposite to the conventional behavior of pairs of states localized in opposite edges. Third, for the (3,3) case, that hosts a gap separating a pair of flat conduction and valence bands, we find nondispersive edge states with E = 0 in all edge terminations. Theory of thin-walled rods

Starting with the Love equations for bending of extensible shells, "principal stress states" are sought for a thin-walled rod of arbitrary but open cross section. Principal stress states exclude those local states arising from end conditions which damp out with distance from the ends. It is found that for rods of intermediate length, long enough to avoid local bending at a support, and short enough that elementary torsion and bending are not the most significant stress states, four principal states exist. Three of these states are associated with the planar distribution of axial stress and are equivalent to the engineering theory of extension and bending of solid sections. The fourth state resembles that which has been called in the literature "bending stress due to torsional", except that cross sections are permitted to bend and the shear along the center line of the cross section is permitted to differ from zero.

Establishing coherent momentum-space electronic states in locally ordered materials

Rich momentum-dependent electronic structure naturally arises in solids with long-range crystalline symmetry. Reliable and scalable quantum technologies rely on materials that are either not perfect crystals or non-crystalline, breaking translational symmetry. This poses the fundamental questions of whether coherent momentum-dependent electronic states can arise without long-range order, and how they can be characterized. Here we investigate Bi 2 Se 3 , which exists in crystalline, nanocrystalline, and amorphous forms, allowing direct comparisons between varying degrees of spatial ordering. Through angle-resolved photoemission spectroscopy, we show for the first time momentum-dependent band structure with Fermi surface repetitions in an amorphous solid. The experimental data is complemented by a model that accurately reproduces the vertical, dispersive features as well as the replication at higher momenta in the amorphous form. These results reveal that well-defined real-space length scales are sufficient to produce dispersive band structures, and that photoemission can expose the imprint of these length scales on the electronic structure.

Deformation across the western United States: A local estimate of Pacific-North America transform deformation

We obtain a locally based estimate of Pacific-North America relative motion and an uncertainly in this estimate by integrating deformation rate along three different paths leading west across southwestern North America from east of the Rio Grande Rift to near the continental escarpment. Data are primarily Quatenary geologic slip rates estimates, and resulting deformation determinations therefore are 'instantaneous' in a geologic sense but 'long term' with respect to earthquake cycles. We deduce a rate of motion of the Pacific plane relative to North America that is 48 +/- 2 mm/yr, a rate indistinguishable from that predicted by the global kinematics models RM2 and NUVEL-1; however, we obtain an orientation that is 5-9 deg counterclockwise of these models. A more westerly motion of the Pacific plate, with respect to North America, is calculated from all three paths. The relatively westerly motion of the Pacific plate is accomodated by deformation in the North American continent that includes slip on relatively counterclockwise-oriented strike-slip faults (including the San Andreas fault), whic is especially relevant in and south of the Transverse Ranges, and a margin-normal component of net extension across the continent, which is especially relevant north of the Transverse Ranges. Deformation of the SW United States occurs in regionally coherent domains within the style of deformation is approximately uniform.

Evaluating the gradients of localized diabatic state energies and couplings at minimum cost

We calculate the gradients of Boys diabatic state energies and couplings when the electronic vector space is generated by configuration interaction singles. Our approach follows the Lagrangian approach of Paz and Glover (rather than direct differentiation of the adiabatic-to-diabatic approaches that have been published previously). The result is that we achieve a dramatic increase in savings over previous approaches, and the present approach should be immediately useful to scientists focused on electronic relaxation, especially chemists studying electron transfer who wish to go beyond the Condon approximation. Here, a future extension to time-dependent density functional theory in the Tamm–Dancoff approximation is clear.
