FRMAC Assessment Manual Volume 1 - Assessment Division Operations

In the event of a major radiological incident or accident, the Federal Radiological Monitoring and Assessment Center (FRMAC) will coordinate the federal agencies that have various statutory responsibilities and/or capabilities for responding to such incidents (Ref. FRMAC10). The FRMAC is responsible for coordinating all environmental radiological monitoring, sampling, and assessment activities for the response. For less severe radiological incidents, elements of the Department of Energy (DOE) Consequence Management (CM) program, such as the CM Response Team (CMRT) or CM Home Team (CMHT) may be activated to provide similar support activities to regional or local response assets. This manual describes the roles and responsibilities of the Assessment Division of the FRMAC during a response to a radiological incident. Every effort will be made in this manual in accordance with the Implementation of the National Incident Management System (NIMS)/Incident Command System (ICS) in the Federal Radiological Monitoring and Assessment Center (FRMAC) – Emergency Phase (Ref. RSL07) to use terminology consistent with the National Incident Management System (NIMS) for Incident Command System (ICS) organizations, planning processes, and leadership positions (Ref. FEMA17). This manual also applies to smaller scale CM responses that may involve the CMRT or CMHT elements without the formation of a FRMAC. It details the concept of operations for the Assessment Division, including common tasks performed by the Division. This manual also describes the organizational structure of the Assessment Division and roles of the personnel within the Division.

A Real-Time Operations Manual for the IEEE 118 Bus Transmission Model

This document presents a sample operations manual for the IEEE 118 Bus Model, which is a synthetic test case developed in 1962 from a section of the transmission grid operated by American Electric Power (AEP). The model is one of the most used synthetic test cases for development of power system applications and is referenced by over 9000 papers. However, the model lacks any context for use with real-time energy management system (EMS) applications, including common considerations, such as generator ramp rates, reactive capabilities, operating limits, and other information typically used by power system operators for real-time decision making. This manual divides the IEEE 118 Bus Model into three operating areas, defines various operating limits, and sets recommended operating procedures for responding to a few types of emergency operating conditions. The manual can be used in support of a wide variety of human-in-the-loop evaluation methodologies for new advanced power applications.

CTF Theory Manual: Version 4.3

Coolant-Boiling in Rod Arrays—Two Fluids (COBRA-TF) is a thermal/hydraulic (T/H) simulation code designed for light water reactor (LWR) vessel analysis. It uses a two-fluid, three-field (i.e., fluid film, fluid drops, and vapor) modeling approach. Both subchannel and three-dimensional Cartesian forms of its governing equations are available for the solution. The code was originally developed by Pacific Northwest Laboratory in 1980, and had been used and modified by several institutions over the last few decades. COBRA-TF also found use at the Pennsylvania State University (PSU) by the Reactor Dynamics and Fuel Modeling Group (RDFMG) and has been improved, updated, and subsequently rebranded as CTF. CTF was later adopted in the early 2010s by Oak Ridge National Laboratory (ORNL) for use in the Consortium for Advanced Simulation of Light Water Reactors (CASL) program, which led to a significant advancement of the code software quality, modeling accuracy, testing systems, and capabilities for improved support of modeling of common LWR nominal and transient behavior. As part of the improvement process, it was necessary to generate sufficient documentation for the public domain code which had lacked such material upon being adopted by RDFMG. This document serves as a theory manual for CTF, detailing the many two-phase heat transfer, drag, and important accident scenario models contained in the code, as well as the numerical solution process utilized. Additional documents available in the CTF documentation suite include the user manual and verification and validation manual.

FECM/NETL Natural Gas with Hydrogen Pipeline Cost Model (2024): Description and User’s Manual

This is the user’s manual for The FECM/NETL Natural Gas with Hydrogen Pipeline Cost Model (NG-H2_P_COM) that estimates costs for transporting gaseous hydrogen with natural gas in a pipeline from a source, such as a hydrogen production facility, to a final destination which may be a user of the hydrogen and natural gas or a distribution center where hydrogen in the pipeline with natural gas is diverted to multiple end users. This user’s manual provides two main functions. First, the detailed statement describes the equations and algorithms that are used by the model to calculate technical quantities (such as blend hydrogen percentage, reuse percentage of the pipeline and stations, the pipe diameter size and length needed to transport a user-specified hydrogen with natural gas rate in a specified distance) and engineering-economic quantities (such as capital costs, operating costs, and cash flows). Second, the document is a user’s manual for the model that describes the procedures the user must follow to configure and setup the model, run the model, analyze the results, and visualize the outcomes. Such details offer user a quick and handy way to utilize the model for their application and decision making. The model can be accessed at this URL: https://www.netl.doe.gov/energy-analysis/details?id=cf3f6564-3c55-4aa5-b712-7160e558d9f6. FRMAC Laboratory Analysis Manual Volume 1, Revision 0

This manual is written for personnel who respond to a nuclear/radiological incident and will be called upon to provide support to ensure that samples receive appropriate laboratory analyses. Overall, this manual provides general guidance and some specific diagrams and forms. However, it is understood that site- and incident-specific operational decisions and procedures may need to be modified at the time of the incident. This manual is intended to provide guidance for laboratory analysis personnel without limiting FRMAC’s ability to integrate the work with other partners and stakeholders. Some of the titles of management positions with the FRMAC have been changed in order to comply with the structure of the Incident Command System (ICS) under the National Incident Management System (NIMS).

Evaluating Manual Sampling Locations for Regulatory and Emergency Response

Drinking water systems commonly use manual or grab sampling to monitor water quality, identify or confirm issues, and verify that corrective or emergency response actions have been effective. In this paper, the effectiveness of regulatory sampling locations for emergency response is explored. An optimization formulation based on the literature was used to identify manual sampling locations to maximize overall nodal coverage of the system. Results showed that sampling locations could be effective in confirming incidents for which they were not designed. When evaluating sampling locations optimized for emergency response against regulatory scenarios, the average performance was reduced by 3%–4%, while using optimized regulatory sampling locations for emergency response reduced performance by 7%–10%. Secondary constraints were also included in the formulation to ensure geographical and water age diversity with minimal impact on the performance. This work highlighted that regulatory sampling locations provide value in responding to an emergency for these networks.
