What Role Do Aggregators Play in Power System Security and Resilience?

Barriers to the participation of distributed energy resources (DERs) in wholesale electricity markets have limited the use of DERs for power system security and resilience. In September 2020, the Federal Energy Regulatory Commission (FERC) approved an order to reduce these barriers. FERC Order No. 2222 enables the participation of DER aggregators in wholesale electricity markets. DERs include renewable generation and technologies that support the integration of renewable generation by increasing grid flexibility and resilience. Requiring wholesale energy markets to allow DER aggregator participation provides a path for DERs to become competitive in these markets. As the contribution from aggregated DERs continues to increase, the aggregator's role in supporting grid security and resilience will become more critical. This paper reviews work that demonstrates how DER aggregators can provide resilience support through technical capabilities, operational strategies, and secure communication architectures. Socioeconomic influences and impacts of aggregators, including implications for social resilience, are presented. In surveying the current state-of-the-art across different but interconnected topics, we illustrate how aggregators can be power system participants that enhance grid security. There is no one-size-fits-all approach to enhancing resilience in a power grid that includes a growing cohort of DER aggregators, but there are many options for aggregators to contribute to a more resilient and secure power grid.

Cyberattack Detection for Cyber Physical Systems Security–A Preliminary Study.

Cyber-physical systems (CPS) security has become an increasingly important research topic in recent years. Geared towards more advanced cyberattack detection techniques as part of strategies for enhancing the security of CPS, in this paper we propose a machine learning based cyber-attack detection scheme. The proposed scheme is a physical-domain technique; specifically, it assumes the physical measurements of the system carry sufficient information for capturing the system behavior, thus can be used for differentiating normal operation and attacks. CPS are complex in nature and the number of physical measurements available for CPS is often overwhelmingly high. Thus, accurately modeling CPS’ dynamic behavior, more importantly, distinguishing normal and adversary activities based on the large number of physical measurements, can be challenging. To address the challenge, we have focused our research effort on feature engineering, that is, to intelligently derive a set of salient signatures or features from the noisy measurements. We make sure the derived features are more compact and, more importantly, have more discriminant power than the original physical measurements, thus enabling us to achieve more accurate and robust detection performance. To demonstrate the effectiveness of the proposed scheme, in our experimental study we consider gas turbines of combined cycle power plants as the cyberphysical system. Using the data from the high-fidelity simulation we show that our proposed cyberattack detection scheme is able to achieve high detection performance.

Energy Resilience for Mission Assurance, Agile Co-simulation for Cyber Energy System Security (ACCESS) Model Advancements for Resilience Analysis (Version 3, July 2023)

Agile Co-simulation for Cyber Energy System Security (ACCESS) is a co-simulation platform developed by Lawrence Livermore National Laboratory (LLNL). The primary high-level use-case for ACCESS is to study existing or new cyber-physical critical infrastructure systems, with a heavy emphasis on 1) systems that utilize communication networks, and 2) studies that seek to understand cyber-related system impacts. ACCESS is currently used for several energy system resilience projects at LLNL. In the Energy Resilience for Mission Assurance (ERMA) project, ACCESS is used in the Mod eling for Metric Calculation task (specifically, subtask 4.3, Communications and Cyber Modeling) to model and simulate the cyber and communication system aspects of Defense Critical Electric Infrastructure (DCEI) systems, with a focus on computing specific communication system metrics that can impact system resilience and mission performance. Simulated communication system per formance will be fed back to other ERMA system components so that mission performance can be evaluated holistically. This report describes several enhancements to the ACCESS platform that were implemented during the execution of the ERMA project in support of reslience analysis. This includes the addition of new models and subsystems, enhancements to existing models, and integration with external systems. The remainder of this report is structured as follows. In Section 2, a brief background description of the ACCESS platform is provided, including an outline of ACCESS components, example use cases, and a set of communication network resilience metrics that can be computed with ACCESS. Section 3 describes the ACCESS model enhancements for ERMA in detail. Finally, Section 4 briefly outlines future integration opportunities between ACCESS and project participant capabilities identified during the progression of the project.

Test & Measurement System Security in an IT World

Automated test and measurement systems are coming under increased cybersecurity scrutiny. Most of these systems fall under the “Operational Technology” designation, as defined by NIST, and often have unique requirements that conflict with enterprise security policy. These systems are typically not well understood by traditional enterprise IT personnel, which leaves them ill-supported or invalidated.▪This presentation attempts to help Test System owners recognize the security landscape, determine their unique system requirements and concerns, and negotiate a peer-level working arrangement with an existing IT department while maintaining a NIST-recommended level of autonomy and sovereignty.

Governance and Resilience: A Holistic Approach to Systems Security in Complex and Chaotic Environments

Here, a systems governance approach emphasizes a holistic perspective that identifies and navigates the interdependencies and conflicts between security and operational needs. Governance is defined as a collection of metasystems that provide the necessary constraints and processes to support, steer, adapt, transform, and sustain a system (Keating et al. 2022). Utilizing the Cynefin framework, which distinguishes between simple, complicated, complex, and chaotic environments (Snowden and Boone 2007), the article highlights the challenges faced by nuclear power plants in predatory contexts and the importance of integrating security objectives into governance frameworks. By incorporating security as a fundamental aspect of governance, the article underscores its significance for persistence, adaptation, and transformation in the face of uncertainty. Additionally, it introduces key heuristics of systems security, such as the importance of context, knowledge‐based decision‐making, and organization‐specific sociological factors (Williams and Caskey 2024). Ultimately, this work provides valuable insights into enhancing resilient operations in complex environments by reinforcing the connection between effective governance and security in systems engineering.

Three-dimensional radiograph security system

A method and apparatus for displaying a three-dimensional radiograph in a security scanner. A first X-ray image of an object is generated by the security scanner from a first viewpoint. A second X-ray image of the object is generated by the security scanner from a second viewpoint. The first X-ray image and the second X-ray image form a stereogram. The stereogram is displayed by the security scanner on a display system for the security scanner such that a first eye of a viewer sees the first X-ray image in the stereogram and a second eye of the viewer sees the second X-ray image in the stereogram. A parallax between the first viewpoint and the second viewpoint in the stereogram results in a three-dimensional visualization of the object on the display system for the security scanner.

The Spaceport Command and Control System Security Assessor Project

This Summer, I worked as a National Aeronautics and Space Administration (NASA) Internships and Fellowships (NIF) intern under my mentor, Jill Giles within the Software Engineering Branch. Within this project, I worked alongside the Cyber Security branch to identify a list of Commercial Off the Shelf (COTS) software to analyze, research, and gain insight about potential vulnerabilities within the software that could become a threat of attack. After identifying the list of COTS software, my team and I used Microsoft Excel to create a worksheet to easily organize and design a questionnaire about the software. Security reports weregiven to us to identify the software used on the machines in the firing rooms. With these reports, we created a script that would populate the database with the software information to identify potential security weaknesses of COTS software. The goal of the project was to produce a final report, summarizing the most vulnerable launch control system servers and configurations and document vulnerabilities, residual risk, likelihood, and consequence. This project is important for the Cyber Security and Information Technology branches because it will identify security weaknesses and help to mitigate risk. From the Spaceport Command and Control System Security Assessor Project, I learned how to properly identify weaknesses and vulnerabilities within software and how to mitigate the risks within the software. This project also taught me how to create databases using scripts and input files.

Systems and methods for control system security

A component security device may be disposed at an interface between a component and a cyber-physical system. The disclosed component security device may be physically and/or electrically coupled between the component and infrastructure of the cyber-physical system, such as a backplane, bus, and/or the like. The component security device may be configured to monitor the component, and selectively isolate the component from the cyber-physical system. Since the component security device is interposed at the interface of the component, the component security device may be capable of isolating the component regardless of whether the component has been compromised (e.g., regardless of whether the component is capable of complying with system commands).

Systems and methods for control system security

A resilient security agent determines a cyber and/or physical health of a control system by, inter alia, communicating cyber-physical key data through cyber-physical control paths of the system, and determining error introduced by the communication. The resilient security agent may be further configured to verify the integrity of acquired cyber-physical state information. The cyber health of the control system may be evaluated by comparing the acquired cyber state information to one or more cyber state profiles. The physical health of the control system may be evaluated by comparing the acquired physical state information to one or more physical state profiles.

Use of Thermistor Temperature Sensors for Cyber-Physical System Security

The last few decades have seen a large proliferation in the prevalence of cyber-physical systems. This has been especially highlighted by the explosive growth in the number of Internet of Things (IoT) devices. Unfortunately, the increasing prevalence of these devices has begun to draw the attention of malicious entities which exploit them for their own gain. What makes these devices especially attractive is the various resource constraints present in these devices that make it difficult to add standard security features. Therefore, one intriguing research direction is creating security solutions out of already present components such as sensors. Physically Unclonable Functions (PUFs) are one potential solution that use intrinsic variations of the device manufacturing process for provisioning security. In this work, we propose a novel weak PUF design using thermistor temperature sensors. Our design uses the differences in resistance variation between thermistors in response to temperature change. To generate a PUF that is reliable across a range of temperatures, we use a response-generation algorithm that helps mitigate the effects of temperature variation on the thermistors. We tested the performance of our proposed design across a range of environmental operating conditions. From this we were able to evaluate the reliability of the proposed PUF with respect to variations in temperature and humidity. We also evaluated the PUF’s uniqueness using Monte Carlo simulations.
