Automated Procurement System (APS): Project management plan (DS-03), version 1.2

The National Aeronautics and Space Administration (NASA) Marshall Space Flight Center (MSFC) is implementing an Automated Procurement System (APS) to streamline its business activities that are used to procure goods and services. This Project Management Plan (PMP) is the governing document throughout the implementation process and is identified as the APS Project Management Plan (DS-03). At this point in time, the project plan includes the schedules and tasks necessary to proceed through implementation. Since the basis of APS is an existing COTS system, the implementation process is revised from the standard SDLC. The purpose of the PMP is to provide the framework for the implementation process. It discusses the roles and responsibilities of the NASA project staff, the functions to be performed by the APS Development Contractor (PAI), and the support required of the NASA computer support contractor (CSC). To be successful, these three organizations must work together as a team, working towards the goals established in this Project Plan. The Project Plan includes a description of the proposed system, describes the work to be done, establishes a schedule of deliverables, and discusses the major standards and procedures to be followed.

Guidelines for the Procurement of Aerospace Nickel Cadmium Cells

NASA has been using a Modular Power System containing "standard" nickel cadmium (NiCd) batteries, composed of "standard" NiCd cells. For many years the only manufacturer of the NASA "standard" NiCd cells was General Electric Co. (subsequently Gates Aerospace and now SAFT). This standard cell was successfully used in numerous missions. However, uncontrolled technical changes, and changes in industrial restructuring require a new approach. General Electric (now SAFT Aerospace Batteries) had management changes, new manufacturers entered the market (Eagle-Picher Industries, ACME Electric Corporation, Aerospace Division, Sanyo Electric Co.) and battery technology advanced. New NASA procurements for aerospace NiCd cells will have specifications unique to the spacecraft and mission requirements. This document provides the user/customer guidelines for the new approach to procuring of and specifying performance requirements for highly reliable NiCd cells and batteries. It includes details of key parameters and their importance. The appendices contain a checklist, detailed calculations, and backup information.

Technical Oversight of the Nancy Grace Roman Space Telescope Optical Telescope Assembly (OTA) Element Procurement: Opportunities, Challenges, & Lessons Learned (2024 Update)

Nancy Grace Roman Space Telescope Optical Telescope Assembly (OTA) is an out-of-house procurement from L3Harris currently being integrated and tested in Rochester, NY. Building upon L3Harris’s decades of success producing world-class optical systems for government and commercial customers offers NASA a proven partner and a tremendous opportunity for high performance and value. Inheriting significant portions of the telescope (including the primary and secondary mirror, composite metering structures and alignment drives) from a previous program presents the opportunity to save cost and schedule but constrains the design space for the unique challenges of the Roman mission. This seminar will cover a brief description of the OTA and its history, some of the challenges posed by incorporating an established product line and inherited hardware into a Class A mission, and some approaches and lessons learned that may be helpful for those structuring new missions or providing technical oversight of out-of-house procurements.
