Development of Tools Training and Outreach to Address Solar Glare and Flux-Related Avian Impacts

Millions of dollars and significant resources are being spent by developers of utility-scale solar photovoltaic (PV) and concentrating solar power (CSP) plants to address federal and local requirements regarding glare and avian hazards. Solar glare can occur from the glass surfaces of PV modules and from mirrors in CSP systems, which can produce safety and health risks for pilots, motorists, and residents located near these systems. In addition, concentrated solar flux at CSP plants has the potential to singe birds as they fly through regions of high solar flux. This work will develop tools to characterize and mitigate these potential hazards, which will address regulatory policies and reduce costs and efforts associated with the proposed deployment of gigawatts of solar energy systems throughout the nation. The development of standardized and publicly available tools to address these regulatory policies and ensure public and environmental safety is an appropriate role for the government.

Scalable Solar Fuels Production in A Reactor Train System by Thermochemical Redox Cycling of Novel Nonstoichiometric Perovskites

Hydrogen production via two-step thermochemical water splitting redox cycles using nonstoichiometric redox-active metal oxides has the potential to dramatically increase fuel production rates. At moderate-to-low water splitting temperatures, surface reaction kinetics co-limit the process. In such cases, stable and high surface area microstructures that allow exploitation of the full thermodynamic potential of the materials are essential as is tight thermal integration of the reactor module. This project’s goals were the development of novel nonstoichiometric perovskite oxides with high stability and favorable thermodynamic and kinetic properties, to optimize their microstructure for maximizing the fuel productivity, and to build a prototype reactor train system (RTS) comprising at least one reactor to meet specific performance targets: (1) capable of an in-house solar thermochemical hydrogen (STCH) productivity ≥ 12 mL g -1 for stable continuous operation ≥ 20 cycles; and (2) demonstration of scalable solar fuels production at practical solar reactor level in an industrial-scale concentrated solar tower (CST) using developed perovskites to achieve a hydrogen production rate ≥ 1 g h -1 .

Expanding the Solar Workforce through the Illinois Community College System

The Illinois Green Economy Network (IGEN) is a consortium of all 39 Illinois community college districts working to grow the green economy in the state. The network aims to build capacity in sustainability and transform education by connecting business/industry and educators to resources, curating information and tools, cultivating partnerships, and advocating for change. Led by IGEN, the goal of the “Expanding the Solar Workforce through the Illinois Community College System” project was to create and sustain a comprehensive, statewide strategy that equips education and training providers, workers, businesses, and communities with resources and tools to prepare a solar workforce. A cohort of five Illinois community colleges participated in the program based on their capacity and interest, as well as their potential for and proximity to industry growth in the state: City Colleges of Chicago, John A. Logan College, Kankakee Community College, Lewis and Clark Community College, and Lincoln Land Community College. The project had three Objectives, 1) Address an unmet need by increasing the pool of skilled solar workers, 2) Keep pace with evolving needs of the solar workforce by improving programs to be more accessible and industry-driven, 3) Strengthen IGEN’s capacity as a statewide resource for solar education, training, and workforce initiatives. Overall, over 400 students were trained in solar installation practices, with over 40 businesses engaged. Additionally. the project spurred a number of innovations and the development of effective practices related to establishing and maintaining a solar installation program at a community college. This project sought to identify effective and scalable practices for developing a solar installation program which included the following components: enrolling students into aligned programs; developing curriculum and courses which meet industry needs; placing students in solar installation or related employment; and sustaining programming past grant funding. Through this project- IGEN was able to identify critical components of a solar installation program. Detailed further in this report these components describe 1) Necessary conditions for establishing a solar installation program, 2) Program structures use cases for different contexts, 3) Effective practices related to student pipeline development and program throughout. As a result of this project- all five participating community colleges have expressed support for continuing to offer solar installation training to their students. Additionally, three nonparticipating colleges in IGEN have expressed interest in adopting practice, courses, or curriculum developed through this program. IGEN has also committed to making the curriculum, course structure and other materials available on their website for accelerated adoption of effective practices both state and nationwide.

Energy Northwest - Horn Rapids Solar and Storage: An Assessment of Battery Technical Performance

Chartered in 1957 as a joint action agency of the state, Energy Northwest (ENW) is a consortium of 27 public utility districts and municipalities across Washington state. ENW takes advantage of economies of scale and shared services to help utilities run their operations more efficiently and at lower cost, to the benefit of more than 1.5 million customers. ENW develops, owns, and operates a diverse mix of electricity generating resources, including hydro, solar, and wind projects – and the Northwest’s only active nuclear energy facility. These projects provide enough reliable, affordable, and environmentally responsible energy to power more than a million homes each year, and that carbon-free electricity is provided at the cost of generation. The agency continually explores new generation projects to meet its members’ needs. In 2017, as part of the second round of funding from the Washington state Clean Energy Fund, the Washington State Department of Commerce granted up to $3 million in matching funds to develop an estimated $6.5 million project that deployed a 4-MW, 20-acre solar generating array of photovoltaic (PV) panels coupled with a 1 MW/5.5 MWh lithium-iron-phosphate battery energy storage system (BESS) in Richland, Washington. The combination of PV and BESS will provide a predictable, renewable generating source and will also serve as a training ground for solar and battery technicians throughout the nation. The City of Richland will purchase the power from the project and utilize the benefits of the energy storage. The project provides Washington state with its first opportunity to integrate a large-scale solar and storage facility into its clean mix of hydro, nuclear, and wind resources. This first-of-its-kind facility combines solar generation with battery storage and technician training. In 2019, Pacific Northwest National Laboratory (PNNL) worked with ENW to assess the integrated PV and BESS in representative use cases that could benefit the City of Richland. Between March and May 2022, extensive testing was conducted, and the results were used to assess the technical performance of the BESS subjected to actual field operations. Both reference performance and use case tests were performed: (A) Reference performance tests assess the general technical capabilities of the BESS, such as energy capacity, round-trip efficiency (RTE), ramp rate, and signal tracking capability. These are the first tests performed (baseline), and they are repeated after use case tests (post cycle). A standardized U.S. Department of Energy (DOE) energy storage performance protocol was used to characterize the BESS, including representative duty cycle profiles, test procedure guidance, and calculation guidance for determining key characteristics. (B) Use case tests examine the performance of the BESS for specific use cases using duty cycles developed by PNNL in collaboration with ENW. Five use cases were selected for testing: 1) demand charge reduction, 2) load shaping, 3) transmission charge reduction, 4) Volt-VAR service, and 5) outage mitigation. The use case duty cycles were developed based on utility and site-specific characteristics in addition to the technical characteristics and physical capabilities of the BESS. Use case tests were performed between the baseline and post cycle tests. This report describes the BESS and its components, presents testing and performance analysis results, and shares key insights and lessons learned from this project. Outcomes of the tests and analyses will help ENW understand the performance of the Horn Rapids BESS in its current state and design appropriate operational strategies for this and other BESSs over the long term.

A Convolution Neural Network for Voltage Event Classification at a Photovoltaic Inverter

This paper presents a convolutional neural network (CNN) developed to identify voltage events in photovoltaic (PV) inverters. The CNN is trained on synthetic data generated using the IEEE 13-bus distribution feeder model and evaluated on field measured data collected from Energy Northwest’s Horn Rapids Solar, Storage, and Training (HRSST) facility. The study focuses on two common voltage events: faults and voltage sags. The CNN is configured to analyze voltage and current waveforms from three-phase PV systems, demonstrating excellent accuracy during training. Field data from the HRSST facility is employed to assess its real-world performance, where the CNN achieves perfect identification of faults and voltage sags in a sample of nine events. This work highlights the potential of the proposed method to enhance PV protection schemes, providing a robust foundation for improved voltage event detection and grid reliability.

Heliostat Consortium: Update on Resource, Training, and Education Development and Women+ in Concentrating Solar

One of the major barriers to Concentrating Solar Power (CSP) industry growth in the U.S. is the lack of accessibility of expert knowledge, a lack of a stable workforce pipeline, and little public awareness of the technology area. Improved Resource, Training, and Education (RTE) is needed to address these gaps, to draw workers into the field from diverse technology areas and backgrounds, and to reduce the learning curves of newcomers into the industry. As part of the RTE topic under the NREL-led Heliostat Consortium (HelioCon), a public online resource database has been created to support information sharing across the heliostat and CSP community. Here, information will be presented on the existing and planned database resources, including introductory information about CSP and heliostats, a reference library of texts and publications, educational videos, a CSP power tower plant database and case studies, a contact list of component suppliers and developers, and a list of available software/metrology tools. Women+ in Concentrating Solar is a newly created organization to promote the education, professional development, and advancement of underrepresented genders in the Concentrating Solar Power (CSP) community in a way that includes diverse backgrounds, attitudes, and perspectives. The main objectives of the groups are to provide the following opportunities for underrepresented genders: 1) organize events to provide networking opportunities and community building, 2) boost partnerships and scientific collaboration, 3) create resources to facilitate knowledge and experience sharing, 4) provide mentorship programs to support those new to the industry, 5) bring visibility to underrepresented genders and attract more to the field, and 6) promote Diversity, Equity, and Inclusion (DEI) and engage minorities and underrepresented groups. Initial activities being pursued by the group include creating an expert database to support event organizers in recruiting speakers with representation of all gender identities, hosting online networking and webinar events, organizing conference events including seminars and networking/social events, and establishing a mentorship program to connect members in the CSP community across the globe. The group is open to all genders and has grown to over 60 members in its first few months.
