Secure Payload Access to the International Space Station

The ISS finally reached an operational state and exists for local and remote users. Onboard payload systems are managed by the Huntsville Operations Support Center (HOSC). Users access HOSC systems by internet protocols in support of daily operations, preflight simulation, and test. In support of this diverse user community, a modem security architecture has been implemented. The architecture has evolved over time from an isolated but open system to a system which supports local and remote access to the ISS over broad geographic regions. This has been accomplished through the use of an evolved security strategy, PKI, and custom design. Through this paper, descriptions of the migration process and the lessons learned are presented. This will include product decision criteria, rationale, and the use of commodity products in the end architecture. This paper will also stress the need for interoperability of various products and the effects of seemingly insignificant details.

Simulating Secure Data Exchange and Storage for Urban Air Mobility Environments

Urban Air Mobility (UAM) defines an environment for managing operations of vertical takeoff and landing (VTOL) and short takeoff and landing (STOL) vehicles in an urban environment. Within a UAM environment, UAM operators manage fleets of vehicles, relying on Providers of Services for UAM (PSUs) for managing flights in a region of airspace. Flight plan deconfliction is primarily performed by the Discovery and Synchronization Service (DSS), and the Federal Aviation Administration (FAA) maintains control over the UAM space via the FAA-Industry Exchange Protocol (FIDXP). UAM is a federated environment with many different entities owning and operating vehicles, PSUs, and other services. These entities often need to interoperate or access data generated by other organizations. This paper demonstrates the feasibility of using blockchain to facilitate a secure data exchange and storage for this flight information in a UAM environment. In particular, this paper is focused on flight plans and telemetry data. A blockchain network was developed with a set of smart contracts for managing relevant flight data. Hyperledger Fabric was chosen as it is performent, scalable, and allows organizations to reuse existing public key infrastructure (PKI) for identity management. A set of simulated UAM services were also developed. These services propose flight plans and negotiate with other UAM services for airspace access. All interactions between UAM services, as well as vehicle telemetry data, is recorded onto the blockchain. Vehicle telemetry data is generated by a vehicle flight simulation service. This paper successfully demonstrates the feasibility of using blockchain as a secure data exchange and storage mechanism in a UAM environment.

EV SALaD 2023 Demonstration: Best Practices and Mitigations for Protecting EVSE Infrastructure

The Electric Vehicle Secure Architecture Laboratory Demonstration (EV SALaD) program is a demonstration of cybersecurity best practices for high-power electric vehicle (EV) charging infrastructure led by Idaho National Laboratory (INL), in collaboration with other DOE National Laboratories participating in the EVs at Scale Consortium.a Sandia National Laboratories (SNL) and Pacific Northwest National Laboratory (PNNL) participated in the first 2-year (FY22-23) demonstration cycle for EV SALaD. This report documents the FY23 demonstration, the second in a series of demonstrations and collaborations in deploying and operating cybersecure EV charging infrastructure. It includes a summary of improvements from the FY22 demonstration, technical analysis of the FY23 demonstration, how the research demonstrates cyber-physical and cybersecurity best practices for high-power EV charging infrastructure, and related impacts to national and energy security. For EV SALaD, the FY22 demonstration focused on the detection, ranking, and prioritization of anomalous events for high-power EV charging. The FY23 demonstration additionally included the demonstration of cybersecurity best practices, which included protection and mitigation solutions to prevent, respond, and recover from anomalous events. During the demonstrations, the multi-lab EV SALaD team conducted a Test Effect Payload (TEP)b evaluation on extreme fast charger (XFC) hardware equipped with Cerberus, a detection and response solution, to demonstrate anomaly detection and mitigation cybersecurity best practices against cyber-enabled events.

Air Traffic Management Blockchain Infrastructure for Security, Authentication, and Privacy

Current radar-based air traffic service providers may preserve privacy for military and corporate operations by procedurally preventing public release of selected flight plans, position, and state data. The FAA mandate for national adoption of Automatic Dependent Surveillance Broadcast (ADS-B) in 2020 does not include provisions for maintaining these same aircraft-privacy options, nor does it address the potential for spoofing, denial of service, and other well-documented risk factors. This paper presents an engineering prototype that embodies a design and method that may be applied to mitigate these ADS-B security issues. The design innovation is the use of an open source permissioned blockchain framework to enable aircraft privacy and anonymity while providing a secure and efficient method for communication with Air Traffic Services, Operations Support, or other authorized entities. This framework features certificate authority, smart contract support, and higher-bandwidth communication channels for private information that may be used for secure communication between any specific aircraft and any particular authorized member, sharing data in accordance with the terms specified in the form of smart contracts. The prototype demonstrates how this method can be economically and rapidly deployed in a scalable modular environment.

Electric Vehicle Supply Equipment Cybersecurity Through Emulation

As the grid evolves, it is paramount to understand the risks that cyberattacks pose before assets are deployed. Leveraging the ARIES Cyber Range, NREL has created a platform to conduct analysis of EV charging protocol cybersecurity to understand the risks and impacts that cyberattacks may pose to critical infrastructure.
