Earth Observing-1 Advanced Land Imager Flight Performance Assessment: Absolute Radiometry and Stability During the First Year

The absolute radiometry of the Advanced Land Imager during the first year on orbit (November 21,2000 - November 21, 2001) is presented. Results derived from solar, lunar, ground truth, and internal reference lamp measurements are presented. An 18% drop in the radiometric response of the Band 1p data since preflight calibration at Lincoln Laboratory is observed using all techniques. This decrease cannot be accounted for by preflight calibration errors, stray light, or contamination of the focal plane. A slight drooping of the VNIR response toward the blue and a 5-12% increase in the Band 5 response is also apparent in all the data. Radiometric response correction factors have been calculated and preflight calibration coefficients have been updated in order to provide +/- 5% agreement between the measured solar, lunar, and ground truth data and the expected values. The radiometric stability of the ALI during the first year of operation is also presented for each spectral band. Internal reference lamp data indicate the focal plane has been stable to within 1% for bands 1p, 1, 2, 5p, 5, 7, pan and 3% for Bands 3,4, 4p since launch. Solar, lunar, and ground truth measurements indicate the optical train and solar diffuser of the instrument has been stable to within 1% since initial measurements on orbit in late December 2000.

Probabilistic Forecasting of Ground Magnetic Perturbation Spikes at Mid-Latitude Stations

The prediction of large fluctuations in the ground magnetic field (dB/dt) is essential for preventing damage from Geomagnetically Induced Currents. Directly forecasting these fluctuations has proven difficult, but accurately determining the risk of extreme events can allow for the worst of the damage to be prevented. Here we trained Convolutional Neural Network models for eight mid-latitude magnetometers to predict the probability that dB/dt will exceed the 99th percentile threshold 30–60 min in the future. Two model frameworks were compared, a model trained using solar wind data from the Advanced Composition Explorer (ACE) satellite, and another model trained on both ACE and SuperMAG ground magnetometer data. The models were compared to examine if the addition of current ground magnetometer data significantly improved the forecasts of dB/dt in the future prediction window. A bootstrapping method was employed using a random split of the training and validation data to provide a measure of uncertainty in model predictions. The models were evaluated on the ground truth data during eight geomagnetic storms and a suite of evaluation metrics are presented. The models were also compared to a persistence model to ensure that the model using both datasets did not over-rely on dB/dt values in making its predictions. Overall, we find that the models using both the solar wind and ground magnetometer data had better metric scores than the solar wind only and persistence models, and was able to capture more spatially localized variations in the dB/dt threshold crossings.

Safer Foundation Solar Demands Skill Collaborative

The milestones and accomplishments achieved in Safer’s Solar Demands Skill Training program required a collective effort of stakeholders. The ability to achieve the desired results and impact lives of the population we serve works best when collaborating with community stakeholders such as community-based organizations, faith-based organizations, community activists, local law enforcement, community residents, employers, and elected and appointed officials. We are working harder than ever to place clients in-demand careers and high-growth industry sectors. Our employer engagement with high growth sectors continues to increase, we have been able to deepen our relationships in this space by providing in demand stackable credential training. Launched our initiative in the green job space by partnering with organizations like ComEd, the Department of Energy, community-based organizations, faith-based organizations, and manufacturers that helped to train clients in the green jobs and renewable energy space. By the end of the year, we will have completed our tenth cohort of photovoltaic solar installation training. The training has been used as a foundation for solar panel installers to acquire new skills in in the green jobs career pathways, such as sales and customer service. It has also served as a pipeline to union-level trade positions through the skills participants obtained through partnership engagement. Safer Foundation's policy and advocacy team plays a major role in expanding opportunities for people with records to over one hundred occupations, including the trades. This reform has allowed many to secure living wage employment, reducing the high recidivism rate within Illinois. Safer continues to build our social enterprise with Reconstructive Technology Partners (RTP). RTP is introducing people with records to the construction trades such as solar, carpentry and electrical through residential remodeling of homes on smaller construction projects. Understanding the need to have a greater community presence, outreach was extended to a boots on the ground model, including, but not limited to door-to-door engagement, DE-EE0008571 Safer Foundation Page 4 of 29 local radio broadcasting and print ads in local newspapers. We continue to seek innovative ways to increase Safer Foundations' presence in the renewable energy space. Outreach efforts gave us an opportunity to share critical reentry information and opportunities about our PV installer program. Giving us reach with local and national audiences alike. We launched a systematic approach to improving client data and client tracking through an evidence-based practices initiative. That implemented an agency wide cross-functional data management system. The system supported our goal of reviewing, evaluating, and making recommendations to improve operational processes, program delivery, information sharing, and more. Played a significant part in the success of the solar program. Finally, economists around the nation agree that there is a significant labor shortage. The shortage directly threatens our ability to sustain our economic growth; if employers do not have access to the workers they need, it can lead to a shutdown in the economic recovery. The demand for Safer Foundation services is more important and impactful than ever. We will continue to build upon our 50 years of experience to address the challenges ahead and serve more people in a better way. We are confident we will accomplish beautiful things that benefit everyone involved because together, we are powerful.

Development of Tools Training and Outreach to Address Solar Glare and Flux-Related Avian Impacts

Millions of dollars and significant resources are being spent by developers of utility-scale solar photovoltaic (PV) and concentrating solar power (CSP) plants to address federal and local requirements regarding glare and avian hazards. Solar glare can occur from the glass surfaces of PV modules and from mirrors in CSP systems, which can produce safety and health risks for pilots, motorists, and residents located near these systems. In addition, concentrated solar flux at CSP plants has the potential to singe birds as they fly through regions of high solar flux. This work will develop tools to characterize and mitigate these potential hazards, which will address regulatory policies and reduce costs and efforts associated with the proposed deployment of gigawatts of solar energy systems throughout the nation. The development of standardized and publicly available tools to address these regulatory policies and ensure public and environmental safety is an appropriate role for the government.

Automatic Detection of Large-scale Flux Ropes and Their Geoeffectiveness with a Machine-learning Approach

Detecting large-scale flux ropes (FRs) embedded in interplanetary coronal mass ejections (ICMEs) and assessing their geoeffectiveness are essential, since they can drive severe space weather. At 1 au, these FRs have an average duration of 1 day. Their most common magnetic features are large, smoothly rotating magnetic fields. Their manual detection has become a relatively common practice over decades, although visual detection can be time-consuming and subject to observer bias. Our study proposes a pipeline that utilizes two supervised binary classification machine-learning models trained with solar wind magnetic properties to automatically detect large-scale FRs and additionally determine their geoeffectiveness. The first model is used to generate a list of autodetected FRs. Using the properties of the southward magnetic field, the second model determines the geoeffectiveness of FRs. Our method identifies 88.6% and 80% of large-scale ICMEs (duration 1day) observed at 1au by the Wind and the Solar TErrestrial RElations Observatory missions, respectively. While testing with continuous solar wind data obtained from Wind, our pipeline detected 56 of the 64 large-scale ICMEs during the 2008–2014 period (recall = 0.875), but also many false positives (precision = 0.56), as we do not take into account any additional solar wind properties other than the magnetic properties. We find an accuracy of 0.88 when estimating the geoeffectiveness of the autodetected FRs using our method. Thus, in space-weather nowcasting and forecasting at L1 or any planetary missions, our pipeline can be utilized to offer a first-order detection of large-scale FRs and their geoeffectiveness.
