A Framework for Building Security into the Design Process

This report presents guidance to support the implementation of security objectives during the design process for nuclear facilities using an organization’s quality management system. The guidance in this document is intended for design vendors and operators of nuclear power facilities. Additionally, this guidance document can be beneficial to regulatory bodies, industry partners, customers, and other stakeholders within the nuclear power market. This report aims to ensure security consequences are identified before designs are completed, which may lead to reduced costs and higher security effectiveness and efficiency.

Risk Informed Philosophy: Using What We Fear to Lose to Guide Us to Success

When an organization sets out on a new effort, program, or project, one of the first steps undertaken is to understand the related requirements. Most often, these requirements come in the form of standards, directives, or other organizational processes, and are derived to meet a broad range of efforts, programs, and projects. The net result is that organizations or teams are forced to start with a maximum set of requirements and expend time and energy tailoring the set of requirements down to what is more appropriate for the effort, program, or project at hand. This presentation will present an alternate method for the application of requirements or best practices that is based upon the actual risks to the safety, performance, or success of the effort. This additive route for applying best practices and requirements also encourages an early exploration of the risks, thus yielding a better understanding of where resources should be applied. This presentation also extends this concept of risk-based application of best practices and requirements to the selection of organization-wide improvement or standardization efforts, such as Lean, Six Sigma, and Quality Management Systems.

Core Community Specifications for Electron Microprobe Operating Systems: Software, Quality Control, and Data Management Issues

Modem electron microprobe systems have become increasingly sophisticated. These systems utilize either UNIX or PC computer systems for measurement, automation, and data reduction. These systems have undergone major improvements in processing, storage, display, and communications, due to increased capabilities of hardware and software. Instrument specifications are typically utilized at the time of purchase and concentrate on hardware performance. The microanalysis community includes analysts, researchers, software developers, and manufacturers, who could benefit from exchange of ideas and the ultimate development of core community specifications (CCS) for hardware and software components of microprobe instrumentation and operating systems.

Power quality load management for large spacecraft electrical power systems

In December, 1986, a Center Director's Discretionary Fund (CDDF) proposal was granted to study power system control techniques in large space electrical power systems. Presented are the accomplishments in the area of power system control by power quality load management. In addition, information concerning the distortion problems in a 20 kHz ac power system is presented.

ISO 9000 and/or Systems Engineering Capability Maturity Model?

For businesses and organizations to remain competitive today they must have processes and systems in place that will allow them to first identify customer needs and then develop products/processes that will meet or exceed the customers needs and expectations. Customer needs, once identified, are normally stated as requirements. Designers can then develop products/processes that will meet these requirements. Several functions, such as quality management and systems engineering management are used to assist product development teams in the development process. Both functions exist in all organizations and both have a similar objective, which is to ensure that developed processes will meet customer requirements. Are efforts in these organizations being duplicated? Are both functions needed by organizations? What are the similarities and differences between the functions listed above? ISO 9000 is an international standard of goods and services. It sets broad requirements for the assurance of quality and for management's involvement. It requires organizations to document the processes and to follow these documented processes. ISO 9000 gives customers assurance that the suppliers have control of the process for product development. Systems engineering can broadly be defined as a discipline that seeks to ensure that all requirements for a system are satisfied throughout the life of the system by preserving their interrelationship. The key activities of systems engineering include requirements analysis, functional analysis/allocation, design synthesis and verification, and system analysis and control. The systems engineering process, when followed properly, will lead to higher quality products, lower cost products, and shorter development cycles. The System Engineering Capability Maturity Model (SE-CMM) will allow companies to measure their system engineering capability and continuously improve those capabilities. ISO 9000 and SE-CMM seem to have a similar objective, which is to document the organization's processes and certify to potential customers the capability of a supplier to control the processes that determine the quality of the product or services being produced. The remaining sections of this report examine the differences and similarities between ISO 9000 and SE-CMM and make recommendations for implementation.

The role of metrics and measurements in a software intensive total quality management environment

Paramax Space Systems began its mission as a member of the Rockwell Space Operations Company (RSOC) team which was the successful bidder on a massive operations consolidation contract for the Mission Operations Directorate (MOD) at JSC. The contract awarded to the team was the Space Transportation System Operations Contract (STSOC). Our initial challenge was to accept responsibility for a very large, highly complex and fragmented collection of software from eleven different contractors and transform it into a coherent, operational baseline. Concurrently, we had to integrate a diverse group of people from eleven different companies into a single, cohesive team. Paramax executives recognized the absolute necessity to develop a business culture based on the concept of employee involvement to execute and improve the complex process of our new environment. Our executives clearly understood that management needed to set the example and lead the way to quality improvement. The total quality management policy and the metrics used in this endeavor are presented.

Procedures and tools for building large Ada systems

Some of the problems unique to building a very large Ada system are addressed. This is done through examples from experience. In the winter of 1985 and 1986, Intermetrics bootstrapped the Ada compiler, which was being built over the last few years. This system consists of about one million lines of full Ada. Over the last few years a number of procedures and tools were adopted for managing the life cycle of each of the many parts of an Ada system. Many of these procedures are well known to most system builders: release management, quality assurance testing; and source file revision control. Others are unique to working in an Ada language environment; i.e., recompilation management, Ada program library management, and managing multiple implementations. First a look is taken at how a large Ada system is broken down into pieces. The Ada definition leaves unspecified a number of issues that the system builder must address: versions, subsystems, multiple implementations, and synchronization of branched development paths. Having introduced how the Ada systems are decomposed, a look is taken, via a series of examples, at how the life cylces of those parts is managed. The procedures and tools used to manage the evolution of the system are examined. It is hoped that other Ada system builders can build upon the experience of the last few years.

Syntactic and Semantic Validation without a Metadata Management System

The ability to maintain quality information is essential to securing the confidence in any system for which the information serves as a data source. NASA's Global Change Master Directory (GCMD), an online Earth science data locator, holds over 9000 data set descriptions and is in a constant state of flux as metadata are created and updated on a daily basis. In such a system, the importance of maintaining the consistency and integrity of these-metadata is crucial. The GCMD has developed a metadata management system utilizing XML, controlled vocabulary, and Java technologies to ensure the metadata not only adhere to valid syntax, but also exhibit proper semantics.

Information Management System for the California State Water Resources Control Board (SWRCB)

A study was made to establish the requirements for an integrated state-wide information management system for water quality control and water quality rights for the State of California. The data sources and end requirements were analyzed for the data collected and used by the numerous agencies, both State and Federal, as well as the nine Regional Boards under the jurisdiction of the State Board. The report details the data interfaces and outlines the system design. A program plan and statement of work for implementation of the project is included.

Development of EPA aircraft piston engine emission standards

Piston engine light aircraft are significant sources of carbon monoxide in the vicinity of high activity general aviation airports. Substantial reductions in carbon monoxide were achieved by fuel mixture leaning using improved fuel management systems. The air quality impact of the hydrocarbon and oxides of nitrogen emissions from piston engine light aircraft were insufficient to justify the design constraints being confronted in present control system developments.

Forecasting with the GEOS-CF System and Other NASA Resources to Support Air Quality Management

Air quality (AQ) is a major and growing concern for public health around the world. Economic development, population growth, and climate change are all expected to exacerbate already poor AQ in many regions. Furthermore, AQ is often only sparsely monitored with reference-grade in-situ instruments. NASA resources and products have the potential to help in addressing this AQ data gap. The GEOS-CF (Goddard Earth Observing System – Composition Forecasting) global atmospheric composition modeling system is run each day at a global scale to provide recent estimates and five-day forecasts at hourly temporal resolution of atmospheric constituents relevant to AQ. NASA satellite missions (along with those of other space agencies) provide remotely-sensed estimates of atmospheric composition relevant to AQ. This paper gives a brief overview of these capabilities, and outlines the efforts underway to combine model forecasts, satellite retrievals, and surface-based measurements to provide more comprehensive and accurate estimates and forecasts of local AQ which will be broadly applicable and accessible globally.

Integrating automated support for a software management cycle into the TAME system

Software managers are interested in the quantitative management of software quality, cost and progress. An integrated software management methodology, which can be applied throughout the software life cycle for any number purposes, is required. The TAME (Tailoring A Measurement Environment) methodology is based on the improvement paradigm and the goal/question/metric (GQM) paradigm. This methodology helps generate a software engineering process and measurement environment based on the project characteristics. The SQMAR (software quality measurement and assurance technology) is a software quality metric system and methodology applied to the development processes. It is based on the feed forward control principle. Quality target setting is carried out before the plan-do-check-action activities are performed. These methodologies are integrated to realize goal oriented measurement, process control and visual management. A metric setting procedure based on the GQM paradigm, a management system called the software management cycle (SMC), and its application to a case study based on NASA/SEL data are discussed. The expected effects of SMC are quality improvement, managerial cost reduction, accumulation and reuse of experience, and a highly visual management reporting system.
